[Termes IGN] vulnérabilitéRésumé : (Auteur) This paper demonstrates a methodology for the analysis and integration of airborne hyperspectral sensor data (445-2543nm) with GIS data in order to develop a vulnerability map which has the potential to assist in decision making during post-disaster emergency operations. Hailstorms pose a threat to people as well as property in Sydney, Australia. Emergency planning demands current, large-scale spatio-temporal information on urban areas that may be susceptible to hailstones. Several regions, dominated by less resistant roofing materials, have a higher vulnerability to hailstorm damage than others. Post-disaster operations must focus on allocating dynamic resources to these areas. Remote sensing data, particularly airborne hyperspectral sensor data, consist of spectral bands with narrow bandwidths, and have the potential to quantify and distinguish between urban features such as roofing materials and other man-made features. A spectral library of surface materials from urban areas was created by using a full range spectroradiometer. The image was atmospherically corrected using the empirical line method. A spectral angle mapper (SAM) method, which is an automated method for comparing image spectra to laboratory spectra, was used to develop a classification map that shows the distribution of roofing materials with different resistances to hailstones. Surface truthing yielded high percentage accuracy. Spatial overlay technique was performed in a GIS environment where several types of cartographic data such as special hazard locations, population density, data about less mobile people and the street network were overlaid on the classified geo-referenced hyperspectral image. The integrated database product, which merges high quality spectral information and cartographic GIS data, has vast potential to assist emergency organizations, city planners and decision makers in formulating plans and strategies for resource management. [Termes IGN] restitutionRésumé : (Auteur) SIRADEL est productrice de données cartographiques numériques 3D en zone urbaine. Les données produites comprennent une description vectorielle 3D détaillée de l'ensemble de la scène (réseau routier, hauts et bas de talus, contours de bâtiments, végétation, etc), un MNE (Modèle Numérique d'Elévations) et un MNT (Modèle Numérique de Terrain). Une première méthode de production consiste à saisir manuellement les données vectorielles par restitution photogrammétrique, à partir de 2 images aériennes stéréoscopiques ; les données matricielles sont alors directement dérivées des vecteurs saisis. L'avantage d'une telle méthode est la précision et fiabilité des données vecteurs produits, ainsi que la disponibilité et le faible coût de l'imagerie de départ. En revanche, elle implique un coût de restitution important. C'est pourquoi SIRADEL a également développé une approche semi-automatique permettant de calculer automatiquement un MNT et un MNE à partir de 2 images stéréoscopiques et d'un ensemble réduit de vecteurs 3D préalablement saisis. Le but de l'étude est la détermination des caractéristiques que doivent vérifier les vecteurs saisis pour chacune des 2 méthodes, et la comparaison des MNT et des MNE produits en terme de précision et de coût. L'apparition de satellites privés américains, alliant des objectifs de sécurité nationale et de leadership industriel, fortement soutenus par l'administration américaine, a ouvert de nouvelles perspectives en ouvrant la commercialisation de données satellitaires de résolution métrique. Depuis, de nombreux pays se dotent, ou vont le faire, de capacités d'observation régionale à vocation civile et militaire. En Europe, l'ESA montre sa volonté de participer à cette évolution tandis que le CNES, riche de 20 ans d'expérience de la filière SPOT, travaille activement au concept dual Pléiades qui prendra sa suite. Les caractéristiques intrinsèques des prises de vue aériennes et satellitales ne les mettent pas systématiquement en concurrence, mais montrent au contraire une certaine complémentarité dont l'utilisateur ne pourra que bénéficier. [Termes IGN] réflectance végétaleRésumé : (Auteur) A growing number of studies have focused on evaluating spectral indices in terms of their sensitivity to vegetation biophysical parameters, as well as to external factors affecting canopy reflectance. In this context, leaf and canopy radiative transfer models are valuable for modeling and understanding the behavior of such indices. In the present work, PROSPECT and SAILH models have been used to simulate a wide range of crop canopy reflectances in an attempt to study the sensitivity of a set of vegetation indices to green leaf area index (LAI), and to modify some of them in order to enhance their responsivity to LAI variations. The aim of the paper was to present a method for minimizing the effect of leaf chlorophyll content on the prediction of green LAI, and to develop new algorithms that adequately predict the LAI of crop canopies. Analyses based on both simulated and real hyperspectral data were carried out to compare performances of existing vegetation indices (Normalized Difference Vegetation Index [NDVI], Renormalized Difference Vegetation Index [RDVI], Modified Simple Ratio [MSR], Soil-Adjusted Vegetation Index [SAVI], Soil and Atmospherically Resistant Vegetation Index [SARVI], MSAVI, Triangular Vegetation Index [TVI], and Modified Chlorophyll Absorption Ratio Index [MCARI]) and to design new ones (MTVII, MCARII, MTV12, and MCAR12) that are both less sensitive to chlorophyll content variations and linearly related to green LAI. Thorough analyses showed that the above existing vegetation indices were either sensitive to chlorophyll concentration changes or affected by saturation at high LAI levels. Conversely, two of the spectral indices developed as a part of this study, a modified triangular vegetation index (MTV12) and a modified chlorophyll absorption ratio index (MCAR12), proved to be the best predictors of green LAI. Related predictive algorithms were tested on CASI (Compact Airborne Spectrographic Imager) hyperspectral images and, then, validated using ground truth measurements. The latter were collected simultaneously with image acquisition for different crop types (soybean, corn, and wheat), at different growth stages, and under various fertilization treatments. Prediction power analysis of proposed algorithms based on MCAR12 and MTV12 resulted in agreements between modeled and ground measurement of non-destructive LAI, with coefficients of determination (r) being 0.98 for soybean, 0.89 for com, and 0.74 for wheat. The corresponding RMSE for LAI were estimated at 0.28, 0.46, and 0.85, respectively.
