[Termes IGN] temps réelRésumé : (Auteur) Nous présentons ici une approche du relevé sous-marin à grande profondeur, par ROV, fondée sur la photogrammétrie. Une technique hybride nous permet d'obtenir des résultat en temps réel, suffisants pour guider le ROV depuis le navire de surface, assurer une couverture homogène du site et enregistrer sur un ordinateur embarqué les images à hautes résolution qui permettront un relevé en temps différé d'une précision millimétrique. L'opération de mesure est totalement sans contact et non invasive. Le temps d'immobilisation du site est minimal et correspond au temps de survol. les prises de vues sont synchronisées à 10 Hz, deux heures de survol ont ainsi été nécessaires pour réaliser l'expérience présentée dans cet article : le relevé de l'épave Romaine Cap Bénat 4, par 328 mètres de fond. L'approche présentée dans ce papier a été développée dans le cadre du projet ROV 3D. Financé par le FUI pour trois ans, ce projet associe deux industriels et un laboratoire de recherche. [Termes IGN] surveillance géologiqueRésumé : (auteur) Recent advances in multi-view photogrammetry have resulted in a new class of algorithms and software tools for more automated surface reconstruction. These new techniques have a great potential to provide topographic information for geoscience applications at significantly lower costs than classical topographic and laser scanning surveys. Based on open-source libraries for multi-view stereo-photogrammetry and Structure-from-Motion, this study investigates the accuracy that can be obtained from several processing pipelines for the 3D surface reconstruction of landslides and the detection of changes over time. Two different algorithms for point-cloud comparison are tested and the accuracy of the resulting models is assessed against terrestrial and airborne LiDAR point clouds. Change detection over a period of more than two years allows a detailed assessment of the seasonal dynamics of the landslide; the possibility to estimate sediment volumes and 3D displacement are illustrated for the most active parts of the landslide. Algorithm parameters and the image acquisition protocols are found to have important impacts on the quality of the results and are discussed in detail. [Termes IGN] reconstruction 3DRésumé : (auteur) 3D technologies are becoming mature and more and more organisations are investing in 3D models for their areas. For National Mapping and Cadastral Agencies (NMCAs), that have a long history in collating and maintaining countrywide 2D-datasets, the major challenge is how to best adopt a 2D base into 3D environment with an established process of continuous incremental update, and making best use of available resources. To identify best and common practices, as well as remaining research challenges, since 2013 ten NMCAs work together in the European Spatial Data Research (EuroSDR) 3D Special Interest Group. This paper reports about an inventory that has been made on the state-of-the art of 3D products and plans that these NMCAs have as well as the challenges they face. The 3D modelling of buildings is explored in more detail, since buildings are prominent features in 3D city and landscape models. In addition, together with road objects (traffic infrastructure), building objects change often and therefore these require efficient update processes. [Termes IGN] segmentation binaireRésumé : (auteur) Despite of the popularity of Delauney structure for mesh generation, octree based approaches remain an interesting solution for a first step surface reconstruction. In this paper, we propose a generic framework for a octree cell based mesh generation. Its input is a set of Lidar-based 3D measurements or other inputs which are formulated as a set of mass functions that characterize the level of confidence on the occupancy of each octree’s leaf. The output is a binary segmentation of the space between occupied and empty areas by taking into account the uncertainty of data. To this end, the problem is then reduced to a global energy optimization framework efficiently optimized with a min-cut approach. We use the approach for producing a large scale surface reconstruction algorithm by merging data from ubiquitous sources like airborne, terrestrial Lidar data, occupancy map and extra cues. Once the surface is computed, a solution is proposed for texturing the mesh. [Termes IGN] topologieRésumé : (Auteur) The snake algorithm has been proposed to solve many remote sensing and computer vision problems such as object segmentation, surface reconstruction, and object tracking. This paper introduces a framework for 3-D building model construction from LIDAR data based on the snake algorithm. It consists of nonterrain object identification, building and tree separation, building topology extraction, and adjustment by the snake algorithm. The challenging task in applying the snake algorithm to building topology adjustment is to find the global minima of energy functions derived for 2-D building topology. The traditional snake algorithm uses dynamic programming for computing the global minima of energy functions which is limited to snake problems with 1-D topology (i.e., a contour) and cannot handle problems with 2-D topology. In this paper, we have extended the dynamic programming method to address the snake problems with a 2-D planar topology using a novel graph reduction technique. Given a planar snake, a set of reduction operations is defined and used to simplify the graph of the planar snake into a set of isolated vertices while retaining the minimal energy of the graph. Another challenging task for 3-D building model reconstruction is how to enforce different kinds of geometric constraints during building topology refinement. This framework proposed two energy functions, deviation and direction energy functions, to enforce multiple geometric constraints on 2-D topology refinement naturally and efficiently. To examine the effectiveness of the framework, the framework has been applied on different data sets to construct 3-D building models from airborne LIDAR data. The results demonstrate that the proposed snake algorithm successfully found the global optima in polynomial time for all of the building topologies and generated satisfactory 3-D models for most of the buildings in the study areas.
