[Termes IGN] spatiocarteRésumé : (Auteur) This paper describes how multisource satellite data and efficient image analysis may successfully be used to conduct rapid-mapping tasks in the domain of disaster and crisis-management support. The German Aerospace Center (DLR) has set up a dedicated crosscutting service, which is the so-called "Center for satellite-based Crisis Information" (ZKI), to facilitate the use of its Earth-observation capacities in the service of national and international response to major disaster situations, humanitarian relief efforts, and civil security issues. This paper describes successful rapid satellite mapping campaigns supporting disaster relief and demonstrates how this technology can be used for civilian crisis-management purposes. During the last years, various international coordination bodies were established, improving the disaster-response-related cooperation within the Earth-observation community worldwide. DLR/ZKI operates in this context, closely networking with public authorities (civil security), nongovernmental organizations (humanitarian relief organizations), satellite operators, and other space agencies. This paper reflects on several of these international activities, such as the International Charter Space and Major Disasters, describes mapping procedures, and reports on rapid-mapping experiences gained during various disaster-response applications. The example cases presented cover rapid impact assessment after the Indian Ocean Tsunami, forest fires mapping for Portugal, earthquake-damage assessment for Pakistan, and landslide extent mapping for the Philippines. [Termes IGN] superposition d'imagesRésumé : (Auteur) This paper presents the Automatic Registration of Remote-Sensing Images (ARRSI); an automatic registration system built to register satellite and aerial remotely sensed images. The system is designed specifically to address the problems associated with the registration of remotely sensed images obtained at different times and/or from different sensors. The ARRSI system is capable of handling remotely sensed images geometrically distorted by various transformations such as translation, rotation, and shear. Global and local contrast issues associated with remotely sensed images are addressed in ARRSI using control-point detection and matching processes based on a phase-congruency model. Intensity-difference issues associated with multimodal registration of remotely sensed images are addressed in ARRSI through the use of features that are invariant to intensity mappings during the control-point matching process. An adaptive control-point matching scheme is employed in ARRSI to reduce the performance issues associated with the registration of large remotely sensed images. Finally, a variation on the Random Sample and Consensus algorithm called Maximum Distance Sample Consensus is introduced in ARRSI to improve the accuracy of the transformation model between two remotely sensed images while minimizing computational overhead. The ARRSI system has been tested using various satellite and aerial remotely sensed images and evaluated based on its accuracy and computational performance. The results indicate that the registration accuracy of ARRSI is comparable to that produced by a human expert and improvement over the baseline and multimodal sum of squared differences registration techniques tested. [Termes IGN] surface de la merRésumé : (Auteur) Rain cells and rain bands over the South China Sea off the coast of Hong Kong are studied by using multi-sensor satellite and ground-based meteorological data. These include synthetic aperture radar (SAR) images acquired by the Advanced Synthetic Aperture Radar (ASAR) onboard the European ENVISAT satellite, weather radar images from the Hong Kong Observatory (HKO), rain rate data acquired by the Special Sensor Microwave Imager (SSM/I) sensor onboard the F15 satellite of the American Defense Meteorological Satellite Program (DMSP) and the rain sensors onboard the Tropical Rainfall Measurement Mission (TRMM) satellite, cloud image of GOES-9 satellite, sea surface wind maps acquired by the scatterometer onboard the QUIKSCAT satellite, and meteorological data from weather stations in Hong Kong. Three rain events, typical of Hong Kong, are studied. The first event consists of a cluster of rain cells associated with the summer monsoon, the second one of rain cells aligned in a rain band generated by an upper-air trough, and the third one consists of small rain cells embedded in a cold front. It is shown that ASAR images, which have a resolution of 30 m in the Image Mode (IM) and 150 m resolution in the Wide Swath Mode (WSM), yield much more detailed information on the spatial structure of rain events over the ocean than data obtained from SSSM/I and the rain sensors onboard the TRMM satellite. The precipitation radar (PR) onboard TRMM, which is the rain measuring instrument flown in space with the next best resolution, has a resolution of only 4 km. However, the disadvantage of SAR is that it is sometimes difficult to identify SAR signatures visible on SAR images of the sea surface unambiguously as caused by rain events. By comparing SAR images with simultaneously