[Termes IGN] urbanisationRésumé : (éditeur) In current times, highly complex and urgent policy problems--e.g., climate change, rapid urbanization, equitable access to key services, land rights, and massive human resettlement--challenge citizens, NGOs, private corporations, and governments at all levels. These policy problems, often called 'wicked', involve multiple causal factors, anticipated and unanticipated effects, as well as high levels of disagreement among stakeholders about the nature of the problem and the appropriateness of solutions. Given the wickedness of such policy problems, interdisciplinary and longitudinal research is required, integrating and harnessing the diverse skills and knowledge of urban planners, anthropologists, geographers, geo-information scientists, economists, and others. This Special Issue promotes innovative concepts, methods, and tools, as well as the role of geo-information, to help (1) analyze alternative policy solutions, (2) facilitate stakeholder dialogue, and (3) explore possibilities for tackling wicked problems related to climate change, rapid urbanization, equitable access to key services (such as water and health), land rights, and human resettlements in high-, middle-, and low-income countries in the North and South. Such integrative approaches can deepen our understanding of how different levels of government and governance reach consensus, despite diverging beliefs and preferences. Due to the particularly complex spatiotemporal characteristics of wicked policy problems, innovative concepts, alternative methods, and new geo-information tools play a significant role. It is held in Nice, France on October 21, 2019 and is co-located with the 27th ACM International Conference on Multimedia. Its objective is to present and discuss the latest and most significant trends and challenges in the analysis, structuring and understanding of multimedia contents dedicated to the valorization of heritage, with the emphasis on the unlocking of and access to the big data of the past. A representative scope of Computer Science methodologies dedicated to the processing of multimedia heritage contents and their exploitation is covered by the works presented, with the ambition of advancing and raising awareness about this fully developing research field.
[Termes IGN] utilisation du solRésumé : (auteur) Accurate and up-to-date information on land use and land cover (LULC) is needed to develop policies on reducing soil sealing through increased urbanization as well as to meet climate targets. More detailed information about building function is also required but is currently lacking. To improve these datasets, the national mapping agency of France, Institut de l’Information Géographique et Foréstière (IGN France), has developed a strategy for updating their LULC database on a update cycle every three years and building information on a continuous cycle using web, mobile, and wiki applications. Developed as part of the LandSense project and eventually tapping into the LandSense federated authentication system, this paper outlines the data collection campaigns, the key concepts that have driven the system architecture, and a description of the technologies developed for this solution. The campaigns have only just begun, so there are only preliminary results to date. Thus far, feedback on the web and mobile applications has been positive, but still requires a further demonstration of feasibility. [Termes IGN] WebSIGRésumé : (Auteur) Many scholars have demonstrated growing interest in GIScience in recent years, including use of open data portals, shared code and options for open access publication. These practices have made both research and data more transparent and accessible for a broad audience. This research may be open only in a limited sense for populations without expertise in the technology and methods undergirding these data. Based on two case studies using RStudio’s Shiny web platform, we argue that a process-based approach focusing on how analysis is opened throughout the research process provides a supplementary way to define and reflect upon public facing geographic research. Reflecting upon decisions we made at key points in each case study project, we identify four key tensions inherent to work in open GIScience: standardized vs. flexible tools, expert vs. community-led design, single vs. multiple audiences and established vs. emerging metrics.
