This short epistemological paper summarizes the major steps of Affholder’s method, provides a corrected version of the general formulae, and briefly recalls some particulars of the specific determination of the centre of gravity of physical Europe. [Termes IGN] web sémantiqueRésumé : (auteur) [introduction] Grounding on data the planning and monitoring of European environmental activities is an important issue for the construction of Europe. Reusing geo-data already produced by members to monitor activities at the level of the country or region in order to perform monitoring and planning at the global level of Europe is a different but related issue. It is a strategy to achieve more consistency and trust between the different levels where environmental activities and policies are monitored. This strategy has led the European Commission to issue the INSPIRE directive–Infrastructure for Spatial Information in Europe- ; national public authorities should make their data reusable for Europe [European Parliament 2007][Video 1]. Reusing at the level of Europe national data is not straight forward. Even though we share a common European physical territory, especially in the domain of environment where many phenomena do not stop at borders, each country has its own specific way to design data about ground water, transport networks, population, landuse and air temperature. The European digital territory also has its boundaries. The ‘INSPIRE extensions’ workshop was organized to foster exchanges between organizations in charge of implementing INSPIRE, with a focus on the topic of extending INSPIRE Data Specifications, to share their experiences, improve each one’s knowledge and also the scalability of local initiatives. It was co-organised by EuroGeographics Knowledge Exchange Network on INSPIRE (aka KEN INSPIRE), EuroSDR Commission 4 (focused on information usage) and Geonovum, a public organization who is coordinating the Dutch National Spatial Data Infrastructure (NSDI) supported by the Dutch Cadaster and the Geological Survey of the Netherlands. Complementary to the minutes dedicated to the KEN INSPIRE community, this report wishes to be more pedagogic to reach out an audience –scientists or developers- who may not be familiar enough with INSPIRE issues and problems but could find INSPIRE as a possible application domain for its scientific or technological field and, in the future, be willing to contribute to the progress of INSPIRE. The two first sections summarise the motivation of INSPIRE and the reasons for designing INSPIRE Data Extensions. The section after presents approaches adopted by practitioners: inheritance on the one hand and adaptation on the other. The subsequent sections tackle issues related to INSPIRE implementation in general and not limited to Data extension.

[Vedettes matières IGN] Economie forestièreRésumé : (auteur) Contexte et objectifs : Des informations précises et réalistes sur la ressource et les disponibilités futures en bois d’oeuvre (BO) des essences françaises sont essentielles pour les acteurs économiques de la filière et les professionnels afin qu’ils puissent avoir une visibilité sur leur approvisionnement et sur la programmation de leurs investissements. Cependant, il peut exister pour certaines essences des inadéquations entre les chiffres sur la qualité des bois sur pied dérivés de l’enquête d’inventaire forestier national(IFN), et l’expérience des professionnels qui regardent les usages réels des bois compte tenu des critères du marché.
A titre d’exemple, cette inadéquation était particulièrement forte pour le chêne. Début 2018, une étude coréalisée par FCBA et l’IGN avec le soutien financier de la DRAAF Bourgogne-Franche-Comté et de la FNB a permis de mieux répondre aux besoins des professionnels du BO de chêne de cette région en documentant précisément l’origine des écarts et en trouvant une solution pour adapter les informations produites par l’IGN aux spécifications fournies par les professionnels. La ressource en BO de chêne a ainsi été révisée à la baisse d’environ 30 % par rapport aux estimations publiées dans l’étude nationale IGN-FCBA-ADEME de 2015. Cette nouvelle estimation est proche des chiffres de l’enquête annuelle de branche (EAB). Les résultats de l’étude régionale ont été validés par les professionnels locaux le 26 mars 2018 à Dijon. Puis les résultats de l’étude ont été présentés par l’IGN et FCBA lors du comité de filière forêt-bois de l’IGN du 10 avril 2018.
Au cours de cette réunion, FBF et la FNB ont demandé un élargissement de l’étude à toutes les essences feuillues et conifères d’intérêt économique dans toutes les autres régions françaises. En capitalisant sur la démarche développée pour l’estimation du BO de chênes en Bourgogne-Franche-Comté, la présente étude a pour objectif de calculer les volumes de BO des principales essences feuillues et conifères françaises selon des définitions validées avec les acteurs des filières BO nationales.
Méthodes : L’étude mobilise les données collectées lors de l’enquête d’inventaire forestier national (IFN) réalisée par l’Institut national de l’information géographique et forestière (IGN). Ces données sont relatives aux caractéristiques des peuplements et aux dimensions des arbres mesurés sur le terrain. Les équations utilisées pour passer des dimensions des arbres aux volumes de BO ont été spécifiquement adaptées pour cette étude afin de respecter les critères de définition du BO définis pour cette étude.Note de contenu : 1- Résumé de l’étude

[Termes IGN] signal GNSSRésumé : (auteur) The positioning accuracy of single frequency precise point positioning (SFPPP) attributes mainly to the ionosphere error, which strongly affects GNSS signals. When GNSS signals pass through the various ionosphere layers, they will be bent and their speed will be changed due to dispersive nature of ionosphere. To correct the ionosphere error, it is common to use Klobuchar ionosphere model or Global Ionosphere Maps (GIM). However, Klobuchar can deal with only about 50% of the Ionosphere effect and global Ionosphere maps are often inadequate to describe detailed features of local ionosphere because of limited precision and resolution. In this paper, an enhanced local ionosphere model was developed relying on modeling of measurements from a dense Egyptian permanent tracking GNSS network in order to achieve high precision ionosphere delay correction. The performance of the developed enhanced Egyptian ionosphere model (EIM) was verified through multi-constellations SFPPP accuracy for static and kinematic modes. For static mode, 24 hours multi-constellations datasets collected at three selected stations, Alexandria, Cairo, and Aswan, in Egypt on February 27, 2017, to investigate the performance of the developed local ionospheric model in comparison with the Klobuchar, GIM and ionosphere free models. After session time of half an hour, the results show that the performance of static SFPPP based on the developed Egyptian ionospheric map (EIM) achieved a comparable accuracy WRT using ionosphere free model. While using EIM, achieved an improvements of (38%, 28%, and 42%) and (32%, 10%, and 37%) for accuracy of latitude, longitude, and altitude in comparison with using Klobuchar and GIM models, respectively For kinematic mode, datasets of 2 hours of observations with 1 second sampling rate were logged during vehicular test; the test was carried out on the ring road of the city of Cairo, Egypt, on September 16, 2017. After half an hour of kinematic SFPPP data-processing, the performance of using Egyptian ionospheric map (EIM) for ionosphere delay correction, achieved an improvements of three dimension coordinates of (83%, 47%, and 62%) and (57%, 65%, and 21%) with respect to using Klobuchar model and GIM model, respectively.
