Cross-border and global health spatial information systems (CBHSIS) are required to address the new global health challenges. There is a need to build and document alternatives for addressing the technological, economic, and sociocultural-political challenges encountered in the creation and deployment of these systems. This paper documents the building of a prototype Web-based multimedia GIS system for use in a public health context using Open Source Software and Open Specifications and its deployment across the US-Mexico border. These technologies offer advantages in addressing several of the challenges previously mentioned. We highlight the technological and sociocultural-political issues important in successful collaboration across borders and cultures and in the creation of interoperable CBHSIS. This system, called DISPRO, enables integration and distribution of multi-source data from satellites, aircraft, and in situ instruments, as well as results from numerical models. Geographic data and metadata are stored on a set of distributed computer nodes and retrieved and integrated by a web GIS client by means of Open Geospatial Consortium (OGC) Web Map Server (WMS) technologies. A profile of ISO 19115 was developed for metadata handling, using eXtensible Markup Language (XML) as a platform independent encoding mechanism. DISPRO has been demonstrated in six European coastal zone and ocean regions in the spring and summer of 2005. The overall positive experiences of both service providers and end users indicate that the system should be further developed into an operational GMES service. L'information dédiée aux risques naturels intégrant des composantes spatiales, temporelles et multimédias. la conception et la réalisation de tels systèmes nécessitent une approche spécifique en termes de modélisation, d'interrogation et de visualisation de l'information. Afin de faciliter le développement de tels outils, nous proposons une plate-forme permettant de générer de nouveaux systèmes d'information spatio-temporelle et multimédia dédiés aux risques naturels. L'environnement logiciel est basé sur un noyau conceptuel proposé, englobant des concepts spatio-temporels généraux et des concepts dédiés aux risques naturels. Un outil de génération automatique d'interfaces de visualisation de données spatio-temporelles est aussi proposé. L'application utilise un système de représentation des connaissances par objets et des standards émergents tels que SVG pour la représentation graphique. Les modèles conçus sont en accord avec les normes OCC pour la représentation spatiale. While automated access and presentation of cartographic data have been defined, the services for automated generalization are yet to be standardized. This paper aims to show advantages of applying the service concept to generalization and suggests several classification schemas of generalization services at different levels of granularity. A detailed explanation of a real implemented Generalization Service is provided. We show how software developers can make their generalization functionality available as a service and how these services can be accessed dynamically. For the implementation, the open source java Unified Mapping Platform (JUMP) was extended to work as a framework for generalization. Generalization services could be used in different application scenarios, for instance as a middleware component extending a web map service with adaptive zooming or as stand-alone services supporting the production of topographic maps by national mapping agencies. They may also allow the development of a common research platform, where researchers would have access to a common generalization framework.
