In addition to the high cost of mitigation and damage to property, floods make roads impassable and hamper community evacuation, movement of goods and services, and rescue missions. Knowing the depth of floodwater is critical to the success of response and recovery operations that follow. However, flood mapping especially in urban areas using traditional methods such as remote sensing and digital elevation models (DEMs) yields large errors due to reshaped surface topography and microtopographic variations combined with vegetation bias. This paper presents a deep neural network approach to detect submerged stop signs in photos taken from flooded roads and intersections, coupled with Canny edge detection and probabilistic Hough transform to calculate pole length and estimate floodwater depth. Additionally, a tilt correction technique is implemented to address the problem of sideways tilt in visual analysis of submerged stop signs. An in-house dataset, named BluPix 2020.1 consisting of paired web-mined photos of submerged stop signs across 10 FEMA regions (for U.S. locations) and Canada is used to evaluate the models. Overall, pole length is estimated with an RMSE of 17.43 and 8.61 in. in pre- and post-flood photos, respectively, leading to a mean absolute error of 12.63 in. in floodwater depth estimation. Findings of this research are sought to equip jurisdictions, local governments, and citizens in flood-prone regions with a simple, reliable, and scalable solution that can provide (near-) real time estimation of floodwater depth in their surroundings. We match roads in the onboard images to the reference road vector map, and realize successful localization over areas as large as a whole city. The road network matching problem is treated as a point cloud registration problem under the homography transformation and solved under the hypothesize-and-test framework. To tackle the point cloud registration problem, a global projective-invariant feature is proposed, which consists of two road intersections augmented with their tangents. In addition, we propose the necessary conditions for the features to match. This can reduce the candidate matching features, thus accelerating the search to a great extent. These matching candidates are first “filtered” with the model consistency check in parameter space and then tested with similarity metrics to identify the correct transformation. The experiments show that our method can localize an aerial image over an area larger than 1000 km 2 within several seconds on a single CPU. Given the complexity of the urban scenes, urban remote sensing observation requires data with a high temporal resolution, high spatial resolution, and high spectral resolution. To the best of our knowledge, however, no satellite owns all the above characteristics. Thus, it is necessary to coordinate data from existing remote sensing satellites to meet the needs of urban observation. In this study, we abstracted the urban remote sensing observation process and proposed an urban spatio-temporal-spectral observation model, filling the gap of no existing urban remote sensing framework. In this study, we present four applications to elaborate on the specific applications of the proposed model: 1) a spatio-temporal fusion model for synthesizing ideal data, 2) a spatio-spectral observation model for urban vegetation biomass estimation, 3) a temporal-spectral observation model for urban flood mapping, and 4) a spatio-temporal-spectral model for impervious surface extraction. We believe that the proposed model, although in a conceptual stage, can largely benefit urban observation by providing a new data fusion paradigm. Mobile Mapping System (MMS) equipped with a high-density LiDAR scanner has the possibility to be applied to estimate DBH of roadside trees using point clouds. In this study, we propose a method for detecting roadside trees and estimating their DBHs automatically from MMS point clouds. In our method, point clouds captured using the MMS are mapped on a 2D image plane, and they are converted into a wireframe model by connecting adjacent points. Then, geometric features are calculated for each point in the wireframe model. Tree points are detected using a machine learning technique. The DBH of each tree is calculated using vertically aligned circles extracted from the wireframe model. Our method allows robustly calculating the DBH even if there is a hump at breast height. We evaluated our method using actual MMS data measured in an urban area in Tokyo. Our method achieved a high extraction performance of 100 percent of precision and 95.1 percent of recall for 102 roadside trees. The average accuracy of the DBH was 2.0 cm. These results indicate that our method is useful for the efficient management of roadside trees. [Termes IGN] zone urbaineRésumé : (auteur) Most remote sensing studies of urban areas focus on a single scale, using supervised methodologies and very few analyses focus on the “neighborhood” scale. The lack of multi-scale analysis, together with the scarcity of training and validation datasets in many countries lead us to propose a single fast unsupervised method for the characterization of urban areas. With the FOTOTEX algorithm, this paper introduces a texture-based method to characterize urban areas at three nested scales: macro-scale (urban footprint), meso-scale (“neighbourhoods”) and micro-scale (objects). FOTOTEX combines a Fast Fourier Transform and a Principal Component Analysis to convert texture into frequency signal. Several parameters were tested over Sentinel-2 and Pleiades imagery on Bouake and Brasilia. Results showed that a single Sentinel-2 image better assesses the urban footprint than the global products. Pleiades images allowed discriminating neighbourhoods and urban objects using texture, which is correlated with metrics such as building density, built-up and vegetation proportions. The best configurations for each scale of analysis were determined and recommendations provided to users. The open FOTOTEX algorithm demonstrated a strong potential to characterize the three nested scales of urban areas, especially when training and validation data are scarce, and computing resources limited.
