[Termes IGN] toponymeRésumé : (Auteur) The Gazetteer of Planetary Nomenclature (GPN) is maintained by the International Astronomical Union Working Group for Planetary System Nomenclature. It contains the internationally approved forms of place names of planetary and lunar surface features. In the last decades, spacefaring and other nations have started to develop local standardized equivalents of the GPN. This initiated the development of transformation methods and created a need for auxiliary information on the names in the GPN that is not available from the database of the GPN. The creation of ‘localized’ (local language) variants of the GPN in non-Roman scripts is an unavoidable necessity, but is also a cultural need. This paper investigates the localization methods into Chinese and Russian; two nations with different scripts, and two that are spacefaring ones. The need for the creation of a localized GPN is related to the local importance of scientific papers published in the local language and the existence of locally developed and operated scientific planetary spacecraft, but exceptions exist. [Termes IGN] traitement du langage naturelRésumé : (auteur) In this article, we present GeoTxt, a scalable geoparsing system for the recognition and geolocation of place names in unstructured text. GeoTxt offers six named entity recognition (NER) algorithms for place name recognition, and utilizes an enterprise search engine for the indexing, ranking, and retrieval of toponyms, enabling scalable geoparsing for streaming text. GeoTxt offers a flexible application programming interface (API), allowing for customized attribute and/or spatial ranking of retrieved toponyms. We evaluate the system on a corpus of manually geo‐annotated tweets. First, we benchmark the performance of the six NERs that GeoTxt provides access to. Second, we assess GeoTxt toponym resolution accuracy incrementally, demonstrating improvements in toponym resolution achieved (or not achieved) by adding specific heuristics and disambiguation methods. Compared to using the GeoNames web service, GeoTxt's toponym resolution demonstrates a 20% accuracy gain. Our results show that places mentioned in the same tweet do not tend to be geographically proximate. Ces variations d’écriture peuvent dépendre du type de corpus dont les toponymes sont issus, du registre, du temps ou du langage que couvre le corpus. Nous proposons une méthode pour identifier un toponyme, c’est-à-dire faire le lien entre un toponyme avec variations d’écriture et sa forme normée. Le présent mémoire se divise en trois parties. Dans une première partie, nous présenterons le terrain de stage. Dans un second temps, nous décrirons les missions confiées, puis nous exposerons l’approche envisagée ainsi que les outils utilisés pour répondre aux missions. Enfin, nous proposerons des solutions afin de répondre au mieux au besoin d’identification de toponymes avec variations d’écriture. // Toponyms can sometimes be the target of written variations and experience a different written form from what we usually find in proper names dictionaries. These written variations can depend on the type of the corpus the toponyms come from, the register, the time or the language that the corpus covers. We suggest a method to identify a toponym, which means making the link between a toponym with written variations and its normalised form. This Master’s thesis is divided into three parts. In the first part we will present the context of the internship. Then we will describe the given tasks and we will expound the contemplated approaches and the tools that we used. This paper highlights the merits as well as the ambivalence of the social (especially) and political effects of the widespread expansion and growing importance of (volunteered) geographic information. This general overview of the basic symbolic forms in which geoinformation appears distinguishes between three areas of spatial semantics: while technological systems address space mainly in numerical terms, the user refers to space by ego-centered deixis, while society and culture provide the established everyday language of toponyms. The main argument, based on this categorization, stresses the importance of diversity and transparency in acting and interacting with geoinformation and geomedia in order to promote empowerment, education and reflection.
