[Termes IGN] simulationRésumé : (Auteur) In this study, we assess the impact of two combination strategies, namely local ties (LT) and global ties (GT), on the datum realization of Global Terrestrial Reference Frames in view of the Global Geodetic Observing System requiring 1 mm-accuracy. Simulated Very Long Baseline Interferometry (VLBI) and Satellite Laser Ranging (SLR) data over a 7 year time span was used. The LT results show that the geodetic datum can be best transferred if the precision of the LT is at least 1 mm. Investigating different numbers of LT, the lack of co-located sites on the southern hemisphere is evidenced by differences of 9 mm in translation and rotation compared to the solution using all available LT. For the GT, the combination applying all Earth rotation parameters (ERP), such as pole coordinates and UT1-UTC, indicates that the rotation around the Z axis cannot be adequately transferred from VLBI to SLR within the combination. Applying exclusively the pole coordinates as GT, we show that the datum can be transferred with mm-accuracy within the combination. Furthermore, adding artificial stations in Tahiti and Nigeria to the current VLBI network results in an improvement in station positions by 13 and 12%, respectively, and in ERP by 17 and 11%, respectively. Extending to every day VLBI observations leads to 65% better ERP estimates compared to usual twice-weekly VLBI observations. [Termes IGN] zone urbaineRésumé : (auteur) A novel generalized pattern search (GPS)-based cellular automata (GPS-CA) model was developed to simulate urban land-use change in a GIS environment. The model is built on a fitness function that computes the difference between the observed results produced from remote-sensing images and the simulated results produced by a general CA model. GPS optimization incorporating genetic algorithms (GAs) searches for the minimum difference, i.e. the smallest accumulated residuals, in fitting the CA transition rules. The CA coefficients captured by the GPS method have clear physical meanings that are closely associated with the dynamic mechanisms of land-use change. The GPS-CA model was applied to simulate urban land-use change in Kunshan City in the Yangtze River Delta from 2000 to 2015. The results show that the GPS method had a smaller root mean squared error (0.2821) than a logistic regression (LR) method (0.5256) in fitting the CA transition rules. The GPS-CA model thus outperformed the LR-CA model, with an overall accuracy improvement of 4.7%. As a result, the GPS-CA model should be a superior tool for modeling land-use change as well as predicting future scenarios in response to different conditions to support the sustainable urban development. [Termes IGN] temps réelRésumé : (Auteur) Precise point positioning (PPP) with real-time orbit and clock correction streams has become an established technique over the past decade. Several free as well as commercial sources of precise correction streams are available through the internet or via a satellite link to geostationary satellites. Many applications exist for land, air and sea applications, but use of real-time corrections for precise positioning has not extended into orbit yet, although a number of low Earth orbit (LEO) satellite missions have a demand for precise orbit determination (POD). Mission requirements often allow for a relatively high latency for the availability of the precise orbit products, thus ground-based, near-real-time processing is sufficient. However, future satellites with altimeter and radio-occultation payloads may require real-time POD to enable onboard processing of science data for short-term forecasting or now-casting of meteorology data, open-loop instrument operations of radar payloads, or quick-look onboard science data generation. Also, precise real-time orbit information may be used for constellation maintenance of satellite formations. Despite early technology readiness demonstrations by the Jet Propulsion Laboratory carried out one decade ago to transmit real-time corrections via geostationary relay satellites to LEO spacecraft, this technique has so far not been implemented and used in a space mission. [Vedettes matières IGN] Inventaire forestierRésumé : (Auteur) The timing to conduct new forest inventories should be based on the requirements of the decision maker. Importance should be placed on the objectives of the decision maker and his/her risk preferences related to those objectives.
Context : The appropriate use of pertinent and available information is paramount in any decision-making process. Within forestry, a new forest inventory is typically conducted prior to creating a forest management plan. The acquisition of new forest inventory data is justified by the simple statement of “good decisions require good data.”
Aims : By integrating potential risk preferences, we examine the specific needs to collect new forest information.
Methods : Through a two-stage stochastic programming with recourse model, we evaluate the specific timing to conduct a holding level forest inventory. A Monte Carlo simulation was used to integrate both inventory and growth model errors, resulting in a large number of potential scenarios process to be used as data for the stochastic program. To allow for recourse, an algorithm to sort the simulations to represent possible updated forest inventories, using the same data was developed.
Results : Risk neutral decision makers should delay obtaining new forest information when compared to risk averse decision makers.
