[Termes IGN] voisinage (relation topologique)Mots-clés libres : The authors would like to acknowledge the DGA for their financial support of this work Résumé : (auteur) We propose a new method for the reconstruction of simplicial complexes (combining points, edges and triangles) from 3D point clouds from Mobile Laser Scanning (MLS). Our main goal is to produce a reconstruction of a scene that is adapted to the local geometry of objects. Our method uses the inherent topology of the MLS sensor to define a spatial adjacency relationship between points. We then investigate each possible connexion between adjacent points and filter them by searching collinear structures in the scene, or structures perpendicular to the laser beams. Next, we create triangles for each triplet of self-connected edges. Last, we improve this method with a regularization based on the co-planarity of triangles and collinearity of remaining edges. We compare our results to a naive simplicial complexes reconstruction based on edge length. [Termes IGN] requête spatialeRésumé : (Auteur) As an important topological relation model, the dimensionally extended 9‐intersection model (DE‐9IM) has been widely used as a basis for standards of queries in spatial databases. However, the negative conditions for the specification of the topological relations within the DE‐9IM have not been studied. The specification of the topological relations is closely related to the definition of the spatial objects and the topological relation models. The interior, boundary, and exterior of the spatial objects, including the point, line, and region, are defined. Within the framework of the DE‐9IM, 43 negative conditions are proposed to eliminate impossible topological relations. Configurations of region/region, region/line, line/line, region/point, line/point, and point/point relations are drawn. The mutual exclusion of the negative conditions is discussed, and the topological relations within the framework of 9IM and DE‐9IM are compared. The results show that: (1) impossible topological relations between spatial objects can be eliminated by the application of 43 negative conditions; and (2) 12 relations between two regions, 31 relations between a region and a line, 47 relations between two lines, three relations between a region and a point, three relations between a line and a point, and two relations between two points can be distinguished by the DE‐9IM. [Termes IGN] secours d'urgenceRésumé : (Auteur) A structural and quantitative representation of disaster status contributes to efficient emergency decision-making, for this purpose, a representation model for disaster status is developed in this paper, called spatio-temporal scenario model (short for STSM model). Concept of the term `scenario' is discussed at first. Then, based on the concept, STSM model is proposed and introduced in detail. It contains two components: developing scenario connotation and developing spatio-temporal framework. Scenario connotation is to develop representation of disaster status of each object, consisting of object representation and damage representation. Spatio-temporal framework is to develop representation of evolution of disaster status, consisting of representation of spatial relation, temporal relation, natural environment and emergency response. Finally, an example is provided to show the effectiveness of STSM model. Advantages of the developed model lie in four aspects: flexibility in describing dynamic disaster status; universal representation of disaster status contributing to similarity assessment; helping in evaluating emergency severity with the quantitative representation of disaster status. Moreover, it helps decision-makers obtain a more comprehensive representation for disaster evolution in a certain time space. Their subjective nature, however, and the resulting difficulties in collecting data, means that in many countries there are no officially defined neighbourhoods either in terms of names or boundaries. This has implications not only for policy but also business and social decisions as a whole. With the absence of neighbourhood boundaries many studies resort to using standard administrative units as proxies. Such administrative geographies, however, often have a poor fit with those perceived by residents. Our approach detects these important social boundaries by automatically mining the Web en masse for passively declared neighbourhood data within postal addresses. Focusing on the United Kingdom (UK), this research demonstrates the feasibility of automated extraction of urban neighbourhood names and their subsequent mapping as vague entities. Importantly, and unlike previous work, our process does not require any neighbourhood names to be established a priori. [Termes IGN] toponyme flouRésumé : (Auteur) Naïve Geography, intelligent geographical information systems (GIS), and spatial data mining especially from social media all rely on natural-language spatial relations (NLSR) terms to incorporate commonsense spatial knowledge into conventional GIS and to enhance the semantic interoperability of spatial information in social media data. Yet, the inherent fuzziness of NLSR terms makes them challenging to interpret. This study proposes to interpret the fuzzy semantics of NLSR terms using the fuzzy random forest (FRF) algorithm. Based on a large number of fuzzy samples acquired by transforming a set of crisp samples with the random forest algorithm, two FRF models with different membership assembling strategies are trained to obtain the fuzzy interpretation of three line-region geometric representations using 69 NLSR terms. Experimental results demonstrate that the two FRF models achieve good accuracy in interpreting line-region geometric representations using fuzzy NLSR terms. In addition, fuzzy classification of FRF can interpret the fuzzy semantics of NLSR terms more fully than their crisp counterparts.
