[Vedettes matières IGN] Inventaire forestierRésumé : (auteur) Decided in 1958 and actually launched in 1960, the French National Forest Inventory (NFI) now has nearly sixty years of experienceand steady progress in reducing the costs of data collection, while improving information freshness through effective design and broadening itsscope by collecting more comprehensive data on forest resources and forest ecosystems. The presentation will highlight some of thesedevelopments of general interest to tackle the new challenges of climate change, bioeconomic transition and environmental monitoring: -The continuous design launched in 2005 in which the whole country is surveyed each year with annually updated results based on the last 5annual samples. Since 2015 the sample includes both remeasured and new plots for better efficiency (sample size x 2) and flexibility, whileretaining the advantages of fully permanent plots for change estimations. This continuous annual design with continuous partial replacement is offundamental importance for reducing costs and extending the scope from resources assessment to ecosystem monitoring. -The introduction in the 80's of an ecological and floristic survey which allows recently to show climate change impacts on the French forest floraand resulted in the possibility to develop (2011 - 2016) a habitat classification field protocol for forest plots. They have been all classified ashabitat for the first time in 2016, opening up the possibility of a habitat monitoring survey integrated into the NFI. -The innovative use of new technologies such as T-lidar scanning of inventory plots for a more complete assessment of tree volume and othernew variables (tree architecture, stand structure, etc.) ; and the in-lab measurement by CT scanner of the wood density of the about 30000 coresper year taken from the NFI sampled trees. This opens the prospect of an inventory of forests in biomass and carbon as accurate and detailed asis today the inventory of stem volume without significant cost increase. [Vedettes matières IGN] Inventaire forestierRésumé : (auteur) L’Inventaire Forestier National fournit des données de références concernant la forêt française depuis 1960. La méthode actuellement utilisée repose sur des points d’échantillonnage tirés au sort sur tout le territoire et photo-interprétés, puis pour certains visités, et sur un traitement des données par post-stratification. Celle-ci a jusqu’à présent toujours utilisé les mêmes informations, mais pourrait exploiter d’autres données disponibles, en particulier des modèles de hauteur. À partir de modèles numériques de terrain et d’élévation disponibles pour la région Alsace, un modèle numérique de « hauteur dominante » en huit classes de hauteur a été élaboré pour les forêts alsaciennes. La méthode mise en place vise à une automatisation maximale de ce travail grâce au logiciel R. Ce modèle, ainsi qu’une cartographie simplifiée des essences, ont servi de base à la mise en place de nouvelles stratifications des données sur la période 2010-2014. Celles-ci ont été comparées à la stratification de référence de l’inventaire sans ventilation des données ; puis les stratifications les plus intéressantes, qui se sont avérées être les plus simples, ont été comparées en ventilant les données par différents critères. La stratification par essences regroupées a amélioré les estimations pour les classes de peuplement, l’opposition feuillus / conifères et des essences fréquentes. La stratification par classes de hauteur est plus intéressante pour les classes de diamètre des arbres et la difficulté d’exploitation. Elles n’améliorent par contre pas les résultats par type de propriété forestière ou pour d’autres essences. Note de contenu : 1- L'inventaire des ressources forestières en France

The results indicate various differences among NFIs within the commonly acknowledged methodological frame. The perspectives for harmonisation at the European level are promising.
Context : The estimation of increment is implemented differently in European National Forest Inventories (NFIs) due to different historical origins of NFIs and sampling designs and field assessments accommodated to country-specific conditions. The aspired harmonisation of increment estimation requires a comparison and an analysis of NFI methods.
Aims : The objective was to investigate the differences in volume increment estimation methods used in European NFIs. The conducted work shall set a basis for harmonisation at the European level which is needed to improve information on forest resources for various strategic processes.
Methods : A comprehensive enquiry was conducted during Cost Action FP1001 to explore the methods of increment estimation of 29 European NFIs. The enquiry built upon the preceding Cost Action E43 and was complemented by an analysis of literature to demonstrate the methodological backgrounds.
Results : The comparison of methods revealed differences concerning the NFI features such as sampling grids, periodicity of assessments, permanent and temporary plots, use of remote sensing, sample tree selection, components of forest growth, forest area changes, sampling thresholds, field measurements, drain assessment, involved models and tree parts included in estimates.
Conclusion : Increment estimation methods differ considerably among European NFIs. Their harmonisation introduces new issues into the harmonisation process. Over the last decades and especially since the 1990s, the NFIs in European countries have been rapidly developing.
