Decisions most often have to be taken in the dimensions of space and time. Availability of integrated spatial information services is thus important for policymakers, planners, and managers as well as for citizens and their organizations, irrespective of where they are in the world. The strategy followed by the INSPIRE (Infrastructure for Spatial Information in the European Community) initiative is a valuable information source for the development of principles and procedures in spatial information management, particularly environmental management. The work done within INSPIRE can also be used to develop specifically adapted solutions for the spatial and environmental information management of urban agglomerations, the megacities. This paper describes a good practice example of a German regional SDI—the approach implemented by Rhineland-Palatinate. The web-based implementation of this regional SDI supports the aim of the INSPIRE directive, namely, improving the usability of spatial data compiled by different authorities. The outlined procedures help to clarify which kind of information has to be provided in which format so that it enhances the understanding of the complex interactions between human activities and their environmental impacts, which are crucial particularly in megacities. The solution presented in this paper, therefore, can be seen as a prototype of a practical realization of a feasible SDI, which can be generalized to larger urban areas. [Termes IGN] INSPIRERésumé : (Auteur) En Europe, la directive pour l'établissement d'une infrastructure d'information géographique dans l'Union européenne (INSPIRE) devrait avoir des répercussions considérables sur les infrastructures nationales de données spatiales. La directive est entrée en vigueur en mai 2007. Elle vise à améliorer l'utilisation des données spatiales compilées par les autorités des États membres. L'objectif principal de la directive est d'établir une base réelle pour un réseau de services d'information sur les données spatiales à l'échelle européenne. La Finnish National Geographic Information Strategy (Stratégie d'information géographique nationale finlandaise) 2005-2010 se concentre sur la description des principes, objectifs et mesures jugés pertinents dans le cadre du développement d'une infrastructure de données spatiales en Finlande. Au cours de la formulation de la stratégie, la préparation d'INSPIRE a été prise en compte. La stratégie nationale fait partie du programme sur la société de l'information du gouvernement. La Finlande a également contribué à de nombreux projets régionaux en fournissant des données spatiales outre les limites de ses frontières nationales, notamment les projets BarentsGIT (Technologie de l'information géographique dans la région de Barents) et MapBSR (carte de la région de la mer Baltique) pour les 14 pays entourant la mer Baltique. Actuellement, la MapBSR fait partie intégrante de EuroGlobalMap, qui regroupe les données d'environ 32 pays. Il s'agit d'un produit proposé par EuroGeographics, l'association des services cartographiques européens. La Finlande participe également activement au fonctionnement de l'association de l'Infrastructure globale de données spatiales (IGDS). L'organisation a pour objectif de promouvoir la coopération et la collaboration internationales afin de soutenir le développement de l'infrastructure de données spatiales aux échelles locale, nationale et internationale. Parmi les accomplissements de l'association, on compte notamment le « livre de recettes » (cookbook) de l'IGDS. [Termes IGN] INSPIRERésumé : (Auteur) [Introduction] Socio-economic aspects of geographic information (infrastructures) (GII) are increasingly considered in GIl development and especially in GII research. Where once the technological dimension of GII was the dimension assessed to be most relevant, it is now commonly understood that also the non-technical aspects should be addressed and understood in order to promote GII development. There may even a trend be recognized towards a non-technical focus of GII strategies.
The socio-economic side of GII is also attracting the attention of the research community. It is evident that we are only at the beginning of the development of this loose network of those researching socio-economic GII issues (see De Man's paper). For one socio-economic aspect, the GII assessment aspect, a true loose network linking those with assessment expertise now not only shares experiences, but is also cooperatively working on the assessment issue. For other socio-economic issues such a network is still in development. One way of extending the socio-economic network is to disseminate the pool of ideas and research outcomes to speak of a true community of practice as De Man has put it.
The proceedings of the workshop on Assessment and Socio-economic Aspects of Spatial Data Infrastructures contributes to this objective. This booklet presents the outcomes of this workshop. The workshop was initiated by the OTB Research Institute of Delft University of Technology to commemorate two years of research by one of its staff members, Garfield Giff.
A selected group of academics and professionals were invited to join the workshop and to share experiences in the socio-economic frameworks within which geographic information infrastructures are emerging whether within an individual nation or across multinational regions. The contributions reflect the variety of socio-economic aspects of GII.
