[Termes IGN] TurquieRésumé : (Auteur) In this study, the adverse effects of the Marmara earthquake of 17 August 1999 on the land use/land cover (LULC) of Kocaeli province in Turkey were analysed by integration of ERS-2, LANDSAT TM, SPOT-4 and IRS-1C data of varying spectral and spatial resolutions with ground data such as geological maps, soil maps and elevation data. The study was carried out in three main stages. The first stage consisted of studies on the deformation of the Earth's crust, damage in the urban texture and changes to the coastline through analysis of satellite data before and after the earthquake. Earth crust deformations resulting after the earthquake were mapped by synthetic aperture radar (SAR) data using a SAR interferometer. Damage in urban centres and coastline changes were assessed by analysis of SPOT and LANDSAT imageries. IRS data after the earthquake were used for the current LULC map of the entire province. The second stage involved settlement suitability analysis by multicriteria evaluation (MCE) methodology taking into account the geological formations, land cover, soil classes, slope, main transportation network, and urbanization status of Kocaeli province. In the third stage, the results obtained through the settlement suitability analysis were interpreted by the information generated through satellite imageries. Among these, urban-area boundaries and building locations play crucial roles. For a human expert, manually extracting this valuable information is tedious. One possible solution to extract this information is using automated techniques. Unfortunately, the solution is not straightforward if standard image processing and pattern recognition techniques are used. Therefore, to detect the urban area and buildings in satellite images, we propose the use of scale invariant feature transform (SIFT) and graph theoretical tools. SIFT keypoints are powerful in detecting objects under various imaging conditions. However, SIFT is not sufficient for detecting urban areas and buildings alone. Therefore, we formalize the problem in terms of graph theory. In forming the graph, we represent each keypoint as a vertex of the graph. The unary and binary relationships between these vertices (such as spatial distance and intensity values) lead to the edges of the graph. Based on this formalism, we extract the urban area using a novel multiple subgraph matching method. Then, we extract separate buildings in the urban area using a novel graph cut method. We form a diverse and representative test set using panchromatic 1-m-resolution Ikonos imagery. By extensive testings, we report very promising results on automatically detecting urban areas and buildings. [Termes IGN] valeur aberranteRésumé : (Auteur) Since the launch of Ikonos by Space Imaging, LLC on 24 September 1999, the very high resolution (VHR) satellite imagery has been applied to diverse fields. Every application needs a certain geometric accuracy in the corrected image; therefore, the planimetric accuracy control of VHR satellite imagery proves to be fundamental. As a rule of thumb, the Root Mean Square error (RMS) computed at independent check points (ICPs) is the global measure most widely used for accuracy assessment in VHR imagery. This paper presents an assessment, focused on two QuickBird and Ikonos panchromatic single images, of the number of ICPs required to obtain an estimation of one-dimensional accuracy (RMS1d) with a certain confidence level or reliability. Thus, two theoretical approaches have been tested to estimate reliability depending on the number of ICPs, and they have been experimentally validated using the Monte Carlo simulation method. The residual’s samples were generated for both satellite images in the best possible operational conditions: (a) using optimal sensor models, (b) with high accuracy ground points measured by Differential Global Positioning System, (c) with an adequate number of well distributed ground control points (GCPs), and (d) using GCPs and ICPs well-defined on the raw images, i.e., with a reasonably low pointing error. Under these conditions, the two theoretical models tested provided a good fit (r2 >97 percent) for the simulated data offered by Monte Carlo when outliers were withdrawn. There were no notable differences between the results obtained from the Ikonos and QuickBird scenes. Panchromatic satellite images from ALOS/PRISM are used in the process. Histogram analysis of gray value profiles parallel to the roads is employed. The true-position candidate is selected by supervised classification of histograms using support vector machine (SVM) method. According to the experiments with the Japanese NTIS road centerline database, the proposed method reverses the displacement of approximately 50 % of the road features, while a further 20% of the road features are validated as already located at the true position. The proposed method is proved to be useful for German Amtliches Topographisch-Kartographisches InformationsSystem (ATKIS) road database. This indicates wider applicability of this method to various geographic regions.
