[Termes IGN] utilisation du solRésumé : (auteur) Recent technologies allowed a major growth of geographical datasets with different levels of detail, different point of views, and different specifications, but on the same geographical extent. These datasets need to be integrated in order to benefit from their diversity. Conflation is one of the solutions to provide integration. Conflation aims at combining data that represent same entities from several datasets, into a richer new dataset. This paper proposes a framework that provides a geometrical conflation that preserves the characteristic shapes of geographic data. The framework is based on least squares adjustment, inspired from least squares based generalization techniques. It does not require very precise pre-matching, which is interesting as automatic matching remains a challenging task. Several constraints are proposed to preserve different kind of shape and relations between features, while conflating data. The framework is applied to a real land use parcels conflation problem with excellent results. The least squares based conflation is evaluated, notably with comparisons with existing techniques like rubber sheeting. The paper also describes how the framework can be extended to other geometrical optimization problems. [Termes IGN] utilisation du solRésumé : (Auteur) Capturing the scope and trajectory of changes in land use and land cover (LULC) is critical to urban and regional planning, natural resource sustainability and the overall information needs of policy makers. Studies on LULC change are generally conducted within peaceful environments and seldom incorporate areas that are politically volatile. Consequently, the role of civil conflict on LULC change remains elusive. Using a dense time stack of Landsat Thematic Mapper images and a hybrid classification approach, this study analysed LULC changes in Kono District between 1986–1991, 1991–2002 and 2002–2007 with the overarching goal of elucidating deviations from typical changes in LULC caused by Sierra Leone's civil war (1991–2002). Informed by social survey and secondary data, this study engaged the drivers that facilitated LULC changes during war and non-war periods in a series of spatial regression models in exploring the interface between civil conflict and LULC change. [Termes IGN] visualisation cartographiqueRésumé : (Auteur) The rate of land consumption is an important factor to be considered within policies on sustainable land use aiming to reduce demand for settlement and traffic areas. As an expression of the political intent to achieve sustainable development, the German government announced to reduce the consumption of open space for settlement or transportation infrastructure significantly by 2020. Progress toward such specific goals can, of course, only be monitored if planning authorities are supplied with up-to-date and precise information on land use. This article presents one approach to the calculation of trends in land use that uses geoprocessing of topographic base data. Among the advantages of this approach are the nationwide availability of data with homogeneous quality and regular mandatory updating by surveying authorities. The spatial analysis of topographic base data is currently a highly automated process, which means geoprocessing procedures can be repeated regularly in order to realize time series. Such systematic monitoring of land use is undertaken by the project Monitor of Settlement and Open Space Development (IOER Monitor). By mid-2013, the fourth time period based on data from 2012 will be available online, ensuring that information on a wide range of land-use types is provided for a time series beginning back in 2006. Thus, the IOER Monitor is a convenient tool for the analysis and monitoring of land use for all administrative units ranging from German municipalities (approximately 12,000 in number) to the country as a whole, as well as for raster cells ranging from 100 m to 10 km. [Termes IGN] utilisation du solRésumé : (Auteur) In modern society, the anthropogenic influences on ecosystems are central points to understand the evolution of our planet. A polarimetric synthetic aperture radar may have a significant contribution in tackling problems concerning land use change, since such data are available with any-weather conditions. Additionally, the discrimination capability can be enhanced by the polarimetric analysis. Recently, an algorithm able to identify targets scattering an electromagnetic wave with any degree of polarization has been developed, which makes use of a vector rearrangement of the elements of the coherency matrix. In the present work, this target detector is modified to perform change detection between two polarimetric acquisitions, for land use monitoring purposes. Regarding the selection of the detector parameters, a physical rationale is followed, developing a new parameterization of the algebraic space where the detector is defined. As it will be illustrated in the following, this space is 6-D complex with restrictions due to the physical feasibility of the vectors. Specifically, a link between the detector parameters and the angle differences of the eigenvector model is obtained. Moreover, a dual polarimetric version of the change detector is developed, in case quad-polarimetric data are not available. With the purpose of testing the methodology, a variety of data sets were exploited: quad-polarimetric airborne data at L-band (E-SAR), quad-polarimetric satellite data at C-band (Radarsat-2), and dual-polarimetric satellite data at X-band (TerraSAR-X). The algorithm results show agreement with the available information about land changes. Moreover, a comparison with a known change detector based on the maximum likelihood ratio is presented, providing improvements in some conditions. The two methodologies differ in the analysis of the total amplitude of the backscattering, where the proposed algorithm does not take this into consideration.
