[Vedettes matières IGN] GénéralisationRésumé : (Auteur) In this paper a new approach for generalization of contours is described. The aim of this approach is to obtain both simplified and smooth contours lying on a minimum number of characteristic points and inside the error bands. Characteristic points of contours are defined in relation to the skeleton lines of the terrain and determined using the deviation angles at the contour points. Error bands for contours are constructed by means of the steepest slope lines and the mean square planimetric errors at the contour points. The new approach is compared to the Li-Openshaw algorithm according to the experimemtal testing result. [Vedettes matières IGN] GénéralisationRésumé : (Auteur) This paper presents a means for automatic generation of a level of detail (LOD) representation of three-dimensional (3D) building data, with the formally well-defined scale-spaces as the underlying theory. More specifically, we propose an approach that employs vector-based mathematical morphology and discrete curvature-space to generalize two-dimensional (2D) building outlines as well as 3D building surfaces. Scale-space events that are related to the semantics of objects are the major triggers of the generalization. The implemented approach preserves right angles. Additionally, more heuristic means to square buildings are presented. The test results have validated the approach. [Termes IGN] reconstruction 3DRésumé : (Auteur) Object reconstruction has attracted great attention from both computer vision and photogrammetry communities, and new technologies are being introduced into this research society. Lidar (Light Detection And Ranging) has become well recognized in the geomatics community since the late 1990s. Compared with traditional photogrammetry, lidar has advantages in measuring surface in terms of accuracy and density, automation, and fast delivery time. There is a large market in geo-data acquisition and object recognition for lidar technology (Baltsavias, 1999). In a general sense, lidar is a companion technology for traditional photogrammetry. The direct product that can be derived from lidar data is the DSM (Digital Surface Model), which depicts the topography of the earth's surface, including objects above the terrain. Further processing can be carried out to generate DEM (Digital Terrain Model) and object models like buildings, which is very useful information in telecommunication, city planning, flood control, and tourism. Morphology and classification are two commonly used methods in DEM generation and object reconstruction. However, these two methods are either sensitive to errors or of low accuracy. In this paper, a new method is proposed to extract ground points for DEM generation and to detect points belonging to buildings. A new method for boundary regularization is also proposed. The results show that buildings can be detected with high accuracy from lidar data. [Termes IGN] Triangulated Irregular NetworkRésumé : (Auteur) In this paper, we present a new conceptual model for a full 3D cadastral registration system. Two important components are : (1) the "surface parcel partition" based on a detailed elevation model and (2) the volume parcel and its representation. Technological solutions for both parts are not yet available in commercial Geo-ICT software, and therefore solutions have been investigated, designed and developed (in a geo-DBMS environment). A number of countries in the world do already have legislation allowing the registration of volume parcels, sometimes even including detailed regulations for 3D survey plans. However, until now, these have not yet been integrated in the cadastral information system. A 3D case from Queensland, Australia is presented, and a prototype is realized based on an integrated 3D cadastral information system : elevation-model-based surface parcels complemented with volume parcels.
