[Termes IGN] zone urbaineRésumé : (Auteur) Using synthetic aperture radar (SAR) interferometry to monitor long-term millimeter-level deformation of urban infrastructures, such as individual buildings and bridges, is an emerging and important field in remote sensing. In the state-of-the-art methods, deformation parameters are retrieved and monitored on a pixel basis solely in the SAR image domain. However, the inevitable side-looking imaging geometry of SAR results in undesired occlusion and layover in urban area, rendering the current method less competent for a semantic-level monitoring of different urban infrastructures. This paper presents a framework of a semantic-level deformation monitoring by linking the precise deformation estimates of SAR interferometry and the semantic classification labels of optical images via a 3-D geometric fusion and semantic texturing. The proposed approach provides the first “SARptical” point cloud of an urban area, which is the SAR tomography point cloud textured with attributes from optical images. This opens a new perspective of InSAR deformation monitoring. Interesting examples on bridge and railway monitoring are demonstrated. [Termes IGN] stéréoscopieRésumé : (Auteur) The successful launch of Pleiades 1A on the night of 16th to 17th December 2011 is a long-awaited milestone for the users of satellite images. This satellite is operated in a dual-purpose Earth observation system providing high resolution optical images to satisfy the new mission requirements of both defence users and civilian stakeholders (institutions, scientists, etc.). The optical mission consists in Earth optical observation composed of 0.7 m nadir resolution for the panchromatic band and 2.8 m nadir resolution for the four multi-spectral bands. The image swath is about 20 km. The system is based on the use of a set of newly developed European technologies to feature the satellite. Thanks to the huge satellite agility obtained with control momentum gyros as actuators, the optical system also delivers instantaneous stereo images, under different stereoscopic conditions, and mosaic images, issued from along the track thus enlarging the field of view. The system commissioning phase that ran from the launch until march 2012 was dedicated to checking every single piece of equipment in the satellite and every system function, in order to characterize, tune and calibrate all the models that are required to assess the expected behaviour and performances. The thematic assessment of Pleiades data had been prepared since 2007 in the framework of the ORFEO program, gathering many user organisations (IGN, BRGM, INRA, CNRS, Cemagref, CIRAD) and service providers (Astrium Geo-lnformation Services, ACRI, SERTIT). [Termes IGN] programmation dynamiqueRésumé : (Auteur) The extraction of the third dimension from remote sensing data is a well known technique. Since in a number of countries aerial images and laser scanner data are unavailable, expensive or classified, stereoscopic high-resolution optical satellite images provide a viable alternative for generating digital surface and digital terrain models. Especially the automatic extraction of highly accurate 3D surface models in urban areas is still a very complicated task due to occlusions, large differences in height and the variety of objects and surface material. In this paper, an analysis and a visual and quantitative comparison of three different matching algorithms for generating urban DSMs based on very high-resolution satellite images is presented. The three algorithms are least squares matching (lsm) in a region growing fashion, dynamic programming (DP) and semiglobal matching (sgm). The characteristics of the three algorithms as applied to four different Ikonos stereo pairs with a ground sampling distance of 1 m are shown. The following results were obtained: visually, in the lsm results the shape of the buildings is considerably smoothed. While in the DP results the building shape is sharper, only little detail is visible on the building roofs, and streaking along the epipolar lines causes problems. With SGM, more details can be extracted and the results visually have the best quality. Based on reference data for the different test sites, the standard deviation of the building heights determined by LSM and DP is in the range of one pixel or slightly better, while it is in the range of half a pixel for SGM. [Termes IGN] SénégalRésumé : (Auteur) La production de cartes topographiques à partir d'imagerie satellitaire a longtemps été limitée à des zones pilote. Elle n'a émergé de façon opérationnelle qu'avec l'arrivée sur le marché de capteurs à haute ou très haute résolution au début des années 2000. Dans ce contexte, SPOT5, lancé en 2002, est un outil unique qui répond aux besoins de production cartographique à des échelles allant jusqu'au 1: 50 000, et même jusqu'au 1: 25 000 dans certains pays, grâce à sa haute résolution (2.5m ou 5 m), ses