[Termes IGN] risque technologiqueRésumé : (Editeur) Les termes " risque " et " catastrophe " désignent une potentialité et une réalité qui ne se recouvrent pas. Le risque, persistant et étendu dans l'espace, se différencie de la catastrophe, la plus souvent brève et dont les formes spatiales sont complexes. Cet ouvrage compare les risques et les catastrophes d'origine naturelle, technique, du vivant et sociopolitique. Il fait éclater les distinctions traditionnelles qui séparent le domaine physique du champ social. Les risques et les catastrophes sont examinés à petite échelle, niveau des zones et des aires de civilisation, puis au niveau de milieux littoraux et montagnards fragiles et, enfin, à grande échelle, dans les villes. Tout en insistant sur la complexité des phénomènes, des rapprochements et des oppositions reconnus aussi bien au niveau des prinicipaux caractères, du temps, de l'espace, que des mécanismes. Les nouvelles théories générales sont exposées et employées pour comprendre des catastrophes aussi différentes que les avalanches, séismes, les épidémies ou les violences urbaines. Ces comparaisons sont privilégiées dans l'analyse des politiques de gestion, lors des phases de prévision, de prévention, de secours, puis de reconstruction. [Termes IGN] photographie aérienneRésumé : (Auteur) Within the article a low-cost system for the provision of georeferenced terrestrial images in urban environments is presented. Based on an image with appro ximate exterior orientation from a low-cost GPS and a digital compass and a 3D CAD model of a visible model, as provided from an 3D virtual city model, the exact location of t he building in the image is detected automatically and used, for a refined orientation of the image. The work presented in this paper is part of a project aiming on the development of a mobile device, which enables access to location based services in a complex urban environment. The intuitive access to object related information is realised by so-called telepointing. For that purposes, a spatial model of the user's environment is mapped to the oriented image in order to allow the access to object related information by pointing to the respective image sections. The image is captured by a camera, which will be integrated to a mobile device. Since the provision of location based services currently is one of the most promising markets for the application of spatial data as they are collected by photogrammetric techniques, these applications will also, be discussed briefly, within the paper. [Termes IGN] télémétrie laser aéroportéRésumé : (Auteur) Jusqu'à maintenant, l'information sur l'intensité obtenue à partir des systèmes aéroportés de balayage laser n'a été que d'un usage limité dans de nombreuses applications, ce qui est attribuable, en partie, à la longueur d'onde étroite de l'ondelette laser et, en partie, au multi-écho, avec une grande variation de la rétrodiffusion qui a pour résultat un contraste spectral faible entre les éléments visés. Dans cet article, les caractéristiques de l'intensité de l'ondelette ont été examinées et leur potentiel pour déterminer les éléments routiers a été évalué. A cette fin, une série de techniques ultramodernes de photogrammétrie numérique et de traitement des images a été examinée et appliquée. Une méthodologie analytique complète a été organisée en cinq étapes : 1) pré-traitement : l'erreur relative et l'erreur absolue dans les points des données brutes ont été réduites par la méthode des moindres carrés et un ajustement par blocs de faisceaux, 2) le tramage par la pondération de la distance inverse, le rééchantillonnage et le filtrage, 3) la collecte de données témoins et la mesure de la séparation par la divergence transformée, 4) la classification supervisée par le classificateur de vraisemblance maximale et la conversion en éléments vectoriels, et 5) deux types d'évaluation de la précision. Les résultats des essais montrent qu'il y a de bonnes raisons d'utiliser l'information sur l'intensité pour extraire les éléments routiers en milieu urbain. Si l'on considère les nombreux avantages du système aéroporté de balayage à laser par exemple, le système peut fonctionner même sous des conditions météorologiques extrêmes, les résultats des essais indiquent qu'il y aura une vaste application de l'information sur l'intensité dans un proche avenir. The first part presents the proposed method, which is an adaptation of previous work to the specific case of urban areas. The major modifications are 1) the clique potentials of the Markov random field that extracts the road network are adapted and 2) a multiscale framework is used. Results on shutle mission and aerial SAR images with different resolutions are presented. The second part is dedicated to road extraction combining two SAR images taken with different flight directions (orthogonal and antiparallel passes), and the obtained improvement is analyzed.
