[Termes IGN] symbole graphiqueRésumé : (auteur) This paper reports on a controlled experiment evaluating how different cartographic representations of risk affect participants’ performance on a complex spatial decision task: route planning. The specific experimental scenario used is oriented towards emergency route-planning during flood response. The experiment compared six common abstract and metaphorical graphical symbolizations of risk. The results indicate a pattern of less-preferred graphical symbolizations associated with slower responses and lower-risk route choices. One mechanism that might explain these observed relationships would be that more complex and effortful maps promote closer attention paid by participants and lower levels of risk taking. Such user considerations have important implications for the design of maps and mapping interfaces for emergency planning and response. The data also highlights the importance of the ‘right decision, wrong outcome problem’ inherent in decision-making under uncertainty: in individual instances, more risky decisions do not always lead to worse outcomes. [Termes IGN] web 2.0Résumé : (auteur) Volunteered geographical information (VGI) refers to geographical information that the general public voluntarily collects and shares in the environment instead of for-profit businesses or government entities. Crowdsourcing such information on urgent needs in a disaster can improve the quick emergency responses. This study incorporates the capability of smartphone sensors, GPS, Web 2.0, VGI, and server-based technologies to design and develop a system for collecting target hazard information from volunteers. One of the most important contributions in designing this system is considering the improvement of the positional accuracy of the target buildings based on the position of the mobile device. Several approaches have been recommended for this purpose. The solutions include the use of online map services, geocoding services, and trigonometric methods based on the measurements of sensors such as camera, accelerometer, and magnetic field embedded in a smart mobile phone. The accuracy assessment showed that the trigonometric method by the means of embedded sensors would yield the best result. However, geocoding is more economical in terms of time than other methods. Potentially, the evaluation of the mobile application provided by a group of volunteers showed the overwhelming preference of crowdsource mapping over current telephone communication systems in disaster management. [Termes IGN] ville intelligenteRésumé : (auteur) This article shows a novel geo-visualization method of dynamic spatiotemporal data that allows mobility and concentration of criminal activity to be study. The method was developed using, only and significantly, real data of Santiago de Cali (Colombia), collected by the Colombian National Police (PONAL). This method constitutes a tool that allows criminal influx to be analyzed by concentration, zone, time slot and date. In addition to the field experience of police commanders, it allows patterns of criminal activity to be detected, thereby enabling a better distribution and management of police resources allocated to crime deterrence, prevention and control. Additionally, it may be applied to the concepts of safe city and smart city of the PONAL within the architecture of Command and Control System (C2S) of Command and Control Centers for Public Safety. Furthermore, it contributes to a better situational awareness and improves the future projection, agility, efficiency and decision-making processes of police officers, which are all essential for fulfillment of police missions against crime. Finally, this was developed using an open source software, it can be adapted to any other city, be used with real-time data and be implemented, if necessary, with the geographic software of any other C2S. Since the rise of Google Earth in 2005, there has been an explosion in the use of mapping tools to quantify and assess the needs of those in crisis, including those affected by climate change and the wider neo-liberal agenda. Yet, while there has been a huge upsurge in the data produced around these issues, the representation of people remains questionable. Some have argued that representation has diminished in humanitarian crises as people are increasingly reduced to data points. In turn, this data has become ever more difficult to analyse without vast computing power, leading to a dependency on the old colonial powers to refine the data collected from people in crisis, before selling it back to them. This book brings together critical perspectives on the role that mapping people, knowledges and data now plays in humanitarian work, both in cartographic terms and through data visualisations, and questions whether, as we map crises, it is the map itself that is in crisis. Les exercices collaboratifs visent à entraîner les intervenants à appliquer les plans préparés ainsi qu’à identifier les problèmes et points d’améliorations potentiels. Ces exercices étant coûteux, la simulation informatique est un outil permettant d’optimiser la préparation à l’aide d’une plus grande diversité de cas. Cependant, les travaux de recherche centrés sur la simulation et la gestion de catastrophe sont spécialisés sur un problème spécifique plutôt que sur l’optimisation globale des plans préparés. Cette limite s’explique par le défi que constitue la réalisation d’un modèle de simulation capable de représenter et de s’adapter à une large diversité de plans provenant de diverses disciplines. Les travaux présentés dans cet article répondent à ce défi en adaptant le modèle de simulation en fonction des informations et des plans de gestion de catastrophes intégrés dans une base de connaissances. Le modèle de simulation généré est ensuite programmé automatiquement afin d’exécuter des expériences de simulation. Les résultats sont ensuite analysés afin de générer de nouvelles connaissances et d’enrichir les plans de gestion de catastrophe dans un cycle vertueux. Cet article présente une preuve de concept sur le plan national français NOVI (NOmbreuses VIctimes), pour lequel les expériences de simulation ont permis de savoir quel est l’impact de la répartition des médecins sur l’application du plan et d’identifier la meilleure répartition.
