Cette maturité est acquise à la fois aux plates-formes collaboratives professionnelles, où plusieurs milliers de techniciens peuvent potentiellement créer des données, et aux applications grand public, basées sur le « crowdsourcing » par Internet, dans une approche Web 2.0. [...] Paradoxalement, les nouvelles perspectives ouvertes par le potentiel de ces données collaboratives soulèvent en contrepartie de nouveaux problèmes de qualités et de responsabilité. Ces problèmes ne sont pas que techniques, mais également déontologiques et juridiques. [...] Les problèmes de qualité soulevés par la coproduction ne sont pas forcément les mêmes si les producteurs sont qualifiés (dans le sens «authentifiés ») ou pas. Dans le premier cas, la production collaborative est supervisée par une structure (par exemple une plate-forme régionale de l'information géographique publique ou un système d'information de gestion de réseau d'eau potable). Dans le second cas, c'est l'ensemble de la communauté qui contrôle les contributions de chacun, et il n'y a pas de statuts attribués : tous les contributeurs sont « égaux ». [Termes IGN] utilisateurRésumé : (Auteur) A conceptual framework for volunteered geographic information (VGI) is proposed, drawing from research in several related fields including volunteering, leisure study, and social production of knowledge. Although these research areas have not been explored extensively within the field of geographic information science, they offer conceptual tools for understanding VGI issues such as the motivation to contribute geo-graphic information online. Through its depiction of various VGI elements and their interrelationships, the framework provides a good starting point for future research. The framework is employed to analyze par-ticipants' motivation to contribute geographic information. Potential motivational factors, drawn from the literature, are classified as intrinsic or extrinsic. The framework and subsequent analysis make it possible to situate VGI research within the larger study of social production of knowledge, but also to articulate the special characteristics of geographic information. [Termes IGN] web 2.0Résumé : (Auteur) Recent advances of the Internet, often subsumed under the term Web 2.0, have led to an unprecedented increase of contents created by non-specialist users. The term Volunteered Geographic Information (VGI) is now commonly used when such user-generated contents have an explicit reference to a geographic location. VGI has significant potential as a timely and cost-effective means to enhance our overall understanding of the Earth. However, integrating VGI into specialist-driven Information Systems is a major challenge, as it is often regarded as insufficiently structured, documented, or validated. In this paper, we address the research question of how the credibility of VGI can be increased, so that it becomes a valuable resource, within domains such as natural hazards. This is done by proposing a generic workflow that uses prior information about the phenomenon of interest and reasoning techniques to improve the reliability of the VGI, thus creating a useful source for scientific and technical investigation. This workflow has been developed for a particular case study: the use of pictures from the photo-sharing portal Flickr as a 'signal' that allows the pinpointing of recent flood events in the United Kingdom. A comparison of the work-flow's output with independent information provided by scientists and journalists about these floods is also presented in order to uncover some of the strengths and weaknesses of VGI in our case study. We conclude that the proposed workflow allows VGI to be turned into a reliable data source. [Termes IGN] web 2.0Résumé : (Auteur) The Internet has spawned the development of virtual communities or virtual social networks which generate and share information with one another, and with the public at large. Volunteered geographical information (VGI) refers to user-generated content that is made available as base data on public mapping websites or as third party data overlaid on virtual globes such as Google Earth and NASA World Wind. Several attempts have been made to determine and categorise what motivates the contributors of VGI. However, while the contributors themselves might generally understand VGI, this is not necessarily the case amongst geographical information professionals at large. We used a questionnaire to explore this by gathering data on the perceptions held by geographical information professionals of virtual globes, VGI, and spatial data infrastructures (SDI). These perceptions are important because they influence how VGI and virtual globes will be used in the future for more formal SDI environments of official mapping agencies and other official custodians of spatial data. The questionnaire was administered at a meeting in Addis Ababa, Ethiopia, in April 2009 and at another in Ekurhuleni, South Africa, in June 2009. The results are reported on here. Some of the results confirm previous research, while others raise questions that warrant further research. Cet article présente une démarche originale d'analyse des besoins d'un SIG dans l'environnement multi-acteurs que représente une telle filière. S'appuyant sur la description de scénarios et sur l'utilisation d'un jeu de rôles, l'approche vise d'une part à construire collectivement un système d'information et d'autre part à en tester les effets sur le fonctionnement de la filière. L'expérience menée à Bamako (Mali) montre que le jeu est un outil pertinent pour l'explicitation des besoins et pour la construction d'une vision partagée du système d'information. Elle ouvre de nouvelles perspectives pour la conception participative de SI dans des organisations peu structurées.
