[Termes IGN] ville intelligenteRésumé : (auteur) [introduction] While already just over 50% of the world population lives in cities, it is expected that on balance practically all population growth up to 2050 is in cities, amounting to 3 billion extra urban inhabitants amounting to a total urban population of 6.5 billion people (Revi et al., 2014). Cities are particularly vulnerable to climate change because of their high concentration of population, goods, capital stock, and infrastructures. Heat waves in particular, enhanced locally by the so-called Urban Heat Island (UHI) lead to an above-normal mortality rate in cities (Wong et al., 2013; Shaposhnikov et al., 2014). Intense precipitation in urban areas, on the other hand, cause more easily floods with dire consequences because of the impermeability of the urban surfaces (Muis et al., 2015; Yin et al., 2016). Air quality conditions in cities are recurrently and often even continuously exceeding health limits. Furthermore, cities are strong emitters of greenhouse-gases, as the high concentration of human activities, like transport and industry, entails high levels of energy consumption. [Termes IGN] ville intelligenteRésumé : (auteur) This article shows a novel geo-visualization method of dynamic spatiotemporal data that allows mobility and concentration of criminal activity to be study. The method was developed using, only and significantly, real data of Santiago de Cali (Colombia), collected by the Colombian National Police (PONAL). This method constitutes a tool that allows criminal influx to be analyzed by concentration, zone, time slot and date. In addition to the field experience of police commanders, it allows patterns of criminal activity to be detected, thereby enabling a better distribution and management of police resources allocated to crime deterrence, prevention and control. Additionally, it may be applied to the concepts of safe city and smart city of the PONAL within the architecture of Command and Control System (C2S) of Command and Control Centers for Public Safety. Furthermore, it contributes to a better situational awareness and improves the future projection, agility, efficiency and decision-making processes of police officers, which are all essential for fulfillment of police missions against crime. Finally, this was developed using an open source software, it can be adapted to any other city, be used with real-time data and be implemented, if necessary, with the geographic software of any other C2S. [Termes IGN] WiFiRésumé : (auteur) Traditionally, the standards of spatial modeling are oriented to represent the quantitative information of space. However, in recent years an increasingly common challenge is appearing: flexibly and appropriately integrating quantitative information that goes beyond the purely geometric. This problem has been aggravated due to the success of new paradigms such as the Internet of Things. This adds an additional challenge to the representation of this information due to the need to represent characteristic information of the space from different points of view in a model, such as WiFi coverage, dangerous surroundings, etc. While this problem has already been addressed in indoor spaces with the IndoorGML standard, it remains to be solved in outdoor and indoor–outdoor spaces. We propose to take the advantages proposed in IndoorGML, such as cellular space or multi-layered space model representation, to outdoor spaces in order to create indoor–outdoor models that enable the integration of heterogeneous information that represents different aspects of space. We also propose an approach that gives more flexibility in spatial representation through the integration of standards such as OpenLocationCode for the division of space. Further, we suggest a procedure to enrich the resulting model through the information available in OpenStreetMap. [Termes IGN] ville intelligenteRésumé : (auteur) Natural disasters such as flooding, wildfires, and mudslides are rare events, but they affect citizens at unpredictable times and the impact on human life can be significant. Citizens located close to events can provide detailed, real-time data streams capturing their event response. Instead of visualizing individual updates, an integrated spatiotemporal map yields ‘big picture’ event information. We investigate the question of whether information from affected citizens is sufficient to generate a map of an unfolding natural disaster. We built the Citizen Disaster Reaction Multi-Agent Simulation (CDR-MAS), a multi-agent system that simulates the reaction of citizens to a natural disaster in an urban region. We proposed an rkNN classification algorithm to aggregate the update streams into a series of colored Voronoi event maps. We simulated the 2018 Montecito Creek mudslide and customized the CDR-MAS with the local environment to systematically generate stream data sets. Our experimental evaluation showed that event mapping based on citizen update streams is significantly influenced by the amount of citizen participation and movement. Compared with a baseline of 100% participation, with 40% citizen participation, the event region was predicted with 40% accuracy, showing that citizen update streams can provide timely information in a smart city.
