[Termes IGN] surface de l'eauRésumé : (Auteur) Afin de maintenir à jour les données géospatiales dans les bases de données topographiques, une détection automatique des changements et une mise à jour automatique des données sont nécessaires. Dans cet article, nous étudions la détection automatique des changements des données géospatiales à l'aide des contours actifs basés sur les ensembles de niveaux. Nous proposons une approche qui est basée sur une comparaison régionale entre deux jeux de données multitemporels. Premièrement, les régions sont extraites de deux images coenregistrées prises à des moments différents en utilisant la segmentation des contours actifs basés sur les ensembles de niveaux. La détection des changements s'accomplit ensuite en comparant spatialement les segments régionaux découlant des deux images. L'approche est validée par des expérimentations relatives à la détection des changements des surfaces de lacs à l'aide de l'imagerie multispectrale Landsat7. [Termes IGN] système d'information géographiqueRésumé : (Auteur) This paper reports on the outcome from a project that has developed a GIS-based procedure to capture digital boundaries for the small spatial units used in the British Population Census in 1981, and for the geographically comparable units connecting back with the previous enumeration in 1971. 1981 census geography was originally recorded as linear and textual annotations on paper base maps that were subsequently microfilmed. Four methods involving varying degrees of automation for capturing digital representations of these census units from the scanned microfilm imagery are evaluated. Details presented are in the context of British census geography before digital capture of small census units became routine, but the evaluation of the methods and the final procedure cover issues that are generally applicable in situations where the capture of historical mapping is attempted. [Termes IGN] surveillance forestièreRésumé : (Auteur) Many large countries, including Canada, rely on earth observation as a practical and cost-effective means of monitoring their vast inland ecosystems. A potentially efficient approach is one that detects vegetation changes over a hierarchy of spatial scales ranging from coarse to fine. This paper presents a Change Screening Analysis Technique (Change-SAT) designed as a coarse filter to identify the location and timing of large (>5-1 0 kM2) forest cover changes caused by anthropogenic and natural disturbances at an annual, continental scale. The method uses change metrics derived from 1-km multi-temporal SPOT VEGETATION and NOAA AVHRR imagery (reflectance, temperature, and texture information) and ancillary spatial variables (proximity to active fires, roads, and forest tenures) in combination with logistic regression and decision tree classifiers. Major forest changes of interest include wildfires, insect defoliation, forest harvesting and flooding. Change-SAT was tested for 1998-2000 using an independent sample of change and no-change sites over Canada. Overall accuracy was 94% and commission error, especially critical for large-area change applications, was less than 1%. Regions identified as having major or widespread changes could be targeted for more detailed investigation and mapping using field visits, aerial survey or fine resolution EO methods, such as those being applied under Canadian monitoring programs. This multi-resolution approach could be used as pan of a forest monitoring system to report on carbon stocks and forest stewardship. [Termes IGN] Sousson (rivière)Résumé : (Auteur) This paper proposes a land cover classification methodology in agricultural contexts that provides satisfactory results with a single satellite image per year acquired during the growing period. Our approach incorporates ancillary data such as cropping history (inter-annual crop rotations), context (altitude, soil type) and structure (parcels size and shape) to compensate for the lack of radiometric data resulting from the use of a single image. The originality of the proposed method resides in the three successive steps used: S1: per-pixel classification of a single SPOT XS image with a restricted number of land cover classes (RL) chosen to ensure good accuracy; S2: conversion of RLs into a per-parcel classification system using ancillary parcel boundaries: and S3: parcel allocation using exhaustive land cover classes (EL) and its refinement through the application of decision rules. The method was tested on a 120 km2 area (Sousson river basin, Gers, France) where exhaustive knowledge of land cover for two successive years allowed complete validation of our method. It allocated 87% of the parcels with a 75% accuracy rate according to the exhaustive list (EL). This is a satisfactory result obtained with one SPOT XS image in a small agricultural parcel context. [Termes IGN] Tokyo (Japon)Résumé : (Auteur) The Vehicle-borne Laser Measurement System (VLMS) is a mobile mapping system where three single-row laser range scanners, six line CCD cameras, and a GPS/INS-based navigation unit are mounted on a van to measure object geometry and texture along a street. This paper contributes to a method of fusing the data output of VLMS with existing geographic data sources where the focus is on the rectification of the vehicle's motion data derived from GPS/INS, which may be quite erroneous in an urban area. An algorithm is developed to correct the four variables of the vehicle's motion data, i.e., x, y, and z coordinates of the vehicle position and yaw angle of orientation by registering the laser points of the VLMS with an existing data source, e.g., a DSM. The algorithm was examined using the VLMS data that were taken in the Ginza District, Tokyo. By manually assigning 18 sets of tie-points, the vehicle's motion data were corrected automatically and efficiently, such that the laser points of VLMS were matched to a DSM. In data fusion, a set of objects, which contained commercial signboards, traffic signs and signals, road boundaries, and road lights were extracted from the corrected VLMS data using an interface described in a previous paper. They were integrated with a 1:2500 3D map that consists of only building frames. In addition, line images from the VLMS were projected onto the building facades of the 3D Map, and textures were generated automatically.
