[Vedettes matières IGN] GéovisualisationRésumé : (auteur) This article presents exploratory research to develop new workflows that address the challenges of adequately capturing the geometry and topology of complex institutional spaces, the analysis of prescriptive evacuation plans, and the simulation of human movement and behavior in emergency scenarios. We present a collection of geovisual analytical environments that were developed to permit new ways to view and assess risk, evacuation, and human movement. Part of this research considers how different approaches to the representation of complex institutional space, using three-dimensional capture technologies at multiple resolutions (or derived from conventional formats, such as building plans), have implicit advantages or liabilities in the analysis of risk and human evacuation. We combine three-dimensional data capture methods with geographical information science theory, three-dimensional game engines, three-dimensional evacuation simulations and spatial analyses that address the variability of campus populations, and draw upon three-dimensional modeling and photogrammetry for the assessment of real-world features in digital space. The outcome of this research demonstrates agile workflows that address emergency planning requirements, but could also enable enhanced visual analysis and interactive learning by all campus citizens. Furthermore, this work reveals key considerations and limitations associated with the dynamic nature of evacuation events and the static environments in which they have been simulated. Eleven original research reports by international scholars on hazard assessment and management are organized into four sections: studies assessing risk using in-depth modeling and technological detection to provide insight into problems associated with earthquakes, torrential rains, and nuclear power plant safety; studies revealing the spatial distributions of exposure and impacts from an assortment of hazards; studies examining human response to increased awareness of the patterns of hazard; and a study demonstrating assessment of resilience of sociotechnological systems to natural hazards. [Termes IGN] villeRésumé : (Auteur) The timely and secure evacuation of residents to nearby urban emergency shelters is of great importance during unexpected disaster events. However, evacuation and allocation of shelters are seldom examined as a whole, even though they are usually closely related tasks in disaster management. To conduct better spatial allocation of emergency shelters in cities, this study proposes a new method which integrates techniques of multi-agent system and multi-criteria evaluation for spatial allocation of urban emergency shelters. Compared with the traditional emergency shelter allocation methods, the proposed method highlights the importance of dynamic emergency evacuation simulations for spatial allocation suitability analysis. Three kinds of agents involved in evacuation and sheltering procedures are designed: government agents, shelter agents, and resident agents. Emergency evacuations are simulated based on the interactions of these agents to find potential problems, for example, time-consuming evacuation processes and road congestion. A case study in Jing’an District, Shanghai, China was conducted to demonstrate the feasibility of the proposed method. After three rounds of simulation and optimization, new shelters were spatially allocated and a detailed recommended plan of shelters and related facilities was generated. The optimized spatial allocation of shelters may help local residents to be evacuated more quickly and securely. [Vedettes matières IGN] GéovisualisationRésumé : (Auteur) SensePlace3 (SP3) is a geovisual analytics framework and web application that supports overview + detail analysis of social media, focusing on extracting meaningful information from the Twitterverse. SP3 leverages social media related to crisis events. It differs from most existing systems by enabling an analyst to obtain place-relevant information from tweets that have implicit as well as explicit geography. Specifically, SP3 includes not just the ability to utilize the explicit geography of geolocated tweets but also analyze implicit geography by recognizing and geolocating references in both tweet text, which indicates locations tweeted about, and in Twitter profiles, which indicates locations affiliated with users. Key features of SP3 reported here include flexible search and filtering capabilities to support information foraging; an ingest, processing, and indexing pipeline that produces near real-time access for big streaming data; and a novel strategy for implementing a web-based multi-view visual interface with dynamic linking of entities across views. The SP3 system architecture was designed to support crisis management applications, but its design flexibility makes it easily adaptable to other domains. We also report on a user study that provided input to SP3 interface design and suggests next steps for effective spatiotemporal analytics using social media sources.
