[Termes IGN] système d'information géographiqueIndex. décimale : GEOM Mémoires de géomètres civils, géomètres géomaticiens Résumé : (Auteur) [Introduction] La culture du risque est un des objectifs du Syndicat Mixte du Bassin Versant de l’Austreberthe et du Saffimbec (SMBVAS). En effet, il a été montré que la mémoire du risque auprès des populations s’estompe rapidement lorsqu’aucune catastrophe n’arrive pas pendant plusieurs années. Depuis les années 2000, aucune inondation de grande ampleur n’a eu lieu sur les communes du SMBVAS. Le Syndicat a mis en place de nombreux ouvrages hydrauliques sur le territoire pour prévenir et diminuer les risques d’inondations et de ruissellements. Il souhaite aujourd’hui engager une politique de sensibilisation auprès de la population. Ma mission consiste à réaliser, un outil cartographique de photothèque de crue consultable par tous. Il sera rattaché au site du Syndicat. Avec toutes les archives photos accumulées, ainsi que quelques sorties sur le terrain, je devrai géolocaliser les photos et les faire apparaitre sur la photothèque. Cet outil entrera pleinement dans la sensibilisation du risque inondation engagée par le Syndicat. Ce rapport sera organisé en plusieurs parties. Dans un premier temps, nous présenterons le Syndicat du Bassin Versant de l’Austreberthe et de Saffimbec, à travers ses différentes missions, ses enjeux, et sa structure. Dans un second temps, nous présenterons la réflexion, ainsi que les méthodes et les différentes parties constituantes de la photothèque de crue. Tous les aspects techniques seront évoqués, ainsi que les difficultés rencontrées. Enfin, dans un troisième temps, nous présenterons différents travaux sur les SIG du Syndicat. [Termes IGN] visualisation de donnéesRésumé : (Auteur) Recent advances in Web technologies have opened avenues to create socio-technical platforms that can empower citizens in urban planning processes. The rise of the GeoWeb and the popularity of Web 2.0 collaborative tools can facilitate the development of a new generation of bottom-up Public Participatory GIS (PPGIS) platforms that can incorporate user-generated content into Spatial Data Infrastructures (SDIs). New service-based delivery mechanisms can provide architectural flexibility and adaptability, and enable the public to benefit from ubiquitous information access. From an e-participation perspective, Web 2.0 social networking functions support interactive communication among various PPGIS stakeholders, e.g., citizens, planners, and decision makers. The main contribution of this article is to present a reference architecture for e-planning platforms that (1) facilitates effective e-participation by allowing multidirectional map-based communication among various land development stakeholders (e.g., planners, decision makers, citizens, etc.), and (2) enables incorporation of visualization, evaluation, and discussion capabilities to support community planning processes. To achieve this, we developed a service-oriented architecture (SOA) that exploits SDI principles and Web 2.0 technologies. The platform architecture allows heterogeneous data sources, analytical functionality and tools, and presentation frameworks to be plugged into a coherent system to provide a planning and decision support platform. We present two real-world implementations of the proposed architecture that have been developed to support community engagement in the City of Calgary, Canada. Those that have managed to partake in the opportunities provided by the web have new vistas to survive in, in contrast to the new poor who have limited or no access to information. New forms of data in spatial format are accessible to all, however few realize the implications of such a transitional change in wellbeing: Whether entire societies or individuals. The different generations taking up the information access can face different levels of accessibility that may be limited by access to online data, knowledge of usage of tools and the understanding of the results, all within the limits on the spaces they are familiar with. This paper reviews a conceptual process underlining the initial steps of a long-term project in the Maltese Islands that seeks to create an online series of tools that bring the concept of “physical place” to the different generations through the management of a major project, the creation of a 3D virtuality, employing scanning processes, GIS, conversion aspects, and a small block-based Minecraft engine. [Termes IGN] SIG participatifRésumé : (Auteur) Over the last years, geospatial web platforms, social media, and volunteered geographic information (VGI) have opened a window of opportunity for traditional Public Participatory GIS (PPGIS) to usher in a new era. Taking advantage of these technological achievements, this paper presents a new approach for a citizen-orientated framework of spatial planning that aims at integrating participatory community work into existing decision-making structures. One major cornerstone of the presented approach is the application of a social geoweb platform (the GeoCitizen platform) that combines geo-web technologies and social media in one single tool allowing citizens to collaboratively report observations, discuss ideas, solve, and monitor problems in their living environment at a local level. This paper gives an account of an ongoing participatory land-zoning process in the Capital District of Quito, Ecuador, where the GeoCitizen platform is applied in a long-term study. [Termes IGN] SIG participatifRésumé : (auteur) The term “crowdsourcing” was initially introduced by Howe in his article “The Rise of Crowdsourcing” [1]. During the last few years, crowdsourcing has become popular among companies, institutions and universities, as a crowd-centered modern “tool” for problem solving. Crowdsourcing is mainly based on the idea of an open-call publication of a problem, requesting the response of the crowd for reaching the most appropriate solution. The focus of this paper is on the role of crowdsourcing in knowledge acquisition for planning applications. The first part provides an introduction to the origins of crowdsourcing in knowledge generation. The second part elaborates on the concept of crowdsourcing, while some indicative platforms supporting the development of crowdsourcing applications are also described. The third part focuses on the integration of crowdsourcing with certain web technologies and GIS (Geographic Information Systems), for spatial planning applications, while in the fourth part, a general framework of the rationale behind crowdsourcing applications is presented. Finally, the fifth part focuses on a range of case studies that adopted several crowdsourcing techniques.
