However, enclaves and exclaves have not been defined with sufficient formality for automatic identification yet. To identify enclaves and exclaves more generally by computational means than current definitions existing in the literature, this article proposes expressive and generalized mathematical definitions of enclaves and exclaves based on point-set topology. A novel Boundary Extended 16-Intersection Model is developed in this article to identify enclaves, and 74 possible spatial configurations of enclaves are distinguished according to conditions of intersections for polygons in partitions and enclaves. The classic Dimensionally Extended 9-Intersection Model is employed to identify exclaves, and two possible spatial configurations of exclaves are distinguished according to conditions of intersections for polygons in partitions and exclaves. Applications of the proposed definitions are exemplified by the identification of enclaves and exclaves in prototypes and in the real world. However, critical cartography scholarship suggests that exercising power through maps is not straightforward: It is dependent on how maps are created and used during the mapping process. This paper examines cadastral mapping in Jigjiga, a multi-ethnic city in the Ethiopian Somali frontier where state authority over land and people have long been contested among ethnic Somali residents. This paper follows the ruling government’s renewed attempt to establish land control through spatial planning based on document analysis and ethnographic fieldwork. It investigates how urban planners enclose the city’s property landscape cartographically on land use maps and how land surveyors used these maps to georeference property. It demonstrates the critical role of land governance experts in navigating the simplified map and a complex property landscape on the ground. Cadastral mapping is instrumental for state territorialization and land commodification, integrating ethnic Somali property into the sedentary logic of the state. Rather than providing an account of how property is rendered legible, this paper highlights the incomplete and open-ended character of cadastral mapping in the constitution of private property regimes. This paper focuses on central parts of Scandinavia and investigates the role of cartography in the border positioning process. The examination of a wide variety of historical maps before and after the border treaty provides insight into the differing opinions on the border region's shifting affiliation. Other factors that helped to shape the borderline were a turbulent political situation with shifting sovereignty over the area in question, as well as conflicts over valuable resources. The findings indicate that cartographic evidence had an important role in the position of the Norwegian–Swedish border in central Scandinavia. The paper adds to our understanding of maps as a political tool as well as of the role of resources in border processes, and provides new knowledge on how cartography influenced a national border between two countries fighting for land, resources and hegemony. La forte urbanisation a entraîné une expansion des réseaux d’infrastructures critiques, dont les défaillances sont notamment dues à leurs interdépendances multiples et de plus en plus complexes. L’identification préalable des relations d’interdépendances s’avère alors primordiale pour prévenir des risques de défaillances. Cet article identifie quatre types d’interdépendances (fonctionnelles, géo-spatiales, procédurales et sociétales) et examine leurs rôles respectifs dans les défaillances recensées lors des ouragans Irma et Maria en 2017, de l’attentat du WTC (World Trade Center) en 2001, de la catastrophe de Fukushima en 2011, de l’éruption du volcan islandais Eyjafjallajökull en 2010, de la canicule de 2003 et du black-out en Inde de 2012. Ce travail aboutit à une matrice inter-réseaux urbains qui apporte des réponses à la question suivante : par quel(s) type(s) d’interdépendance(s), la défaillance initiale d’un réseau urbain entraîne-t-elle la défaillance d’autres réseaux ? Cette matrice met en évidence des risques-réseaux en identifiant les types d’interdépendances par lesquels les réseaux génèrent et subissent des défaillances. Cette démarche déductive permet de nuancer des relations de dépendances unidirectionnelles, réciproques et mutuelles. Nos résultats argumentent la criticité des infrastructures par la criticité du type d’interdépendance qui les relie. Une réflexion est ainsi menée sur la résilience territoriale et celle des réseaux dans des perspectives d’accroissement des interdépendances étudiées.