capacités d'acquisition stéréoscopique et sa large fauchée (120 km). Nous illustrerons son potentiel par la présentation du projet PCS200 de cartographie du Sénégal. Dans ce pays comme dans la majeure partie de l'Afrique centrale et de l'Ouest, la cartographie au 1 : 200 000 est l'échelle la plus grande couvrant l'intégralité du territoire. La plupart des cartes ont été publiées et, pour certaines d'entre elles, révisées entre les années 1955 et 1980. Seules quelques feuilles ont été mises à jour plus récemment. L'obsolescence et la précision (à la fois planimétrique et altimétrique) de ces cartes ne correspondent plus aux exigences modernes de qualité de l'information géographique. PCS200 est le projet de réfection complète de la cartographie au 1: 200 000 et de production de la base de données cartographique vecteur du Sénégal. Ce projet, contracté à IGN France international au bénéfice de la DTGC à Dakar, a été financé par le Fonds européen de développement. Il a commencé en 2004 et s'est achevé en juin 2008. Il est basé, pour la planimétrie, sur l'interprétation d'images SPOTS panchromatiques à 5m de résolution, fusionnées à des images Landsat 7 multispectrales à 30 m. La nouvelle altimétrie (courbes de niveau, points cotés, estampage du relief) est dérivée d'un MNE produit à partir de données MRS de SPOT5. La DTGC, en partenariat avec IGN France, a bénéficié d'une chaîne de production cartographique de qualité, efficace et économique. 27 nouvelles cartes (1°x1°) ont été publiées (impression offset, pliées) et la base de données vecteur correspondante est disponible sur l'ensemble du pays (environ 200 000 km). Ce projet a donné l'opportunité de changer le système géodésique de référence des cartes pour le système WGS84 (projection MTU zone 28). D'un autre côté, les satellites de résolution métrique ou sub-métrique (IKONOS, Quickbird, Worldview-1 & 2, Geoeye-1, Kompsat...) permettent la production de cartes topographiques jusqu'à l'échelle du 1: 5 000. Nous présenterons une partie du projet « Topofoncier » dont l'objectif était de produire des cartes topographiques à l'échelle du 1: 5 000 sur certaines îles de Polynésie française, à partir de couples stéréoscopiques d'images IKONOS. Dans cette région isolée, les distances entre îles ou atolls ainsi que la couverture nuageuse rendent très difficile l'acquisition de photographies aériennes. C'est pourquoi, dans le cadre du projet « Topofoncier » (2003-2008) dont l'objectif était de compléter la cartographie à grande échelle de cet immense territoire, IGN France a utilisé des couvertures monoscopiques (pour les atolls, dont le relief est quasi nul) ou stéréoscopiques (pour les îles hautes) d'images IKONOS (1 m couleur). Sur douze îles ou groupes d'îles, situés principalement dans l'archipel des Marquises (Tubuai, Râpa, Rurutu, Raivavae, Rimatara, Nuku-Hiva, Mangareva, Ua Huka, Ua Pou, Hiva Oa, Tahuata, Fatu-Hiva), et après compensation géométrique en blocs, les couples stéréoscopiques ont été restitués photogrammétriquement pour produire 114 feuilles à l'échelle du 1 : 5 000, représentant environ 1150 km de surface terrestre. Ces deux chantiers de production prouvent que la cartographie spatiale est entrée dans une phase de maturité. Alors que les nouveaux capteurs qui viennent ou qui sont en passe d'être lancés (WorldView2, Geoeye-2, Pléiades, SPOT6...) sont de plus en plus performants en termes de résolution, d'agilité, de fauchée et de capacité d'acquisition stéréoscopique, nous pouvons affirmer que l'usage de l'imagerie satellitaire pour la cartographie topographique va se renforcer dans les années à venir. Among these, urban-area boundaries and building locations play crucial roles. For a human expert, manually extracting this valuable information is tedious. One possible solution to extract this information is using automated techniques. Unfortunately, the solution is not straightforward if standard image processing and pattern recognition techniques are used. Therefore, to detect the urban area and buildings in satellite images, we propose the use of scale invariant feature transform (SIFT) and graph theoretical tools. SIFT keypoints are powerful in detecting objects under various imaging conditions. However, SIFT is not sufficient for detecting urban areas and buildings alone. Therefore, we formalize the problem in terms of graph theory. In forming the graph, we represent each keypoint as a vertex of the graph. The unary and binary relationships between these vertices (such as spatial distance and intensity values) lead to the edges of the graph. Based on this formalism, we extract the urban area using a novel multiple subgraph matching method. Then, we extract separate buildings in the urban area using a novel graph cut method. We form a diverse and representative test set using panchromatic 1-m-resolution Ikonos imagery. By extensive testings, we report very promising results on automatically detecting urban areas and buildings.
