Management decisions, such as thinning intensity and type of understory treatment, influence competition for water resources and amount of fuel available. While heavy thinning effectively reduces tree water stress and intensity of a crown fire, the duration of these benefits may be limited by a fast growth response of the understory. Our aim was to study the effect of forest structure on pine forests vulnerability to extreme drought events and on the potential wildfire behaviour after management, with a special focus on the role of the understory. In three sub-Mediterranean sites of NE Spain dominated by Pinus nigra, two intensities of thinning (light: aiming at 70–75% canopy cover; and heavy: aiming at 50–60% canopy cover) followed by two understory treatments (mechanical only and mechanical plus prescribed burning) were applied, resulting in four differently managed stands plus an untreated control per site. Four to five years after management, we measured forest structure (overstory in one 314 m2 circular plot and understory in 20 quadrats of 1 m2 per treatment unit) and fuel load (in two 10 m transects per treatment unit) and simulated water balance and fire behaviour under extreme weather conditions. Understory contribution was assessed comparing the real structure with a virtual forest stand where understory vegetation equalled the one of the untreated control. Our results suggest that the resulting mid-term structure following treatments effectively reduced water stress and fire behaviour compared with untreated control, and that the most effective treatments were the ones where prescribed burning was applied after light or heavy thinning. While understory clearing contributes to increase the resistance to both disturbances, an additive effect of burning the debris reduced the vulnerability to drought and wildfires after treatments. Our study highlights the importance of managing the understory to further increase forest resistance to both disturbances. [Vedettes matières IGN] ForesterieRésumé : (auteur) The use of prescribed fire has been on the rise in recent years owing to its effectiveness in surface fuel reduction, its implementation cost, and the possibility of firefighter training. However, greater knowledge regarding the effects of fire on woodlands is required by forest managers. Scorch height and scorch volume are the most widely used variables for evaluating the effects of burning on trees. This study proposes a scorch height model for the prescribed fires of pine stands in Southern Europe. Although the two main variables of the existing models (fire-line intensity and air temperature) were considered, our model achieved a coefficient of determination of 89% with the incorporation of the canopy base height. A decision tree for scorch volume was also developed using the three independent variables. The presence of canopy gaps in the lower, mid-, and upper slopes resulted in significant differences in the scorch height. The scorch height increased between 0.33 m and 2.08 m because of the canopy gaps in the upper slope. These findings can play an important role in the implementation and improvement of prescribed burn windows. Prescribed burning interventions might play an important role in this context, as in some situations, it has been suggested that it can reduce overall fire emissions. In this study, the potential economic benefits associated with the practice are analyzed for five Mediterranean countries. Despite the uncertainty in the estimates, the results suggest that under some circumstances these interventions can be cost-effective from a carbon management perspective.
Context: Wildland fires are becoming a major concern for many European countries and are expected to become more prevalent due to climate change, affecting societies, ecosystems, and various ecosystem services provided by forests that are not valued by traditional markets, such as carbon sequestration.
Aims: The objective of this study is to evaluate the possibility of using carbon taxation to fund fire management measures in Mediterranean countries.
Methods: The analysis is done by converting prescribed burning savings in carbon emissions into their economic value. This is performed for France, Greece, Italy, Spain, and Portugal, which is studied in more detail, since the country has a National Prescribed Burning Program (NPBP) and a specific tax on carbon in place.
Results: The results indicate that most countries could potentially have benefits in the order of millions of euros from employing prescribed burning measures. In Portugal, NPBP has the potential to be a relevant policy instrument to reduce wildfire emissions, as well as economically since the carbon emissions savings can outweigh the prescribed burning costs in some circumstances. Also, the revenue from the country’s Addition Tax on Carbon Emissions would be able to accommodate the foreseen prescribed burning costs.
Conclusion: There are still many uncertainties regarding the benefits of prescribed burning in terms of overall emission reductions, and more studies should be conducted on this topic. However, as the price of carbon rises in the markets and climate change becomes a more pressing concern, even small emissions reductions might be economically interesting. The analysis revealed a more rapid rate of spectral signal recovery than what was found in previous investigations in boreal and temperate forests. Context: The rate of post-disturbance vegetation recovery is an important component of forest dynamics. Aims: In this study, we analyze the recovery of the spectral signal from forest clearcut areas in Mediterranean conditions when the coppice system of forest management is applied. Methods:
We used LTS surface reflectance data (1999–2015). We generated an annual reference database of clearcuts using visual interpretation and local forest inventory data, and then derived the Normalized Difference Vegetation Index (NDVI) and Normalized Burn Ratio (NBR) spectral trajectories for these clearcuts. From these spectral trajectories, we calculated the Years to Recovery or Y2R, the number of years it takes for a pixel to return to within a specified threshold (i.e., 70%, 80%, 90%, 100%) of its pre-disturbance value. Spectral recovery rates were then corroborated using measures of canopy height derived from airborne laser scanning (ALS) data. Results: The coppice system is associated with rapid recovery rates when compared to rates of recovery from seeds or seedlings in temperate and boreal forest conditions. We found that the Y2R derived from the spectral trajectories of post-clearcut NBR and NDVI provided similar characterizations of rapid recovery for the coppice system of forest management applied in our study area. The ALS measures of canopy height indicated that the Y2R metric accurately captured the rapid regeneration of coppice systems. Conclusion: The rapid rate of spectral recovery associated with the coppice system is 2–4 years, which contrasts with values reported in boreal and temperate forest environments, where spectral recovery was attained in approximately 10 years. [Vedettes matières IGN] Inventaire forestierRésumé : (auteur) Frequency distributions of tree diameters are a powerful tool for analyzing changes of tree populations in large areas. We analyzed the densities and mean volume estimates of trees in different size classes for the Finnish forests over the time-span of the National Forest Inventories (1921–2013). The results display a general increase in trees in all size classes, species group and geographical area, mainly after the 1970s. The densities of medium- and large-sized conifers showed large increases in the southern boreal subzone, spruces even more than pines. Small- to medium-sized pines have increased in the middle and northern boreal subzones. The shifts in growing stock are related to changing land use, resulting from the development of the society. The low quantities of both growing stock and large trees during the 1920s reflect a poor initial state of forests. Several land use forms of the former agriculture-based society were detrimental to forests, including slash and burn agriculture, cattle grazing and tar production. The pressure from alternative land use forms was stronger in southern Finland, where the population density (people per km2) is much higher. Between 1971 and 2013, the changes in size-class structure can be attributed mainly to intensified silviculture boosted by actions of the Finnish governments, including both legislation and financial support for management activities. Not only the development of growing stock has exceeded expectations, but the increase has also concentrated in the economically valuable trees in the large size classes.
