[Termes IGN] système d'information géographiqueRésumé : (Auteur) The efficiency of public investments and services has been of interest to geographic researchers for several decades. While in the private sector inefficiency often leads to higher prices, loss of competitiveness, and loss of business, in the public sector inefficiency in service provision does not necessarily lead to immediate changes. In many cases, it is not an entirely easy task to analyze a particular service as appropriate data may be difficult to obtain and hidden in detailed budgets. In this paper, we develop an integrative approach that uses cyber search, Geographic Information System (GIS), and spatial optimization to estimate the spatial efficiency of fire protection services in Los Angeles (LA) County. We develop a cyber-search process to identify current deployment patterns of fire stations across the major urban region of LA County. We compare the results of our search to existing databases. Using spatial optimization, we estimate the level of deployment that is needed to meet desired coverage levels based upon the location of an ideal fire station pattern, and then compare this ideal level of deployment to the existing system as a means of estimating spatial efficiency. GIS is adopted throughout the paper to simulate the demand locations, to conduct location-based spatial analysis, to visualize fire station data, and to map model simulation results. Finally, we show that the existing system in LA County has considerable room for improvement. The methodology presented in this paper is both novel and groundbreaking, and the automated assessments are readily transferable to other counties and jurisdictions. In this paper, we propose a landmark based localization method using road signs and road markings. The principle is to associate the online detections from onboard cameras with the landmarks in a pre-generated road infrastructure database, then to adjust the raw vehicle pose predicted by the inertial sensors. This method was evaluated with data sequences acquired in urban streets. The results prove the contribution of road signs and road markings for reducing the trajectory drift as absolute control points. [Termes IGN] trace GPSRésumé : (auteur) Nowadays, needs for very up to date referential spatial data increase significantly. Thus, a continuous update of authoritative spatial databases becomes highly demanding task in both aspects, technical and financial. In the same time, alternative sources of spatial data, such as Volunteered Geographical Information – VGI (Goodchild, 2007) seems to be suitable solution. This data is easy available and is being collected in almost every moment somewhere in the world. The main objective of our research is proposing a method for identifying potential updates in authoritative spatial databases using VGI data, more precisely GPS tracks. We identified walkway and tractor as very challenging types of roads for continuous update due to their intermittent nature (e.g. they appear and disappear very often) and various landscape (e.g. forest, high mountains, seashore, etc.). Even though, these types of roads are not of the highest priority for a national mapping agency, they are still very important for production of touristic maps and for other different applications such as defense, sport activities, etc. That is why we have focused on GPS traces obtained in sport activities. To detect potential update, links between similar features need to be defined. This step consists in applying a data matching algorithm in order to match VGI and authoritative data. Then, the question of VGI tracks quality arises. Furthermore, VGI traces are collected without any specified procedures, less or inexistent metadata, usually by low class GPS devices. Hence, heterogeneity of data is very high as well as spatial inaccuracy. In this work we focus on examination of data quality, especially on its spatial and temporal aspects. First, we present an overview of VGI data sources (websites) and the heterogeneities that characterize them. In terms of data, we can rely on spatiotemporal data (i.e. coordinates and sometimes elevation and timestamps) as well as on a variety of descriptive information in text format such as: type of activity, difficulty, trace description etc. Second, providing a comprehensive analysis of elements which affect GPS data quality is necessary. Sources of errors related to technical aspect of GPS data collection are partially important for our work. Since we use data obtained by low class GPS receivers, which positional accuracy is at meter level, we are not concerned about the sources that affect the accuracy at sub-meter level. Therefore, our attention is directed to identifying and classifying sources of errors according to which extent they affect positional accuracy of GPS tracks. Finally, we are interested in evaluation of data quality by analyzing VGI data itself, without comparing it to referential data. Thus, we tend to obtain the more statistical indicators of data quality that we can, such as indicators of: spatial dispersion, precision, reliability, correlation between data etc. As a result, a process of automatic collection of GPS traces from web-sites and storing them into PostgreSQL database was created. Evaluation of data quality is conducted by using an open source platform GeOxygene, developed by COGIT laboratory. [Termes IGN] précision de localisationRésumé : (auteur) In this paper, we use control methodologies based on lines to detect the type of positional errors which affect a spatial database (SDB) and more concretely the presence of systematic errors. The methodology involves determination of the displacement vectors between the lines and a graphical and statistical study of the components obtained. The graphical analysis enables the detection of spatial patterns of displacement; the presence or absence of systematic errors is then confirmed by statistical analysis. We have applied this method to detect systematic errors on a set of lines with introduced displacements, rotations and scale changes. The results show the viability of the method. All the bias effects introduced were detected, both qualitatively and quantitatively. The detection method has the potential to minimize the effects of such displacements in the SDBs.
