[Termes IGN] zone urbaineRésumé : (Auteur) Building orientation with respect to the radar look direction has a critical influence on the interpretation of multilook polarimetric synthetic aperture radar (PolSAR) data in urban areas. In this paper, its impacts on polarimetric orientation angle (POA) estimation and model-based decomposition are discussed. The discussion begins with the analysis of the general double-bounce scattering model, of which the characteristics are dependent on the electromagnetic and geometric parameters of the related dihedral structure. Then, for multilook PolSAR data, the polarimetric scattering mechanism in urban areas is modeled by two double-bounce scatterings from two orthogonal dihedral structures. From the model, the impacts of the building orientation on POA estimation can be revealed. With the increase of the building orientation, the POA difference between the two dihedral structures increases gradually, and the feasibility to estimate the building orientation via the estimated POA is reduced dramatically. Upon further analysis, we illustrate the impacts on the model-based decomposition. With the increase of the building orientation, the dominant scattering mechanism labeling technique based on the model-based decompositions will gradually become invalid. Moreover, the processing of POA compensation, which is helpful in reducing the impacts of the building orientation, also becomes invalid when the building orientation increases to a certain value. At last, three L-band data sets of San Francisco acquired by AIRSAR are used to verify the inferences. The experimental results show that, for L-band PolSAR data in urban areas, when the radar look angle is around 45, the threshold of building orientation for the validity of dominant scattering mechanism labeling is about ±3, and for the POA compensation, the threshold is about ±12. [Termes IGN] zone urbaineRésumé : (Auteur) Les systèmes techniques urbains sont soumis à des enjeux importants, notamment climatiques et territoriaux, qui affectent leur fonctionnement. Ces enjeux rendent alors les systèmes techniques vulnérables aux aléas naturels. Or, les méthodologies usuellement mobilisées pour l’analyse de la vulnérabilité restent essentiellement aléa-centrées, c’est-à-dire qu’elles se focalisent sur l’aléa en tant que phénomène physique et sur les dommages directs qu’il provoque sur le système. Cette approche semble peu ou pas indiquée lorsque le système étudié est caractérisé par une importante complexité, par une forte interconnexion avec d’autres systèmes techniques et par des dynamiques de défaillances multiples et simultanées. Dans cet article, nous nous intéressons à l’analyse de la vulnérabilité des systèmes de transport guidé face au risque d’inondation. Cette recherche porte sur une approche innovante d’analyse des risques qui associe des méthodes issues de la sûreté de fonctionnement et des méthodes issues de la géomatique à l’aide de l’information géographique. L’approche est volontairement système-centrée pour concevoir une méthodologie apte à caractériser les atteintes directes et indirectes au système. L’enjeu global est de mettre en exergue l’apport d’une telle méthode pour la gestion des risques urbains, en contribuant ainsi à la résilience globale des villes face à des risques d’inondation. [Termes IGN] zone urbaineRésumé : (auteur) To comprehensively study and better understand urban dynamic processes — such as densification, growth and sprawl, or shrinkage — spatio-temporal databases that allow to track changes of geographic objects like buildings and urban blocks are essential. While comprehensive databases exist for contemporary data, they usually lack a historic dimension. The manual constitution of historic geographic data, be it based on historic maps or aerial images, is a time consuming and laborious process, however. Therefore, we present an approach to semi-automatically extract this data from binary topographic maps with regard to built-up areas at urban block level. The suitability of topographic maps for historic urban analysis has been proven in previous research. To overcome the challenges that are inherent in scanned topographic maps in regard to digital image interpretation we designed a modular process. Among others, these challenges include fused and (multi-)fragmented map objects caused by the overlap of competing content layers in one single binary map. After a preliminary separation of individual map object layers from the map content, the process follows a two-stage top-down approach. At first, the map is organized into street blocks, which after that are re-delineated in regard to built-up area. In doing so, we achieve correctness values ranging from 0.97 to 0.93 for three study sites in Germany. With an increasing number of projects that provide historic topographic maps as georeferenced digital data, our process represents a promising approach to efficiently prepare these historic data for integration into a spatio-temporal database with minimal user intervention. [Termes IGN] zone urbaineRésumé : (Auteur) Cet article résume une démarche intégrée visant à évaluer l’exposition humaine et ses variations spatiotemporelles en cas de tsunami dans une zone urbaine littorale en Indonésie, ainsi que la capacité d’évacuation vers des refuges. Ce travail de recherche systématise des méthodes permettant d’estimer l’effectif de population présente à tout moment de la journée, n’importe quel jour de la semaine et de l’année, à une échelle microscopique, dans une zone urbaine. Il se fonde pour cela sur une hypothèse de rythme de vie contrôlant les activités et donc la distribution de la population. L’heure d’arrivée d’un tsunami étant imprévisible, ces informations sont très importantes pour améliorer les programmes de réduction du risque. Cette démarche permet ainsi de dégager des scénarios types de distribution de la population, utilisés ensuite pour évaluer la capacité d’évacuation de ces populations. Le modèle de simulation issu de cette recherche permet de mesurer l’accessibilité des zones refuges selon certains scénarios, et d’établir un diagnostic précis des capacités d’évacuation des civils face au tsunami. [Termes IGN] zone urbaineRésumé : (auteur) An energetical approach is proposed for classification decision fusion in urban areas using multispectral and hyperspectral imagery at distinct spatial resolutions. Hyperspectral data provides a great ability to discriminate land-cover classes while multispectral data,usually at higher spatial resolution, makes possible a more accurate spatial delineation of the classes. Hence, the aim here is to achieve the most accurate classification maps by taking advantage of both data sources at the decision level: spectral properties of the hyperspectral data and the geometrical resolution of multispectral images. More specifically, the proposed method takes into account probability class membership maps in order to improve the classification fusion process. Such probability maps are available using standard classification techniques such as Random Forests or Support Vector Machines. Classification probability maps are integrated into an energy framework where minimization of a given energy leads to better classification maps. The energy is minimized using a graph-cut method called quadratic pseudo-boolean optimization (QPBO) with α-expansion. A first model is proposed that gives satisfactory results in terms of classification results and visual interpretation. This model is compared to a standard Potts models adapted to the considered problem. Finally, the model is enhanced by integrating the spatial contrast observed in the data source of higher spatial resolution (i.e., the multispectral image). Obtained results using the proposed energetical decision fusion process are shown on two urban multispectral/hyperspectral datasets. 2-3% improvement is noticed with respect to a Potts formulation and 3-8% compared to a single hyperspectral-based classification.
