This study involves analyzing the GIS-based estimation accuracy in the length, radius and the number of small horizontal road curves on a two-lane rural road and a forest road. The prediction success of horizontal curve attributes was investigated using digitized raw and generalized/simplified road segments. Two different roads were examined, involving 20 test groups and two control groups, using 22 datasets obtained from digitized and surveyed roads based on satellite imagery, GIS estimates, and field measurements. Confusion matrix tables were also used to evaluate the prediction accuracy of horizontal curve geometry. F-score, Mathews Correlation Coefficient, Bookmaker Informedness and Balanced Accuracy were used to investigate the performance of test groups. The Kruskal–Wallis test was used to analyze the statistical relationships between the data. Compared to the Bezier generalization algorithm, the Douglas–Peucker algorithm showed the most accurate horizontal curve predictions at generalization tolerances of 0.8 m and 1 m. The results show that the generalization tolerance level contributes to the prediction accuracy of the number, curve radius, and length of the horizontal curves, which vary with the tolerance value. Thus, this study underlined the importance of calculating generalizations and tolerances following a manual road digitization. The unavailability of design files or undocumented changes in the road infrastructures after improvements has created great difficulty in delineating CLC on existing roads. In this study, mobile laser scanning (MLS) data are introduced into this domain and a four-step semi-automated framework is proposed for generating CLC on roads with roadside barriers (RB). First, MLS data are restructured into the aligned scan-pattern grid using the mapping trajectory data. Second, a rasterization-based clustering approach is applied to segment the off-ground objects from the reorganized MLS data. Third, the RB amongst the segmented objects are identified using a sequential application of the k-Means clustering method and the proposed unidirectional growing method. Finally, the moving average technique and natural cubic spline are applied to generate CLC from the critical positions alongside the identified RB. Testing on three road sections with different types of RB demonstrated that the developed framework can successfully generate CLC from MLS data in the presence of considerable noises. The results also show that the proposed procedure shows better accuracy performance on processing roads with wide RB than a road with narrow RB. The map of the plan revealed a transportation network that traversed the Greater Serengeti–Mara ecosystem and bisected the iconic Serengeti National Park. Given the importance of the Serengeti–Mara ecosystem to conservation and savannah ecology, not to mention international tourism, the plan immediately came under worldwide scrutiny. The Tanzanian state and the Kikwete administration were lambasted, ultimately fixing the highway project in the form of polylines on maps rather than an infrastructure project on the ground. As such, the mutability of lines on maps give the highway project the flexibility to transcend conversations across institutions that span the conservation–development spectrum with limited interrogation. This article addresses the circulation of maps representing the failed highway project through various epistemic communities. My purpose is neither to advocate the development of the Serengeti Highway nor to criticize it. Rather, I use examples of Serengeti Highway maps to discuss the way cartography travels through these conversations, reflect on the international conversation surrounding the Serengeti Highway project, and explore the question of who can (and cannot) draw lines in the contested spaces of East African rangelands.
