[Termes IGN] partage de données localiséesRésumé : (auteur) Since 2009, Open Government Data initiatives have been launched worldwide and the concept of open data is gaining momentum. Open data are often associated with realizing ambitions, such as a more transparent and efficient government, solving societal problems and increased economic value. There has been ample literature describing the (potential) benefits of open data. However, to switch to an open data policy may pose a challenge to the business model of National Mapping & Cadastral Agencies (NMCAs), especially if they are required to generate sufficient revenue to cover a substantial part of their operating costs. This research aims to assess the effects of open data policies on the business models of NMCAs and which adaptations have been made to cope with revenue losses due to open data supply. In March and April 2017, we surveyed European NMCAs to find out which strategies NMCAs employ to be able to (re)finance operational costs and to ensure long - term sustainability of (open) data. This report provides the initial outcomes of the survey and will provide an input for a workshop on Sustainable Open Data Business Models for NMCAs, to be held 18 - 19 September 2017 in Delft, The Netherlands. This workshop will bring together the NMCAs to present and share their experiences of open data and discuss the rese arch results with representatives of academia. Note de contenu : 1 Introduction

[Termes IGN] jeu de données localiséesRésumé : (auteur) L'accès, en voie de généralisation, à des bases de données ouvertes et souvent gratuites, est de nature à contribuer à enrichir et à faciliter les pratiques de la géomatique dis l'enseignement secondaire. Pour ce faire, les élèves comme les enseignants doivent être en mesure de disposer de jeux de données adaptés à leurs besoins. La valorisation de l'open data revêt un double défi. Il s'agit, d'une part, de surmonter l'obstacle que représentent des données brutes et issues de sources très différentes, mais aussi, de procéder à une mise en forme de celles-ci de manière à les adapter au contexte scolaire. C'est ce double enjeu que nous nous proposons d'interroger ici. Nous présentons d'abord les enjeux liés au développement exponentiel de l'information géographique en montrant que l'accès en open data n'a pas résolu tous les problèmes. Puis, nous analysons les usages réels des enseignants à partir d'une base de scénarios pédagogiques proposés aux enseignants du secondaire. Enfin nous dégageons les besoins spécifiques en termes d'outils et de données utilisables en collège-lycée. Un peu investi dans les deux depuis des lustres, il arrive que je prenne conscience de la complexité institutionnelle de la chose et de notre propre faiblesse pédagogique, malgré nos tentatives anciennes. Contrairement à ce que vous pouvez lire ici ou là, le droit européen de la donnée est étranger à l'open data, et les collectivités territoriales n'en sont pas une cible. Given that one of the dominant motivations for the provision of open data is to generate ‘value’, both economic and civic, there are valid concerns over the costs incurred in this pursuit. Typically, costs of open data are framed as internal to the data providing government. Building on the strong history of GIScience research on data provision via spatial data infrastructures, this article considers both the direct and indirect costs of open data provision, framing four main areas of indirect costs: citizen participation challenges, uneven provision across geography and user types, subsidy of private sector activities, and the creation of inroads for corporate influence on government. These areas of indirect cost lead to the development of critical questions, including constituency, purpose, enablement, protection, and priorities. These questions are posed as a guide to governments that provide open data in addressing the indirect costs of open data.
