[Termes IGN] qualité géométrique (image)Résumé : (Auteur) Une expérience de cartographie participative à très haute résolution a été menée dans un projet de développement communal situé dans les régions montagneuses de Haïti. L'approche participative est utilisée pour analyser une image du satellite Ikonos à très haute résolution (THR). Cette expérience est réalisée dans les différentes sections communales après une rapide opération de formation et de sensibilisation. En trois jours les 15000 ha de la commune sont photo-interprétés par les villageois à l'échelle 1/10 000 sur deux thèmes : l'occupation des sols et la fertilité des sols. Ces thèmes sont légendés en dénomination vernaculaire. La photo-interprétation peut être digitalisée le jour même pour produire des statistiques et visualiser le produit cartographique. Cette expérience montre que l'imagerie à très haute résolution apporte une information détaillée sur la diversité du territoire et qu'elle est facilement lisible par les villageois. L'approche utilisée, avec successivement sensibilisation, formation, participation, et restitution s'avère efficace et facile à mettre en oeuvre avec l'appui d'un spécialiste en approche participative. Le contenu thématique des cartes que nous obtenons synthétise les connaissances des habitants de leur territoire, et il est de fait très riche d'informations. Si la précision des tracés n'est pas excellente, les limites des unités cartographiques peuvent aisément être corrigées a posteriori. Enfin, nous proposons des améliorations pour réaliser la cartographie participative de façon digitale et interactive. A la suite de cette cartographie, d'autres opportunités apparaissent pour valoriser l'image satellitale THR, en particulier dans la planification. Une planification participative à très haute résolution déboucherait en effet sur une identification et une localisation précises des actions à entreprendre sur le terrain, et sur la mise en place d'un système de suivi-évaluation de ces actions sur l'ensemble du territoire de la commune. What technologies and organisational approaches work best in its provision? What are the social and environmental impacts of GIS and public participation in it? How can GIS be usefully implemented and developed? Geographic Information Systems (GIS) and its related technologies are beginning to have a significant impact on the communities which use them. A number of issues are emerging which are of concern to academics, professionals, and community users of GIS, and these are also seen in the broader GIS and society debates on the relationships between communities, Geographic Information Technology (GIT) and public policy. Information technology is significantly affecting society, and often to the disadvantage of low income and marginalized communities. Yet there are many instances in the US and around the world where communities have used this technology advantageously. A good deal of this book reflects on public participation in GIS concepts, best practices and constraints and opportunities - and in addition it presents detailed case studies and provides models that can be replicated by other communities. There is a focus on the conceptual and practical issues arising from the intersection of GIS with participant communities. This book is an advancement of the discussions that arose in a Varenius workshop sponsored by the NCGIA (National Center for Geographic Information and Analysis), and based on the "Empowerment, Marginalization and Public Participation Geographic Information Systems" initiative.
