[Termes IGN] web des donnéesRésumé : (Auteur) This article presents SCOPED, an innovative approach for extracting environmental data using OGC services. In the field of water resource management, SCOPED-W (‘W’ for ‘Water’) is a method that was developed in the framework of EU/FP7 IASON and EOPOWER projects. This platform supports the collection of data required to build a Soil and Water Assessment Tool (SWAT) model and the uptake, spatialization and dissemination of raw data generated from the outputs of different SWAT models for the Black Sea region. Scientists are documenting the data served by the platform in ISO standardized metadata to support informed use. SCOPED-W primarily targets the community of SWAT users in the Black Sea region but it can easily be replicated in other geographical areas. Additionally, the SCOPED approach is based on data interoperability that makes it fully compatible with other domains of application as demonstrated here with three original use cases. The article also highlights the benefits of the approach for the GEO community and discusses future improvements for supporting integration with other platforms such as UNEP Live. [Termes IGN] trame verte et bleueRésumé : (auteur) La Trame verte et bleue (TVB) est une politique française du ministère de l’Environnement visant à préserver et restaurer un réseau de continuités écologiques, notamment à l’échelle régionale par l’intermédiaire des Schémas régionaux de cohérence écologique (SRCE). Pour ce faire, des connaissances sont nécessaires, à la fois fondamentales et pratiques. Ce travail présente un bilan des lacunes, enjeux et actions de connaissance mis en évidence par les SRCE. Une catégorisation par thème a permis de relever les éléments récurrents sur l’ensemble des régions. Les besoins en connaissance primaire (espèces, habitats naturels, etc.) s’avèrent très importants. Ils relèvent à la fois de l’acquisition de connaissances nouvelles et d’une meilleure organisation des informations existantes. Ils concernent par ailleurs des données et des connaissances fondamentales. Ces manques ont contraint l’identification des continuités écologiques régionales. De même, la qualification de leur fonctionnalité et le repérage des obstacles nécessitent des connaissances qui ont souvent fait défaut. Plusieurs thèmes ressortent également comme fortement concernés par des besoins ou des actions. En premier lieu viennent les infrastructures de transport puis le changement climatique, les espèces exotiques envahissantes, les voies de migration de l’avifaune ou encore la pollution lumineuse. Cet état des lieux offre une vue d’ensemble sur les besoins de connaissance pour établir, préciser et mettre en œuvre la TVB à l’échelle des 21 ex-régions métropolitaines. À ce titre, il peut être utile aux équipes de recherche ou à celles impliquées dans le transfert de connaissances, aux programmes producteurs de données ainsi qu’aux organismes porteurs d’appels à projet. [Termes IGN] réseau routierRésumé : (Auteur) This paper addresses a popularity-aware collective keyword (PAC-K) query in road networks. Given a road network with POIs (Points of Interest), which is modeled as a road network graph, where each node locating in a two-dimensional space represents a road intersection or a POI, and each edge with weight represents a road segment, the PACK query aims to find a group of popular POIs (i.e., a popular region) that cover the query’s keywords and satisfy the distance requirements from each node to the query node and between each pair of nodes, such that the sum of rating scores over these nodes for the query keywords is maximized. We show the problem of answering the PACK query is NP-Hard. To solve this problem, we present exact and heuristic solutions on small and large road networks, respectively. In particular, to improve query performance, we propose a rating score scaling technique to reduce the search space and a redundant computation reducing technique to reduce the excessive redundant computations in query processing. Extensive performance studies using two real datasets confirm the efficiency, accuracy, and scalability of the proposed solutions. There are variety of definitions for smart city in different fields and regions. Generally, it aims for a sustainable city development through the optimal management of the resources and potential, offering a comprehensively higher quality life to the citizens. The planning of area energy system is one of the most important issues, which is related to the energy generation, the energy consumption by facilities, transportation system, and any other city infrastructures. Especially for Japan, one of the countries facing the complex issues of an aging society, disaster management and energy dependency need a new methodologies for optimal urban energy planning that integrates all information from these sectors. Smart city with highly developed information and communications technology (ICT) is considered as such an important approach. To encourage the smart city concept in Japan, this paper proposes a “GIS-BIM” based urban energy planning system to access the optimal technical and policy solution for readjust city infrastructure beyond the integrated analysis. Firstly, it introduces the concept of Japanese smart city which covers from urban planning to infrastructure. Secondly, the research proposes a GIS-BIM based urban energy planning system including the database construction and analysis by GIS, the optimal energy system design aided by BIM and 3D visualization with user-friendly interface. Finally, center of Tokyo is adopted as a case study, suggesting the potential to access the optimal technical and policy solution.
