[Termes IGN] qualité des donnéesRésumé : (auteur) This paper is based on our earlier paper (Ruiz-Lendínez et al., 2013) of this work and its new contribution is to develop a point-based methodology for the automatic assessment of positional and geometric components of spatial data. The starting point for our approach is the set of homologous polygons obtained according to the methodology developed in Ruiz-Lendínez et al. (2013). From these pairs of polygons, we first have identified and computed homologous points using a metric for comparing polygonal shapes defined by Arkin et al. (1991) and then we have applied a point-based standard developed for assessing the positional accuracy of spatial data. Specifically, we have employed the National Standard Spatial Data Accuracy (NSSDA) standard. The results obtained demonstrate the viability of this point-based evaluation and its potential compared to traditional methods. [Termes IGN] système d'extension au solRésumé : (auteur) Satellite measurements become competitive in many tasks of engineering surveys, however, in many requiring applications possibilities to apply such solutions are still limited. The possibility to widely apply satellite technologies for displacements measurements is related with new challenges; the most important of them relate to increasing requirements concerning the accuracy, reliability and continuity of results of position determination. One of the solutions is a ground augmentation of satellite network, which intention is to improve precision of positioning, ensure comparable accuracy of coordinates and reduce precision fluctuations over time. The need for augmentation of GNSS is particularly significant in situations: where the visibility of satellites is poor because of terrain obstacles, when the determined position is not precise enough or a satellites constellation does not allow for reliable positioning. Ground based source/sources of satellite signal placed at a ground, called pseudosatellites, or pseudolites were intensively investigated during the last two decades and finally were developed into groundbased, time-synchronized transceivers, that can transmit and receive a proprietary positioning signal. The paper presents geometric aspects of the ground based augmentation of the satellite networks using various quality measures of positioning geometry, which depends on access to the constellation of satellites and the conditions of the observation environment. The issue of minimizing these measures is the key problem that allows to obtain the position with high accuracy. For this purpose, the use of an error ellipsoid is proposed and compared with an error ellipse. The paper also describes the results of preliminary accuracy analysis obtained at test area and a comparison of various measures of the quality of positioning geometry. [Termes IGN] navigation pédestreRésumé : (Auteur) This article presents an overview of a research project focusing on improving the usability of pedestrian navigation systems by following a User-Centered Design (UCD) approach. One of the main problems with those systems is how to adequately support and enhance the spatial interactions of a traveler to new urban areas, which is crucial for successful self-orienting and wayfinding. The methodology employed allows for conceptualizing, implementing and evaluating research prototypes that aim to satisfy the special user requirements. Outlined in this article are the techniques designed and integrated in the developed prototype, the methods used for their evaluation through field-based studies and the challenges encountered during this process. New techniques with a measurable impact on the effectiveness, efficiency and satisfaction of navigation were tested and found to dramatically enhance the sense of personal geo-identification in new places. Examples of those techniques are landmark visibility indication, multi-path routing based on time availability, multi-perspective landmark photos and reverse overview + detail maps. Overall, the outcomes of this research verify the capacity of UCD to help overcoming current usability issues with pedestrian navigation systems. By demonstrating an effective UCD methodology and discussing the lessons learned, we intend to aid the development of next generation navigation appliances. While in the private sector inefficiency often leads to higher prices, loss of competitiveness, and loss of business, in the public sector inefficiency in service provision does not necessarily lead to immediate changes. In many cases, it is not an entirely easy task to analyze a particular service as appropriate data may be difficult to obtain and hidden in detailed budgets. In this paper, we develop an integrative approach that uses cyber search, Geographic Information System (GIS), and spatial optimization to estimate the spatial efficiency of fire protection services in Los Angeles (LA) County. We develop a cyber-search process to identify current deployment patterns of fire stations across the major urban region of LA County. We compare the results of our search to existing databases. Using spatial optimization, we estimate the level of deployment that is needed to meet desired coverage levels based upon the location of an ideal fire station pattern, and then compare this ideal level of deployment to the existing system as a means of estimating spatial efficiency. GIS is adopted throughout the paper to simulate the demand locations, to conduct location-based spatial analysis, to visualize fire station data, and to map model simulation results. Finally, we show that the existing system in LA County has considerable room for improvement. The methodology presented in this paper is both novel and groundbreaking, and the automated assessments are readily transferable to other counties and jurisdictions. [Termes IGN] qualité des donnéesRésumé : (Auteur) Pansharpening is the process of fusing a high-resolution panchromatic image and a low-spatial-resolution multispectral image to yield a high-spatial-resolution multispectral image. This is a typical ill-posed inverse problem, and in the past two decades, many methods have been proposed to solve it. Still, there is no general consensus on the best way to quantitatively evaluate the spectral and spatial quality of the fused image. In this paper, we compare the two most widely used and accepted methods for quality evaluation. The first method is the verification of the synthesis property which states that the fused image should be as identical as possible to the multispectral image that the sensor would observe at a higher resolution. This is impossible to verify unless the observed images are spatially degraded so that the original observed multispectral image can be used as reference. The second method is to use metrics that do not use a reference, such as the quality no reference (QNR) metrics. However, there is another property, i.e., the consistency property, which states that the fused image reduced to the resolution of the original multispectral image should be as identical to the original image as possible. This has generally been considered a necessary condition that does not have to imply correct fusion. Using real WorldView-2 and QuickBird data and a total of 18 component substitution and multiresolution analysis methods, we demonstrate that the consistency property can indeed be used to give reliable assessment of the relative performance of pansharpening methods and is superior to using the QNR metrics.
