Il compare les anciennes cartes au 1:25000 et les nouvelles, que l’on peut également visualiser sur le Géoportail. Excès d’automatisation du dessin, mauvais choix dans les méthodes de restitution, économie des moyens en personnels, Paul essaie de comprendre pourquoi il ne retrouve plus les falaises d’antan, leurs courbes de niveau et leurs ombrages. Sollicité, Dominique Foubert, ancien topographe du service de la cartographie à l’IGN, nous déroule des pistes de réflexion liées à l’historique de la production des cartes. Effectivement, grâce à l’appui de Christophe Pécot, les souvenirs se précisent et Dominique nous explique “pourquoi et comment” on en est arrivé là. However, there are subnational geoportals not integrated with this infrastructure, which is difficult to quantify. Therefore, the research problem of this study is finding the state of subnational geographic viewers’ availability, with the general objective of producing a Brazilian panorama and to identify factors that facilitate this availability. A research methodology based on different sources was applied in 27 states and 999 municipalities. As a result, we identified 17 regional, 82 state, and 274 municipal geoportals, with the highest concentration in the South and Southeast regions and lowest in the Northern region. In order to find factors related to geoportals availability, twenty characteristics of each municipality were collected, and Pearson coefficients were calculated, revealing significant correlations for population, economic and tax factors, and non-significant correlations for location factors. This acquired information is essential for the community and must be kept up to date. For this, an online collaborative map based on free software was created, allowing access without registration for data visualization and the registration of users for sending updates to the map. At the Portuguese municipal level, the municipal master plan (PDM – plano diretor municipal) is the territorial management tool responsible for long-term territorial planning and ordering. Since the PDM will constrain the citizens’ lives, it should be of easy access and interpretation. However, due to its large amount of information, it is often hard for them to understand what is presented using only static cartographic elements. Comparing 60 Web sites that present geographical information for a wider public, we found that narrative, visual, and interactive elements and data presentation in flexible portions with the necessary information for partitioning, browsing, or querying made the data more engaging. This flexibility is particularly important with large data sets, where decreasing the level of complexity is vital for proper understanding and analysis. We found that geoportals dedicated to territorial public policies lack narrative elements that would improve comprehension. Since it is difficult for the general public to understand the strategy the municipality wants to implement, the desired public participation, although possible, will return poor results. The purpose of creating the spatial information infrastructure was to unify the exchange of geographical data at the national and international levels, create transparent and favorable conditions for the use of geographical data, facilitate decision-making and develop business activity, and, as a consequence, facilitate the creation of the INSPIRE geoportal by the European Research Center (JRC) of the European Commission, which aims be the central hub of the European spatial information infrastructure. Land management systems use layers from geoportals and are also a data source because their task is to develop sustainable space development. The article presents the rules for implementing EU directives in Poland and Italy at various levels of detail and examines access to data and spatial information infrastructure. A comparative analysis of geoportals was performed in terms of the functionality and availability of free data (types of data) at national and local levels in terms of verification of compliance with the Ubiquitous Public Access Context Information Model (UPA) defined by the International Organization for Standardization (ISO) 19100. National geoportals (Polish Geoportal 2 and the Italian-Geoportale Nazionale) and Municipal Spatial Information Systems from the cities of Olsztyn and Bari were compared. The first maps on the Internet for mass use appeared in the late 1990s. In the beginning, they were simple and modest. Computer development was also reflected in the development of digital cartography, and maps become interactive with users. Technology has made collecting spatial data easier and cheaper, and cartography has become available to ordinary users through various tools and services. Accordingly, emerging concepts and terms related to digital cartography are sometimes identical or match part of their domain of meaning. This article offers a review and analysis of keywords pertaining to digital cartography on the Internet. Different indicators are used to show trends in selected keywords’ appearance and, thus, trends in cartography.
