[Termes IGN] transformation de coordonnéesIndex. décimale : PROJET Mémoires : Rapports de projet - stage des ingénieurs de 2e année Résumé : (Auteur) La Roumanie est en train de se doter d'un réseau GPS permanent, comme on peut en trouver un dans de nombreux pays aujourd'hui. Celui-ci est mis en place par l'Agence Nationale du Cadastre (ANCPI). L'Université Technique des Constructions de Bucarest, elle, possède un département Géodésie, et proposait comme stage une étude de ce réseau GPS permanent. Cette étude consistait d'abord à décrire l'implantation et les buts de ce réseau, mais surtout à étudier toutes les phases de sa mise en place, depuis le choix des sites jusqu'à l'installation de l'antenne et son raccordement au réseau. L'Université voulait aussi que soit réalisé un descriptif des divers modes de gestion et de contrôle à distance du réseau. De plus, il a été décidé de programmer un petit module de conversion des coordonnées GPS dans la projection nationale roumaine Stereographic 70. Enfin, le rapport est conclu par un petit comparatif avec le RGP français. L'ensemble de ce rapport, qui sera disponible en anglais, est destiné aux élèves de l'Université désirant se familiariser avec celui-ci. [Termes IGN] simulationRésumé : (Auteur) The paper describes the development of a new methodological approach for simulating geographic processes through the development of a data model that represents a process. This methodology complements existing approaches to dynamic modelling, which focus on the states of the system at each time step, by storing and representing the processes that are implicit in the model. The data model, called nen, focuses existing modelling approaches on representing and storing process information, which provides advantages for querying and analysing processes. The flux simulation framework was created utilizing the nen data model to represent processes. This simulator includes basic classes for developing a domain specific simulation and a set of query tools for inquiring after the results of a simulation. The methodology is prototyped with a watershed runoff simulation. [Termes IGN] pays en développementRésumé : (Auteur) Recently, Spatial Data Infrastructures (SDIs) has been a rapidly expanding field and broadly assumed to underpin the development of information society and the knowledge economy. In this paper, we argue that the anticipated benefits of SDIs have largely not yet been generally realized in practice due to a lack of a robust theoretical framework as well as insufficient empirical research to guide the implementation efforts. We posit that learnings from the allied discipline of Information Infrastructures, which has matured during the 1990s in response to the proliferation of distributed, complex, and heterogeneous networked systems, can provide a useful theoretical lens to inform the emerging domain of SDIs. We focus on three key concepts identified in the domain of information infrastructure theory, viz. the installed base, reflexive standardization, and cultivation approach to design, to develop a theoretical framework, which is then applied to analyse the ongoing initiative to establish National Spatial Data Infrastructure (NSDI) in India. This analysis helps us to provide the basis to articulate a potential research agenda for both theory and practice-which, we believe, offers the promise to better conceptualize and implement SDIs, particularly in developing country settings like India. [Vedettes matières IGN] GénéralisationRésumé : (Auteur) Much progress has been made in the field of web-based cartography through standards developed by the Open Geospatial Consortium (OGC). While automated access and presentation of cartographic data have been defined, the services for automated generalization are yet to be standardized. This paper aims to show advantages of applying the service concept to generalization and suggests several classification schemas of generalization services at different levels of granularity. A detailed explanation of a real implemented Generalization Service is provided. We show how software developers can make their generalization functionality available as a service and how these services can be accessed dynamically. For the implementation, the open source java Unified Mapping Platform (JUMP) was extended to work as a framework for generalization. Generalization services could be used in different application scenarios, for instance as a middleware component extending a web map service with adaptive zooming or as stand-alone services supporting the production of topographic maps by national mapping agencies. They may also allow the development of a common research platform, where researchers would have access to a common generalization framework. [Termes IGN] Web Map ServiceRésumé : (Auteur) Many time-critical applications such as emergency response, location-based services, and real time traffic management need instant access to diverse data to make quick decisions and take instantaneous actions. However, two issues block time-critical applications to quickly acquire and integrate spatial data over the web: (1) the heterogeneity of existing GIS systems, and (2) the filelevel data sharing systems over the web. This research examines current open standards, protocols, and technologies capable of solving the two issues for real-time spatial data sharing over the web. Focusing on investigating the role of Web Feature Services (WFS) and Web Map Services (WMS), this research has developed a solution for real-time geospatial data sharing at the feature level over the web. A prototype has been implemented to query, extract, create, delete, update, and map geographic features stored in web-accessible OGC (Open Geospatial Consortium) simple feature datastores for transportation emergency applications. The prototype results show that the OGC WFS and WMS play important roles in real-time geospatial data sharing and exchange from heterogeneous sources at the feature level for time-critical applications. The WFS and WMS eliminate time-consuming data translation and facilitate re-use of existing geospatial data over the web. Several issues related to the solution are also discussed in the paper.
