A travers le projet "Maji Ya Amani" (L'eau pour la paix), ZOA INTERNATIONAL a pour mission de raviver un schéma d'irrigation crée dans les années 50 a Luberizi dans le Sud Kivu en République démocratique du Congo (RDC). Des améliorations peuvent engendrer une hausse de la valeur immobilière ainsi qu'une potentielle spéculation foncière. Ces effets non désirés mettent en danger les petits paysans occupant les terres concernées. Pour éviter toute déviation et garantir les biens et les droits de chacun, l'ONG néerlandaise ainsi que les instances étatiques et coutumières, se font assister par la Fondation Cadasta pour la collecte et la documentation des 6 000 parcelles du schéma d'infrastructure d'irrigation et des droits fonciers, ceux-ci étant actuellement guides par un système coutumier non documents et entraves de tensions ethniques, des pressions migratoires et de violents conflits. Ainsi, des techniques de cartographie participative sont mises en place et combinées avec la Plate-forme Cadasta, l'application mobile ODK Collect et les récepteurs MSS Trimble Catalyst. [Termes IGN] protection de la vie privéeRésumé : (Auteur) Spatial crowdsourcing (SC) outsources tasks to a set of workers who are required to physically move to specified locations and accomplish tasks. Recently, it is emerging as a promising tool for emergency management, as it enables efficient and cost-effective collection of critical information in emergency such as earthquakes, when search and rescue survivors in potential ares are required. However in current SC systems, task locations and worker locations are all exposed in public without any privacy protection. SC systems if attacked thus have penitential risk of privacy leakage. In this paper, we propose a protocol for protecting the privacy for both workers and task requesters while maintaining the functionality of SC systems. The proposed protocol is built on partially homomorphic encryption schemes, and can efficiently realize complex operations required during task assignment over encrypted data through a well-designed computation strategy. We prove that the proposed protocol is privacy-preserving against semi-honest adversaries. Simulation on two real-world datasets shows that the proposed protocol is more effective than existing solutions and can achieve mutual privacy-preserving with acceptable computation and communication cost. [Termes IGN] taxinomieRésumé : (Auteur) The growing use of crowdsourced geographic information (CGI) has prompted the employment of several methods for assessing information quality, which are aimed at addressing concerns on the lack of quality of the information provided by non‐experts. In this work, we propose a taxonomy of methods for assessing the quality of CGI when no reference data are available, which is likely to be the most common situation in practice. Our taxonomy includes 11 quality assessment methods that were identified by means of a systematic literature review. These methods are described in detail, including their main characteristics and limitations. This taxonomy not only provides a systematic and comprehensive account of the existing set of methods for CGI quality assessment, but also enables researchers working on the quality of CGI in various sources (e.g., social media, crowd sensing, collaborative mapping) to learn from each other, thus opening up avenues for future work that combines and extends existing methods into new application areas and domains. [Termes IGN] villeRésumé : (Auteur) In this paper, we propose a method to crowdsource the task of complex three-dimensional information extraction from 3D point clouds. We design web-based 3D micro tasks tailored to assess segmented LiDAR point clouds of urban trees and investigate the quality of the approach in an empirical user study. Our results for three different experiments with increasing complexity indicate that a single crowdsourcing task can be solved in a very short time of less than five seconds on average. Furthermore, the results of our empirical case study reveal that the accuracy, sensitivity and precision of 3D crowdsourcing are high for most information extraction problems. For our first experiment (binary classification with single answer) we obtain an accuracy of 91%, a sensitivity of 95% and a precision of 92%. For the more complex tasks of the second Experiment 2 (multiple answer classification) the accuracy ranges from 65% to 99% depending on the label class. Regarding the third experiment – the determination of the crown base height of individual trees – our study highlights that crowdsourcing can be a tool to obtain values with even higher accuracy in comparison to an automated computer-based approach. Finally, we found out that the accuracy of the crowdsourced results for all experiments is hardly influenced by characteristics of the input point cloud data and of the users. Importantly, the results’ accuracy can be estimated using agreement among volunteers as an intrinsic indicator, which makes a broad application of 3D micro-mapping very promising. Along with a “broken windows” orientation, police leadership used new management principles to analyze crime and direct police force activities, and geospatial software was central to these principles. The use of maps increases the credibility of an argument, but a critical examination of the historical development of policing tactics and the application of rhetorical concepts calls into question the validity of the NYPD's use of mapping in the context of crime reduction. A comparative analysis of the NYPD's CompStat efforts and a counter-mapping effort by theguardian.com illustrates the rhetorical power and the perils of maps.
