[Termes descripteurs IGN] zone d'intérêtRésumé : (Auteur) Up-to-date cadastral maps are crucial for urban planning. Creating those maps with the classical geodetic methods is expensive and time-consuming. Emerge of Unmanned Aerial Vehicles (UAV) made a possibility for quick acquisition of data with much more details than it was possible before. The topic of the research refers to the challenges of automatic extraction of building footprints on high-resolution orthophotos. The objectives of this study were as follows: (1) to test the possibility of using different publicly available datasets (Tanzania, AIRS and Inria) for neural network training and then test the generalisation capability of the model on the Area Of Interest (AOI); (2) to evaluate the effect of the normalised digital surface model (nDSM) on the results of neural network training and implementation. Evaluation of the results shown that the models trained on the Tanzania (IoU 36.4%), AIRS (IoU 64.4%) and Inria (IoU 7.4%) datasets doesn't satisfy the requested accuracy to update cadastral maps in study area. Much better results are achieved in the second part of the study, where the training of the neural network was done on tiles (256x256) of the orthophoto of AOI created from data acquired using UAV. A combination of RGB orthophoto with nDSM resulted in a 2% increase of IoU, achieving the final IoU of over 90%. To understand the functions and impacts of a cadastral system one needs to understand its development. The Norwegian cadastral system has its origins in the 1600s and is defined as a German-style cadastral system. In the early 1800s, an economic survey was initiated in the kingdom of Denmark-Norway to modernise the tax cadastres. After the defeat in the Napoleonic wars, Norway entered into a union with Sweden in 1814 and the survey was stopped. Consequently, cadastral mapping would not be introduced in Norway until 1960, and at that time photogrammetric methods with poor quality control were used. Land subdivisions were undertaken by laymen until 1980. The paper describes cadastral development in Norway, challenges that have arisen and how they can be addressed. Measures to improve the system are proposed. [Termes descripteurs IGN] système d'information foncièreRésumé : (Auteur) The main aim of this paper is to document the gradual evolution of cadastral maps and associated land books in the area of today’s Austria as well as the more dramatic development of the cadastral system in Galicia (Poland). The continuous development of the Austrian system is compared to the more gradual evolution of the Polish system, the development of which was more complex because of the historical and political developments in this country’s turbulent past. However both systems have common roots with the Franciscan Cadastre. The investigation is based on development of the legal instruments, the institutional settings, the technical procedures, and the final products of the respected countries. The comparison of the development in the two countries and the results of the investigated quality assessment of cadastral maps clearly document that the smooth development of a cadastre requires a stable political situation. The Austrian cadastre had already almost finished the period of consolidation, harmonization, and completion in 1938. This allowed a new area of further development to evolve after 1945. In Poland, the unfinished tasks of homogenization and harmonization in 1939 and the significant changes in the political system in 1945 delayed consolidation, harmonization, and completion of the cadastral system and impeded the continuous development of the system for the next decades. Human drivers solve this problem typically by having a deeper understanding of the scene. The technical equivalent of this is to provide a hazard map, which serves as a prior for self-driving cars, enabling them to adjust driving speed and processing thresholds.
In this paper, we present a method to derive such a hazard map using lidar mobile mapping. Pedestrians and cyclists are obtained from a sequence of point clouds by segmentation and classification. Their locations are then accumulated in a grid map, which serves as a "heat map" for possible hazardous situations. To demonstrate our approach, we generated a map using lidar mobile mapping, obtained by twelve measurement campaigns in Hanover (Germany).
