[Vedettes matières IGN] Ecologie forestièreRésumé : (Editeur) Deux visions du rôle du secteur forestier dans la lutte contre le changement climatique semblent aujourd’hui s’opposer : l’une promeut l’accumulation de biomasse en forêt pour optimiser le stockage de carbone dans les écosystèmes forestiers ; l’autre préconise un accroissement des prélèvements de bois dans une approche large du développement de la bioéconomie. Si la première démarche mise sur le renforcement du « puits » forestier de carbone, la seconde vise à réduire les émissions de gaz à effet de serre dues aux activités humaines en substituant des produits bois aux biens dont les modes de production sont plus émetteurs. Centré sur l’exemple de la forêt française métropolitaine, cet ouvrage affine tout d’abord le bilan carbone de la filière forêt-bois et identifie les incertitudes liées à certains de ses paramètres clés. Puis, dans une démarche prospective, trois scénarios de gestion forestière, se différenciant par le niveau et les modalités des prélèvements de bois en forêt et par leur mode de gestion des boisements, ont été imaginés et leurs bilans carbone projetés jusqu’à l’horizon 2050. Les impacts sur ces bilans carbone d’une aggravation du changement climatique et de crises majeures, telles que des incendies, des tempêtes ou des invasions biologiques à grande échelle, ont été analysés. Issu d’une étude réalisée par INRAE et l’IGN à la demande du ministère chargé de l’Agriculture et de la Forêt et conduite par la Direction à l’expertise, à la prospective et aux études (DEPE) d’INRAE, cet ouvrage vise à éclairer le débat sur la façon dont la forêt et ses filières bois peuvent contribuer à atténuer le changement climatique. An understanding of forest structure plays a particularly important role in the management of uneven-aged forests. The identification of vertical and horizontal variations in forest canopy structure using a ground-based survey is resource intensive, hence often demands for alternative data sources. In this study, one of the advanced remote sensing (RS) techniques, i.e. digital aerial photogrammetry was used to characterize forest canopy structure in a mixed conifer–broadleaf forest. We used aerial imagery acquired with a fixed-wing unmanned aerial vehicle (UAV) platform to produce RS metrics that could be used to classify and map forest structure types at landscape scale. Our results demonstrated that few structural and spectral metrics derived from UAV photogrammetric data, e.g. mean height, standard deviation of height, canopy cover, and percentage broadleaf vegetation cover, could characterize the forest structure across landscapes, particularly at the forest management compartment level, in a limited amount of time. We used cluster analysis for classification of forest structure types and identified five forest structure classes with varying levels of forest canopy structural complexity: (1) short, open-canopy, conifer-dominated structure; (2) short, dense-canopy, broadleaf-dominated structure; (3) tall, closed-canopy, broadleaf-dominated structure; (4) very tall, closed-canopy, conifer-dominated structure with a relatively high degree of variation in canopy height; and (5) very tall, closed-canopy, conifer-dominated structure with a relatively low degree of variation in canopy height. These classes showed relationships with forest management activities (e.g. selection harvesting) and natural disturbances (e.g. typhoon damage). Spatial distribution of forest canopy structural complexity that was revealed in this study is capable of providing important information for forest management planning and habitat modelling. Further, the simple, and flexible data-driven method used in this study to characterize forest structure has the potential to be applied with necessary changes over larger landscapes and different forest types for characterizing and mapping forest structural complexity. Creating a balance between these potentially competing priorities has been the subject of intense societal and scientific debate in recent years, which has prompted us to examine all aspects of these issues in greater depth.
INRAE and IGN, at the request of the French Ministries responsible for agriculture and forestry, have jointly undertaken a scientific assessment to shed light on the details of this debate, using the example of forests and the forestry & wood sectors in metropolitan France. A lack of action is widely reported combined with a call for awareness-raising and better knowledge transfer to bridge the gap between knowledge and action. Aims : Based on an understanding of awareness encompassing cognitive, affective, and conative dimensions, the paper aims to clarify (1) what kind of adaptive measures are missing in forest management and (2) if there is a gap in climate change awareness of forest owners and managers hindering adaptive action. Methods : An online survey among German forest owners and managers was conducted. The theory of planned behavior was selected to examine variables which support the implementation of adaptive measures and to examine different awareness dimensions. Data was analyzed using descriptive statistics and multiple linear regression analysis. Results : Adaptive measures on stand level were more often implemented than those on business level. All awareness dimensions were influential for the intention to implement adaptive measures. Experience and attitude towards adaptive measures were most important while social norm and perceived behavioral control were influential in some groups. Conclusion : The potential of adaptive measures on stand level and particularly on business level is not fully exploited. Based on these findings, awareness-raising initiatives and forest consultancy can be adapted to consider the specific perspectives of target groups as a means of promoting the implementation of adaptive measures.
