[Termes IGN] propriété foncièreRésumé : (auteur) The U.S., unlike most developed countries, does not have a public federal or state property rights infrastructure. In a paper written in 2002 titled "What Do Americans Pay for Not Having a Public Land Registration System?" Bengt Kjellson estimated the costs of this weakness in the U.S. economy at $20 billion annually (Kjellson 2002). In the new context of the mortgage crisis in the U.S. and the economic crisis it has triggered worldwide, we can reformulate the question this way: "What have Americans (and maybe the rest of the world) paid for not having a public property rights infrastructure?" In effect, we believe that a good property rights infrastructure could have mitigated the effect of the land market crisis and thereby avoided the loss of many hundreds or even thousands of billion dollars. This paper indicates that the lack of a sound property rights infrastructure in the U.S. has contributed to the collapse of its land market. Of course, this is not the only cause of the mortgage crisis. The negligence of the government to control the banking system and the fact that banks have been too loose in their loan controls is obvious. But in crisis times, good, reliable, and accessible information available on time is of critical importance. When this information is missing or hard to obtain without any guarantee of reliability, the crisis will act as a storm traveling over warm waters to become a hurricane. This is precisely what happened last year in the U.S. In his Inaugural Address, U.S. President Barack Obama said, "Starting today, we must pick ourselves up, dust ourselves off, and begin again the work of remaking America" (Obama 2009). So, why not remake America and its land market on more sustainable basis? [Termes IGN] histoire de la cartographieRésumé : (Auteur) Le cadastre Napoléonien ou "ancien cadastre" est l'expression sur le plan de la cartographie et de l'arpentage d'un savoir faire acquis au XVIIIe siècle et transposé au XIXe siècle. L'établissement de ces plans cadastraux ne répondait plus au début du XIXe siècle aux exigences liées à l'état des connaissances des sciences géographiques de l'époque. En effet l'objectif poursuivi n'était pas de faire une carte à grande échelle du territoire, mais de confectionner pour chaque commune et relativement rapidement des plans pour les utiliser de façon temporaire afin de mieux répartir l'impôt entre les contribuables dans un souci de justice fiscale. D'ailleurs pour Gaudin, père fondateur du cadastre napoléonien et ministre des Finances (du 18 Brumaire an VIII - 1799 jusqu'à 1815) l'impôt de répartition devait être remplacé une fois le cadastre achevé pour l'ensemble des communes par un impôt de quotité. Cet achèvement était initialement prévu pour 1815 pour le territoire de " l'ancienne France". Pendant cette courte période (1807-1815), les plans, dans l'esprit du Ministre, n'avaient pas besoin d'être conservés. Pour des raisons diverses que nous évoquerons ensuite, le délai de sept ans initialement prévu fut largement dépassé. L'ensemble du territoire ne sera fini d'être cadastré qu'à la fin des années 1840 (à l'exception de la Savoie, du Comté de Nice et de la Corse). Cette absence de conservation des plans va progressivement devenir une source de difficultés majeures pour le bon fonctionnement du système cadastral et va donner naissance à de nombreuses propositions et à plusieurs lois pour améliorer la situation. [Termes IGN] télémétrie laser terrestreRésumé : (Auteur) Although the Historic Peninsula of old Istanbul was added to the UNESCO World Heritage List in 1985, complete documentation of this important area has not yet been carried out. In 2006 the Istanbul Metropolitan Municipality's Historical Environment Protection Directorate initiated the "Historic Peninsula Project", which covers an area of 1500 ha and includes approximately 48 000 buildings in crowded and frequently narrow streets. BI.MTAS, a company owned by the Municipality, immediately started the documentation of all buildings in the project area using terrestrial laser scanning. This created the challenge of building up an efficient production environment with new high-end technology to fulfill the requirements of this project in a very short timeframe of 2 years. This paper describes the entire production environment for documentation of all buildings, detailing the frequent adaptations of the process resulting from learning on the job. Although the data acquisition and mapping environment was established in the course of production, it was always essential to optimise the technical solutions in order to meet the requirements for data quality and delivery deadlines. Only 80 ha of the required 1500 ha was completed using static scanning during the first 6 months, thus requiring a change from static to mobile terrestrial laser scanning in order to accelerate the work and to conclude the scanning phase for the remaining major area within 3 months. In that context, privacy preservation is an unavoidable issue. We present in this paper a multi-boosting based approach to detect pedestrians in high resolution panoramics in order to blur their faces. This task is quite complex since these features vary in size, shape, color, and often are partially occluded, sometimes behind windows or inside cars, etc. Our strategy is thus based on the combination of two existing boosting algorithms detecting faces and bodies with a skin tone detection algorithm we developed. The results are quite encouraging for such an unconstrained data: 86:2% of true positives and an average of 2 false positive detections per image (2.1 MPixels). This combination solution provides much more robust results than each detection algorithm performed independently.
