[Termes IGN] système d'information géographiqueRésumé : (auteur) In this era of climate change and global warming, forest fires are increasing around the world and especially in areas with arid and semi-arid climate. Hence, prevention is vital and it is considered as the best solution to protect forest areas. This paper presents a multi-criteria approach for the assessment and mapping of fire risk using three indicators: topomorphology index, climatic index, and human one. For each indicator, sub-indicators such as slope, morphology, exposure, number of fires, groundwater reserve, and evapotranspiration are chosen to generate a forest fire risk index in Bizerte region. Spatial data on all these indicators have been aggregated and organized in a geographic information system (GIS) framework. Results show that 33% of the total area of Bizerte forest is highly vulnerable to fire risk and an increasing of risk from 2013 to 2016. Sensitivity analyses indicated that the removal of the climatic (ICL) and the human indexes (HI) from the forest fire risk index causes large variation in the risk assessment. As a consequence, it should have higher weights than other indicators, which proves that triggering of wildfires is in the whole part caused by human activities and accelerated by climatic conditions. The remote sensing approach using NBR index confirms that severity of burned area increases throughout the time and the most changes are observed in the Northeast of Bizerte forest. These results can serve as a planning tool for decision makers to save the lives of residents and forest resources. [Termes IGN] surveillance hydrologiqueRésumé : (auteur) This paper presents an improved method of using threshold of peak rainfall intensity for robust flood/flash flood evaluation and warnings in the state of São Paulo, Brazil. The improvements involve the use of two tolerance levels and the delineating of an intermediate threshold by incorporating an exponential curve that relates rainfall intensity and Antecedent Precipitation Index (API). The application of the tolerance levels presents an average increase of 14% in the Probability of Detection (POD) of flood and flash flood occurrences above the upper threshold. Moreover, a considerable exclusion (63%) of non-occurrences of floods and flash floods in between the two thresholds significantly reduce the number of false alarms. The intermediate threshold using the exponential curves also exhibits improvements for almost all time steps of both hydrological hazards, with the best results found for floods correlating 8-h peak intensity and 8 days API, with POD and Positive Predictive Value (PPV) values equal to 81% and 82%, respectively. This study provides strong indications that the new proposed rainfall threshold-based approach can help reduce the uncertainties in predicting the occurrences of floods and flash floods. Landslide hazards are widely spread all over the world and, as such, mapping the relevant susceptibility levels is in constant research and development. As a result, numerous modelling techniques and approaches have been adopted by scholars, implementing these models at different scales and with different terrains, in search of the best-performing strategy. Nevertheless, a direct comparison is not possible unless the strategies are implemented under the same environmental conditions and scenarios. The aim of this work is to implement three statistical-based models (Statistical Index, Logistic Regression, and Random Forest) at the basin scale, using various scenarios for the input datasets (terrain variables), training samples and ratios, and validation metrics. A reassessment of the original input data was carried out to improve the model performance. In total, 79 maps were obtained using different combinations with some highly satisfactory outcomes and others that are barely acceptable. Random Forest achieved the highest scores in most of the cases, proving to be a reliable modelling approach. While Statistical Index passes the evaluation tests, most of the resulting maps were considered unreliable. This research highlighted the importance of a complete and up-to-date landslide inventory, the knowledge of local conditions, as well as the pre- and post-analysis evaluation of the input and output combinations. [Termes IGN] variation saisonnièreRésumé : (auteur) This study applied GIS-based statistical analytic techniques to investigate the influence of accident Severity Index (SI) on temporal-spatial patterns of accident hotspots related to the specific time intervals of day and seasons. Road Traffic Accident (RTA) data in 3 years (2015 − 2017) in Hanoi, Vietnam were used to analyze and test this approach. Firstly, the RTA data were divided into four seasons in accordance with Hanoi’s weather conditions and the time intervals such as the daytime, nighttime, or peak hours. Then, the Kernel Density Estimation (KDE) method was applied to analyze hotspots according to the time intervals and seasons. Finally, the results were presented by using the comap technique. This study considered both analyses with and without SI. The accident SI measures the seriousness of an accident. The approach method is to give higher weights to the more serious accidents, but not with the extremely high values calculated on a direct rate to the accident expenditures. The results showed that both analyses determined the relatively similar hotspots, but the rankings of some hotspots were quite different due to the integration of SI. It is better to take into account SI in determining RTA hotspots because the gained results are more precise and the rankings of hotspots are more accurate. From there, the traffic authorities can easily understand the causes behind each accident and provide reasonable solutions to solve the most dangerous hotspots in case of limited budget and resources appropriately. This is also the first study about this issue in Vietnam, so the contribution of the article will help the traffic authorities easily solve this problem not only in Hanoi but also in other cities. This challenge is addressed by a novel methodology that allows us to evaluate road safety from Mobile LiDAR System data, taking advantage of the road alignment due to its influence on the accident rate. Automation is obtained through an inductive reasoning process based on a decision tree that provides a potential risk assessment. To achieve this, a 3D point cloud is classified by an iterative and incremental algorithm based on a 2.5D and 3D Delaunay triangulation, which apply different algorithms sequentially. Next, an automatic extraction process of road horizontal alignment parameters is developed to obtain geometric consistency indexes, based on a joint triple stability criterion. Likewise, this work aims to provide a powerful and effective preventive and/or predictive tool for road safety inspections. The proposed methodology was implemented on three stretches of Spanish roads, each with different traffic conditions that represent the most common road types.
