[Termes IGN] téléphone intelligentRésumé : (Auteur) Advances in positioning, imaging, location-based services capabilities, and broadband connectivity enable public participation in environmental monitoring and decision making in a manner previously only possible for professional scientists. Data collected by volunteers has long been an important factor in environmental programmes, but the difficulties in applying quality control measures and in ensuring an appropriate sample size of observations for a given area limit their scientific value. This paper addresses this challenge in describing a surveying architecture, allowing efficient in-field data collection from a GPS enabled ubiquitous device. The originality of this architecture comes from a real-time analysis of surveyed responses in order to “drive” the survey for optimised precision and validity. Spatial awareness from the surveying engine allows one to modify the sets of questions for each surveyor volunteer as the survey goes along, and even to try to recruit volunteers in the area. As a result this architecture is able to support the implementation of a dynamic and directed approach to in-field data collection with real-time quality control driven by an adaptive surveying modelling technique insuring optimised data collection and personalised feedback to users. A plug-in architecture gives the possibility to extend using RSS, Twitter and Mappiness data sources, with other real time feeds, then allowing the adaptive surveying engine to use multilevel multi-sourced sets of information. The paper describes this conceptual architecture and a technical solution for its implementation, independent of the mobile hardware producer, tablets, smart phones, netbooks, laptops, in order to allow the widest public participation opportunity possible. The implementation was tested on Google Android and Apple iPhone devices with a use case coming from the Tranquillity Report of the Campaign to Protect Rural England (CPRE). [Termes IGN] web 2.0Résumé : (Auteur) Efficient environment monitoring has become a major concern for society to guarantee sustainable development. For instance, forest fire detection and analysis is important to provide early warning systems and identify impact. In this environmental context, availability of up-to-date information is very important for reducing damages caused. Environmental applications are deployed on top of Geospatial Information Infrastructures (GIIs) to manage information pertaining to our environment. Such infrastructures are traditionally top-down infrastructures that do not consider user participation. This provokes a bottleneck in content publication and therefore a lack of content availability. On the contrary mainstream IT systems and in particular the emerging Web 2.0 Services allow active user participation that is becoming a massive source of dynamic geospatial resources. In this paper, we present a web service that implements a standard interface, offers a unique entry point for spatial data discovery, both in GII services and web 2.0 services. We introduce a prototype as proof of concept in a forest fire scenario, where we illustrate how to leverage scientific data and web 2.0 content. [Termes IGN] qualité de serviceRésumé : (Auteur) A lot of effort has been invested in Spatial Data Infrastructures (SDIs) during the last decade regarding interoperable standards for services and data. But still the scalability and performance of SDI services is reported to be crucial especially if they are accessed concurrently by a high number of users. Furthermore, laws and provisions such as the INSPIRE directive specify challenging requirements regarding the performance, availability and scalability of SDI services. This article presents a Hybrid Cloud architecture for matching INSPIRE-related Quality of Service (QoS) requirements, without investing in rarely used hardware in advance, by occupying external third-party resources on a pay-as-you-go basis. The presented Hybrid Cloud is a composition of a local IT-infrastructure (Private Cloud) and the computational resources of third-party vendors (Public Cloud). The local infrastructure is laid out to handle the average main load of a service and in lasting peak times additional resources of external providers are allocated and integrated on demand into the local infrastructure to provide sufficient service quality automatically. A proof-of-concept implementation of the proposed Hybrid Cloud approach is evaluated and benchmarked with respect to INSPIRE-related QoS requirements.
