[Termes IGN] TwitterRésumé : (auteur) Tweets posted by the general public during disaster events represent timely, up-to-date, and on-site data that may be useful for emergency responders. However, since Twitter data has been deemed to be unverifiable and untrustworthy, it is challenging to identify those reliable and relevant tweets that can inform emergency response operations. Although computational methods exist both to classify overwhelming amounts of tweets and to filter those relevant to emergency response, using contextual geographic information regarding the disaster event to filter tweets has been overlooked. We review the existing research on the quality of data contributed by the general public from a geographical perspective, and then propose an approach to prioritize tweets for emergency response based on their relevance and reliability. The novelty of the approach is twofold: a) the use of both authoritative data such as hazard-related information and on-the-ground reports provided by weather spotters and validated by the National Weather Service; and b) the fact that it leverages tweets content as well as their geographical context and location. Using Hurricane Harvey in 2017 as a case study, results show that by following the proposed approach 79% of tweets sent from post-identified flooded areas were classified as of high or medium relevance and reliability. This suggests that the proposed approach can provide an accurate prioritization of tweets to be used for real time emergency management. One of the key objectives of SDIs is to ensure the quick availability and accessibility of spatial data. The success of SDI depends on the underlying spatial datasets. Many developing countries such as Pakistan are facing problems in implementing SDI because of the unavailability of spatial data. Volunteered Geographic Information (VGI) is an alternate source for obtaining spatial data. Therefore, the question is what factors hamper the adoption of VGI for making it part of SDI in Pakistan. The intention behind this paper is to explore such factors as the key research question. To do so, we make use of the Technology–Organization–Environment (TOE) framework along with the partial least square structural equation model (PLS-SEM) to empirically analyze the factors impeding VGI from becoming part of SDI in the country. The study concludes that many technical, organizational, and environmental factors affect the adoption of VGI to be part of SDI in Pakistan. [Termes IGN] OpenStreetMapMots-clés libres : vandalisme Résumé : (auteur) OpenStreetMap (OSM), a collaborative, crowdsourced Web map, is a unique source of openly available worldwide map data, increasingly adopted in Web applications. Vandalism detection is a critical task to support trust and maintain OSM transparency. This task is remarkably challenging due to the large scale of the dataset, the sheer number of contributors, various vandalism forms, and the lack of annotated data. This paper presents Ovid - a novel attention-based method for vandalism detection in OSM. Ovid relies on a novel neural architecture that adopts a multi-head attention mechanism to summarize information indicating vandalism from OSM changesets effectively. To facilitate automated vandalism detection, we introduce a set of original features that capture changeset, user, and edit information. Furthermore, we extract a dataset of real-world vandalism incidents from the OSM edit history for the first time and provide this dataset as open data. Our evaluation conducted on real-world vandalism data demonstrates the effectiveness of Ovid. [Termes IGN] SlovénieRésumé : (auteur) Various possibilities for collecting volunteer-provided geographical information in geodesy make it possible to engage volunteers for different purposes. In this paper, a study of the willingness of volunteers to report changes on topographic maps based on an online survey is presented. The survey was answered by 653 Slovenian respondents who use various online or classic topographic maps in their free time or at work and are willing to report their knowledge of changes in space or errors in maps to the map-updating institution. The survey's main finding is that 56% of respondents would use any online application to report changes on maps, 38% of respondents would prefer to report changes via email, and only 4% of respondents would prefer to report changes by phone. We also analysed the potential use of different functionalities of a web application for collecting changes and found that the most important functionalities for volunteers are those that give the most in-depth feedback (i.e., that a contribution has been submitted, that it is being verified, that it has been considered, that it has been deleted). The willingness of potential volunteers to use the various proposed functionalities also frequently depends on their current involvement with social networking sites or in volunteer associations and on their age group. [Vedettes matières IGN] Traitement de données GNSSRésumé : (auteur) GNSS observations stochastic model influences all subsequent stages of data processing, from the possibility to reach the optimal parameters estimation, to the reliability and quality control of the solution. Nowadays, an uncontrolled use of GNSS stochastic models is common for both data processing and simulation missions, especially in commercial GNSS software packages. As a result, the variance–covariance matrices that are derived in the processing are inadequate and cause incorrect interpretations of the results. A proper method to evaluate the reliability of the stochastic model is needed to reflect the confidence level in statistic testing and simulation mission efforts. In this contribution, a novel method for evaluating the statistical nature of GNSS stochastic model is presented. The method relies on the deterministic nature of the integer ambiguity variable to examine and express the expected multinormal distribution of the double-difference adjustment results. The suggested method was used with a controlled experiment and 24 h of observations data to investigate how the statistical nature of the stochastic model is affected by different baseline lengths. The results indicate that as the baseline length increases, the stochastic model is less predictable and exposed to irregularities in the observation’s precision. Additionally, the reliability of the integer ambiguity resolution success rate (SR) was tested as part of the stochastic model evaluation. The results show a dramatic degradation in the SR prediction level when using an inadequate stochastic model, which suggests using extra caution when handling this parameter unless high-confidence reliable stochastic model is available.
