D'après l'article, le débat actuel sur le lien entre SIG, autonomisation et marginalisation reste vague quant à la caractérisation de l'autonomisation. De plus, il n'explique pas comment cette autonomie peut être observée de manière logique et structurée. L'article contient deux définitions ad hoc de l'autonomisation et les justifie, et il établit une distinction entre autonomisation et capacité d'autonomisation. Les auteurs proposent un cadre pour structurer une analyse de l'autonomisation. Ce cadre combine quatre catalyseurs de l'autonomisation (l'information, le processus, les aptitudes et les outils) et deux échelles sociales (individuelle et collective). [Termes IGN] visualisation de donnéesRésumé : (Auteur) To support their analytical processes, today's organizations deploy data warehouses and client tools such as OLAP (On-Line Analytical Processing) to access, visualize, and analyze their integrated, aggregated and summarized data. Since a large part of these data have a spatial component, better client tools are required to take full advantage of the geometry of the spatial phenomena or objects being analyzed. With this regard, Spatial OLAP (SOLAP) technology offers promising possibilities. A SOLAP tool can be defined as "a type of software that allows rapid and easy navigation within spatial databases and that offers many levels of information granularity, many themes, many epochs and many display modes synchronized or not: maps, tables and diagrams" [Bedard, Y., Proulx, M.J., Rivest, S., 2005. SOLAP tools offer a new user interface and are meant to be client applications sitting on top of multi-scale spatial data warehouses or datacubes. As they are based on the multidimensional paradigm, they facilitate the interactive spatio-temporal exploration of data. The purpose of this paper is to discuss how SOLAP concepts support spatio-temporal exploration of data and then to present the geovisualization, interactivity, and animation features of the SOLAP software developed by our research group. This paper first reviews the general concepts behind OLAP and SOLAP Systems. This is followed by a discussion of how these SOLAP concepts support spatio-temporal exploration of data. In the subsequent section, SOLAP software is introduced along with features that enable geovisualization, interactivity and animation. [Termes IGN] risque naturelRésumé : (Auteur) Les systèmes d'information pour la gestion des risques naturels utilisent habituellement une information pluridimensionnelle, intégrant des dimensions thématiques, spatiales, temporelles et documentaires. Pour cette raison, la conception de systèmes d'information dédiés aux risques naturels (SIRN) nécessite des modèles de données et des techniques d'interrogation et de visualisation spécifiques. Qu'elle provienne des spécialistes de la gestion des risques naturels ou du grand public, la demande de diffusion de l'information à l'aide des SIRN est considérable, mais il existe peu d'outils pour faciliter leur développement. Nous proposons un cadre logiciel pour la conception et le développement des SIRN, permettant aux concepteurs de produire facilement des applications dédiées aux risques naturels, réalisé à l'aide d'un système de représentation de connaissances par objets. Notre approche se base sur l'adaptation d'un système d'information générique et guidé par des modèles, qui offre une interface pour interroger et visualiser des informations liées aux risques naturels, intégrant de façon intuitive des concepts spatio-temporels. Nous proposons un cadre conceptuel qui englobe des concepts spatio-temporels et des concepts communs à tous les genres de risques naturels, qui peuvent être spécialisés par les concepteurs de SIRN afin de définir les modèles qui correspondent à leurs propres applications. Tant le modèle des données que le modèle de présentation peuvent être raffinés pour répondre aux besoins précis du SIRN à développer. Nous présentons un SIRN appelé SIDIRA, une application dédiée au suivi historique des avalanches, développée à l'aide de notre cadre logiciel. [Termes IGN] temps réelRésumé : (Auteur) This paper presents the development of a GIS/GPS-based emergency response system connecting the dispatch centre and emergency response vehicles using a cellular network. The system has general geographic information system functions and specific functions for managing emergency sites, vehicles, and routing paths. The graphical user interface has two versions: a dispatch version and a vehicle version. The simple and flexible graphical user interfaces allow for easy customization to meet the needs of different application scenarios. Supported by dispatch rules, the dispatch version allows for both automated dispatch and manual dispatch. Coupled with GPS receiving devices, the vehicle version provides near real-time transmission of vehicle locations to the dispatch centre. Some smart features are also developed to enable or disable data transmission based on the vehicle status, and to display relevant information (such as floor-plans, hydrants, etc.) about the emergency site.