acquired weather radar images of the Hong Kong Observatory, a better knowledge of radar signatures on SAR images resulting from rain events over the ocean is obtained. This knowledge then helps greatly in detecting rain events on SAR images which are acquired over ocean areas, which are not in the reach of weather radar stations. SAR images containing radar signature of rain events allow a much more detailed study of fine-scale structures of rain events over the World’s ocean, in particular of clusters of rain cells, than any other sensor presently flown in space. [Termes IGN] signature spectraleRésumé : (Auteur) This paper aims at demonstrating the possibility of merging data from various medium-resolution spaceborne sensors to produce a consistent time series of surface bidirectional reflectance distribution function (BRDF) and albedo products. The spectral, directional, temporal, and spatial aspects of the multisensor fusion are presented. Emphasis is then given on the spectral normalization for the fusion of Medium Resolution Imaging Spectrometer Instrument (MERIS) data with Moderate Resolution Imaging Spectroradiometer (MODIS) and VEGETATION (VGT) data. Two methods are evaluated: a simple statistical method, which relies on a linear regression using all the available spectral bands, and a more innovative method called the spectral mode method, which is based on the restitution of the surface spectral signature by a combination of universal spectral functions. Analysis with Airborne Visible/Infrared Imaging Spectrometer (AVIRIS) hyperspectral data and satellite products reveals that the spectral mode method is more efficient. This approach is used to merge top-of-canopy bidirectional reflectances from MERIS and VGT for the restitution of BRDF and albedo over a subset of West Africa. Compared to the products obtained with MERIS alone, the fusion with VGT demonstrates an improvement of the spatial coverage and a reduction of product uncertainty by about a third. Dans le cas spécifique des pays de la ceinture tropicale, la conjonction de la complexité et de la dynamique des unités paysagères, de la nébulosité fréquente, et souvent, de 1'absence de politique nationale adéquate en matière d'information géographique constitue un handicap majeur pour réaliser des infrastructures d'information géographique homogènes, actualisées et de qualité. Dans la plupart de ces pays en développement, les dernières révisions des cartes générales à vocation topographique disponibles datent de 30 ans à une échelle de 17200 000, de 45 ans à une échelle de 1750 000 et de 20 ans à une échelle de 1 725 000. Les présents travaux de recherche ont pour objectif de contribuer a 1'elaboration d'une méthodologie généralisable de production et de réactualisation de cartes générales et de bases de données géographiques en milieu tropical à base d'imagerie satellitaire, a travers des exemples d'applications thématiques diversifies (gestions d'environnement côtier (Guyane française) et d'inondation (Sénégal), études epidémiologiques en milieu rural (Nord Cameroun) et en milieu urbain (Niamey, Niger)). L'approche cartographique spatiale, jugée moins coûteuse en temps et en ressources humaines, se justifie, en raison des difficultés techniques, logistiques et financières de mise en oeuvre d'une campagne de photographie aérienne classique dans les pays en développement. Par ailleurs, les systèmes satellitaires assurent une couverture rapide, fréquente, homogène, à moindre coût sur des grandes superficies, et en tout temps dans le cas particulier des capteurs Radar. Ces derniers deviennent complémentaires aux capteurs optiques en cas de couverture nuageuse, et nécessaires lorsque cette couverture nuageuse est quasi-permanente comme en Guyane fran9aise. Cependant, l'exploitation des images satellitaires n'est pas instinctive, en particulier les images satellitaires radar. II est donc nécessaire de mettre en place une méthodologie simple, fiable et rigoureuse afin de produire des données cartographiques de qualité, compatibles et répondant aux besoins des utilisateurs. L'application méthodologique consiste à évaluer le potentiel des capteurs satellitaires, Radar (SAR ERS, ASAR ENVISAT, différents modes d'incidence et de polarisation de ASAR ENVISAT) et Optiques (SPOT, Landsat) et à extraire les types d'occupation du sol des images satellitaires. Après avoir effectué des pré-traitements radiométriques (calibration radiométrique) et géométriques (géoréferencement), une analyse des signatures spectrales radar et optiques de types d'occupation de sol a été menée respectivement en fonction de la saison, du type de capteur, de l'angle d'incidence et de la polarisation dans le cas des images radar (SAR ERS et ASAR ENVISAT) et des conditions climatiques et environnementales dans le cas des images satellitaires optiques (SPOT). Ensuite, les techniques de photo-interprétation et de classification ont permis d'extraire les formes géométriques des principaux objets géographiques des sites d'étude. Un algorithme de simplification de données vectorielles issues de la technique de classification a été implanté pour filtrer leurs formes géométriques entachées de marches en escalier et les rendre propres.
