[Termes IGN] zone à risqueRésumé : (auteur) We present a procedure for assessing the urban exposure and seismic vulnerability that integrates LiDAR data with aerial images from the Spanish National Plan of Aerial Orthophotography (PNOA). It comprises three phases: first, we segment the satellite image to divide the study area into different urban patterns. Second, we extract building footprints and attributes that represent the type of building of each urban pattern. Finally, we assign the seismic vulnerability to each building using different machine-learning techniques: Decision trees, SVM, logistic regression and Bayesian networks. We apply the procedure to 826 buildings in the city of Lorca (SE Spain), where we count on a vulnerability database that we use as ground truth for the validation of results. The outcomes show that the machine learning techniques have similar performance, yielding vulnerability classification results with an accuracy of 77%–80% (F1-Score). The procedure is scalable and can be replicated in different areas. This is particularly relevant in Spain, where more than seven hundred towns have to develop seismic risk studies in the years to come, according to the General Direction of Civil Protection and Emergencies. It is especially interesting as a complement to conventional data gathering approaches for disaster risk applications in cities where field surveys need to be restricted to certain areas, dates or budget. Obtaining information from satellite images is difficult since all the objects and their surroundings are presented with feature complexity. The shadows cast by buildings in urban scenes can be processed and used for estimating building heights. Thus, a robust and accurate building shadow detection process is important. Region-based active contour models can be used for satellite image segmentation. However, spectral heterogeneity that usually exists in satellite images and the feature similarity representing the shadow and several non-shadow regions makes building shadow detection challenging. In this work, a new automated method for delineating building shadows is proposed. Initially, spectral and spatial features of the satellite image are utilized for designing a custom filter to enhance shadows and reduce intensity heterogeneity. An effective iterative procedure using intensity differences is developed for tuning and subsequently selecting the most appropriate filter settings, able to highlight the building shadows. The response of the filter is then used for automatically estimating the radiometric property of the shadows. The customized filter and the radiometric feature are utilized to form an optimized active contour model where the contours are biased to delineate shadow regions. Post-processing morphological operations are also developed and applied for removing misleading artefacts. Finally, building heights are approximated using shadow length and the predefined or estimated solar elevation angle. Qualitative and quantitative measures are used for evaluating the performance of the proposed method for both shadow detection and building height estimation. However, based on traditional techniques, the analysis of the intensity ans spatial pattern of urban land use is, in most cases, based only on the lateral extent of built-up lands (two-dimensional). The increasing availability of geospatial data, such remote sensing satellite imageries and digital surfaces models, provides an opportunity for the integration of the third dimension in urban analysis, i.e. height of urban features such as high-rise buildings, into urban studies, and thus enables the estimation of the so-called urban volume. This study introduces a geospatial technique for estimating urban volume, focusing on the use of a digital surface model (DSM) derived from Alos PRISM data. It also presents a method for deriving a digital terrain model (DTM) from a DSM. The proposed technique was tested in Makati City, Metro Manila, Philippines. Overall, the results show that the proposed technique is capable of taking into consideration the height dimension in urban analysis. The proposed two-step grid-based method for deriving a DTM from DSM is also implementable and promising. In this method, there is a need to calibrate the size of the mesh for identifying the pixels or points to be used in DTM interpolation. This is because different mesh size can produce subtantially different DTMs, suface feature height values and urban volumes estimates. Les méthodes traditionnelles de traitement des données LiDAR pour la détection des édifices exigent des données à résolution spatiale élevée et des algorithmes sophistiqués. D'autre part, les photos aériennes fournissent de l'information spectrale continuelle sur les édifices. Toutefois, l'exactitude des limites des édifices classifiés obtenues à partir des photos aériennes est restreinte lorsque les toits des édifices et leurs environnements partagent des caractéristiques spectrales analogues. Cet article élabore une approche statistique qui peut intégrer des variables de caractéristiques dérivées de points clairsemés LiDAR et des photos aériennes pour détecter les édifices en estimant la hauteur des objets et en identifiant des groupes de hauteur similaire. Dans cet article, l'approche choisit une méthode de régression locale, nommée régression géographique pondérée, pour tenir compte des variations locales de la hauteur de la surface de l’édifice. Dans le modèle de régression géographique pondérée, les données LiDAR fournissent l'information sur la hauteur des objets spatiaux, qui est la variable dépendante, alors que les valeurs de luminosité des bandes visibles des photos aériennes servent de variables indépendantes. Le modèle de régression géographique pondérée établi estime la hauteur à chaque pixel en se basant sur les valeurs de hauteur des pixels environnants en considérant les distances entre les pixels de même que les similitudes entre leurs valeurs de luminosité dans les bandes visibles. Les groupes de pixels contigus ayant des valeurs estimées de hauteur plus élevées se distinguent des routes avoisinantes ou des autres surfaces. Une étude de cas est réalisée pour évaluer le rendement de la méthode proposée. On note que l'exactitude de la méthode statistique proposée est meilleure que celle produite par la classification d'image des photos aériennes seulement ainsi que celle par l'extraction des édifices des données LiDAR seulement. Les résultats démontrent que cette méthode simple et efficace peut être très utile pour la détection automatique des édifices dans les zones urbaines. L'approche peut être surtout utile pour l’étude des zones urbaines où des données de haute résolution, plus adéquates bien que coûteuses, ne sont pas disponibles.
