[Termes IGN] NigériaRésumé : (Auteur) Ensuring healthy lives and promoting well-being for all ages is the 3rd Sustainable Development Goal (SDG). Inequality in access to health care remains one of the primary challenges in achieving the goal. With the ever-increasing expansion of urban areas and population growth, there is a need to regularly examine the pattern of accessibility of basic amenities across regions, States and urban areas. This study examined geographic access to Primary Health Care Facilities (PHCF) in Nigeria using the combination of open data and geospatial analysis techniques. Thus, showcasing an approach can be replicated across different regions in Sub-Saharan Africa due to issues of information gap. Data on elevation, location of health care facilities, population and network data were utilised. The result shows that PHCF aggregate at certain locations, e.g. major urban agglomerations, and transit route leading to these places. High concentrations are found in the capital city. The average travel time to the nearest PHCF is about 14 min (Standard Deviation ±13.30 min) while the maximum is about 2 hours. Pockets of low accessibility areas exist across the Akwa Ibom State in the Niger Delta region of Nigeria. There is an indication that most places have good geographic access. Across the 1787 settlements identified in our dataset, 98.3% are with good access (60 min). Geographic access is not the main limiting factor to health care access in the region. Therefore, computation of access to health care should take into consideration other dimensions of accessibility, to create a robust measure which will support effective and efficient health care planning and delivery. [Termes IGN] TwitterMots-clés libres : density-based spatial clustering of applications with noise (DBSCAN) Résumé : (Auteur) The density-based spatial clustering of applications with noise (DBSCAN) method is often used to identify individual activity clusters (i.e., zones) using digital footprints captured from social networks. However, DBSCAN is sensitive to the two parameters, eps and minpts. This paper introduces an improved density-based clustering algorithm, Multi-Scaled DBSCAN (M-DBSCAN), to mitigate the detection uncertainty of clusters produced by DBSCAN at different scales of density and cluster size. M-DBSCAN iteratively calibrates suitable local eps and minpts values instead of using one global parameter setting as DBSCAN for detecting clusters of varying densities, and proves to be effective for detecting potential activity zones. Besides, M-DBSCAN can significantly reduce the noise ratio by identifying all points capturing the activities performed in each zone. Using the historic geo-tagged tweets of users in Washington, D.C. and in Madison, Wisconsin, the results reveal that: 1) M-DBSCAN can capture dispersed clusters with low density of points, and therefore detecting more activity zones for each user; 2) A value of 40 m or higher should be used for eps to reduce the possibility of collapsing distinctive activity zones; and 3) A value between 200 and 300 m is recommended for eps while using DBSCAN for detecting activity zones. [Termes IGN] trafic routierRésumé : (Auteur) Dans cet article, nous présentons une analyse spatiotemporelle des tournées de livraison à domicile d’une entreprise d’électroménagers qui détient sa propre flotte de véhicules. Plusieurs millions d’observations de géolocalisation GPS issues de ces tournées de livraison sont collectées, traitées et assignées au réseau routier. À la suite de ces analyses spatiotemporelles, nous développons des calendriers quotidiens d’indices de congestion en fonction de l’heure. Des ratios de congestion sectoriels sont calculés afin de déterminer les meilleures heures de départ de livraison tout en évitant la congestion routière. La réduction de la durée des trajets a été quantifiée en comparant les meilleures heures de départs par rapport aux heures habituelles. À partir des données de notre partenaire, les analyses démontrent une réduction potentielle de 22 % de la durée des routes de livraison. [Termes IGN] trajet (mobilité)Résumé : (Auteur) This article presents an accurate and robust visual indoor localisation approach that not only is infrastructure-free, but also avoids accumulation error by taking advantage of (1) the widespread ubiquity of mobile devices with cameras and (2) the availability of 3D building models for most modern buildings. Localisation is performed by matching image sequences captured by a camera, with a 3D model of the building in a model-based visual tracking framework. Comprehensive evaluation of the approach with a photo-realistic synthetic dataset shows the robustness of the localisation approach under challenging conditions. Additionally, the approach is tested and evaluated on real data captured by a smartphone. The results of the experiments indicate that a localisation accuracy better than 10 cm can be achieved by using this approach. Since localisation errors do not accumulate the proposed approach is suitable for indoor localisation tasks for long periods of time and augmented reality applications, without requiring any local infrastructure.
