[Termes IGN] traitement de données GNSSRésumé : (Auteur) Starting in 2001 the EUREF Permanent Network (EPN) Local Analysis Centres (LAC) are delivering Zenith Total Delay (ZTD) parameters which were combined at the BKG (Bundesamt für Kartographie und Geodäsie, Germany) combination facility. The results have been step-by-step improved, depending on several changes of the processing scheme, leading to an internal precision of 2-3 mm ZTD. The availability of a set of homogeneously processed GPS satellite orbits, clocks and Earth Rotation Parameters (ERP) covering a period of more than a decade (the so-called Potsdam-Dresden reprocessing) motivated MUT (Military University of Technology, Poland) to the all-in-one processing of the EPN stations for the same period. The applied strategy thereby followed the guidelines for EPN processing. While the improvement in coordinate estimation has been recently demonstrated, this paper investigates the quality of the ZTD parameters estimated together with the coordinates. Comparisons with the existing EUREF combined solution, with IGS solutions and with radiosonde data will be presented to evaluate the possible improvement in ZTD estimation by reprocessing activities. [Termes IGN] système complexeRésumé : (Auteur) Many researchers throughout the world have been struggling to better understand and describe spatial data infrastructures (SDIs). Our knowledge of the real forces and mechanisms behind SDIs is still very limited. The reason for this difficulty might lie in the complex, dynamic and multifaceted nature of SDIs. To evaluate the functioning and effects of SDIs we must have a proper theory and understanding of their nature. This article describes a new approach to understanding SDIs by looking at them through the lens of complex adaptive systems (CASs). CASs are frequently described by the following features and behaviours: complexity, components, self-organization, openness, unpredictability, nonlinearity and adaptability, scale-independence, existence of feedback loop mechanism and sensitivity to initial conditions. In this article both CAS and SDI features are presented, examined and compared using three National SDI case studies from the Netherlands, Australia and Poland. These three National SDIs were carefully analysed to identify CAS features and behaviours. In addition, an Internet survey of SDI experts was carried out to gauge the degree to which they consider SDIs and CASs to be similar. This explorative study provides evidence that to a certain extent SDIs can be viewed as CASs because they have many features in common and behave in a similar way. Studying SDIs as CASs has significant implications for our understanding of SDIs. It will help us to identify and better understand the key factors and conditions for SDI functioning. Assuming that SDIs behave much like CASs, this also has implications for their assessment: assessment techniques typical for linear and predictable systems may not be valid for complex and adaptive systems. This implies that future studies on the development of an SDI assessment framework must consider the complex and adaptive nature of SDIs. [Termes IGN] optimisation (mathématiques)Résumé : (Auteur) Nous présentons dans cet article, une méthode totalement automatique pour l'extraction d'emprises de bâtiments dans des Modèles Numériques d'Élévation (MNE). Nous utilisons pour cela le cadre défini par M. ORTNER, X. DESCOMBES et J. ZERUBIA utilisant des processus ponctuels marqués de rectangles. Nous considérons donc que les emprises bidimensionnelles des bâtiments sont des arrangements de rectangles, dont on ne connaît a priori ni le nombre, ni les paramètres. L'objectif est de déterminer la configuration d'objets optimale, c'est-à-dire celle qui minimise une fonction d'énergie. Nous utilisons pour l'optimisation, un échantillonneur RJMCMC (Reversible Jump Monte Carlo Markov Chain) couplé à un recuit simulé afin de déterminer l'optimum de cette fonction d'énergie non convexe. Les temps de calcul sont notablement réduits par rapport aux précédentes approches, d'une part grâce à la définition simplifiée de l'énergie, d'autre part par des optimisations géométriques permettant des calculs rapides. Elaborate the theoretical concepts and methodologies needed for performing fast and automated QA/QC of ALS data. This embraces the definition of a methodology to automatically assess the quality of laser measurements and to evaluate the point-cloud coverage and homogeneity. A further objective is to establish a concept to assess the accuracy of derived surface models. 2. Implement the theoretical concepts in a fully functional in-flight QA/QC tool embedded in an ALS system. This requires merging data streams from different technologies (i.e. inertial navigation, GNSS positioning, laser measurements) in real-time (RT), developing its qualitative evaluation and presenting it to the system operator. 3. Provide a thorough analysis of the system performance using data acquired under real operating conditions. The objective is to demonstrate the usefulness of the provided QC information in-flight and to determine the achievable accuracies for ALS data processed in-flight.
