[Termes IGN] service écosystémiqueRésumé : (auteur) Les processus de dégradation et de préservation des ressources naturelles s’accompagnent souvent de tensions et conflits entre les acteurs des territoires. Le cadre des services écosystémiques (SE) est désormais communément utilisé pour analyser ces processus et penser les termes d’une meilleure gouvernance. Nous développons ici l’idée impertinente selon laquelle l’intégration du concept très contesté de disservice écosystémique (DSE), qui qualifie les nuisances associées aux écosystèmes, améliore la compréhension de ces dynamiques et porte les germes d’une meilleure justice environnementale. Nous mobilisons trois cas d’étude dans lesquels les enjeux environnementaux sont sources de SE et DSE: le sanglier dans le Mont Lozère (France), les arbres champêtres dans les coteaux de Gascogne (France) et l’éléphant à Hwange (Zimbabwe). Au total, 119 entretiens semi-directifs ou essais anonymes ont été collectés et analysés selon deux axes autour des SE et DSE: i) les représentations et pratiques, ii) la gouvernance. Nos résultats montrent que le concept de DSE, associé à celui de SE, est utile pour révéler la complexité, voire l’ambivalence, des représentations des acteurs. Il permet en outre d’évaluer le rôle des pratiques dans le renforcement ou l’atténuation de nuisances écologiques qui ne sont pas toujours reliées à des dynamiques écologiques. Ce concept enrichit aussi la compréhension des positionnements des acteurs et des enjeux de gouvernance, permettant par exemple de révéler les contradictions et effets pervers de certaines politiques environnementales. Malgré les controverses dont il a fait l’objet, le concept de DSE semble donc prometteur pour repenser la gouvernance environnementale dans les territoires. [Termes IGN] urbanismeRésumé : (auteur) Remote sensing has evolved to become a key tool for various fields of environmental analysis, thus actively informing policy across areas and domains. To evaluate the degree to which remote sensing is contributing to the science of ecologically-oriented urban planning, we carried out a systematic literature review using the SCOPUS database, searching for articles integrating knowledge in urban planning, remote sensing and ecology. We reviewed 186 articles, analysing various issues in urban environments worldwide. Key findings include that the level of integration between the three disciplines is limited, with only 12% of the papers fully integrating ecology, remote sensing and planning while 24% of the studies use specific methods from one domain only. The vast majority of studies is oriented towards contributing to the knowledge base or monitoring the impacts of existing policies. Few studies are directly policy relevant by either contributing to direct issues in planning and making specific design suggestions or evaluations. The accessibility of the scientific findings remains limited, as the majority of journal articles are not open access and proprietary software and data are frequently used. To overcome these issues, we suggest three future avenues for science as well as three potential entry points for remote sensing into applied urban planning. By doing so, remote sensing data could become a vital tool actively contributing to policies, civil engagement and concrete planning measures by providing independent and cost effective environmental analyses. [Vedettes matières IGN] Inventaire forestierRésumé : (auteur) Since the 1990’s, forest resource maps and small area estimates have been produced by combining national forest inventory (NFI) field plot data, optical satellite images and numerical map data using a non-parametric k-nearest neighbour method. In Finland, thematic maps of forest variables have been produced by the means of multi-source NFI (MS-NFI) for eight to ten times depending on the geographical area, but the resulting time series have not been systematically utilized. The objective of this study was to explore the possibilities of the time series for monitoring the key ecosystem condition indicators for forests. To this end, a contextual Mann-Kendall (CMK) test was applied to detect trends in time-series of two decades of thematic maps. The usefulness of the observed trends may depend both on the scale of the phenomena themselves and the uncertainties involved in the maps. Thus, several spatial scales were tested: the MS-NFI maps at 16 × 16 m2 pixel size and units of 240 × 240 m2, 1200 × 1200 m2 and 12 000 × 12 000 m2 aggregated from the MS-NFI map data. The CMK test detected areas of significant increasing trends of mean volume on both study sites and at various unit sizes except for the original thematic map pixel size. For other variables such as the mean volume of tree species groups, the proportion of broadleaved tree species and the stand age, significant trends were mostly found only for the largest unit size, 12 000 × 12 000 m2. The multiple testing corrections decreased the amount of significant p-values from the CMK test strongly. The study showed that significant trends can be detected enabling indicators of ecosystem services to be monitored from a time-series of satellite image-based thematic forest maps. [Termes IGN] Thau (bassin de)Résumé : (auteur) GIS-based Multi-Criteria Decision Analysis is a well-known decision support tool that can be used in a wide variety of contexts. It is particularly useful for territorial planning in situations where several actors with different, and sometimes contradictory, point of views have to take a decision regarding land use development. While the impact of the weights used to represent the relative importance of criteria has been widely studied in the recent literature, the impact of the order weights used to combine the criteria have rarely been investigated. This paper presents a spatial sensitivity analysis to assess the impact of order weights determination in GIS-based Multi-Criteria Analysis by Ordered Weighted Averaging. We propose a methodology based on an efficient exploration of the decision-strategy space defined by the level of risk and trade-off in the decision process. We illustrate our approach with a land use planning process in the South of France. The objective is to find suitable areas for urban development while preserving green areas and their associated ecosystem services. The ecosystem service approach has indeed the potential to widen the scope of traditional landscape-ecological planning by including ecosystem-based benefits, including social and economic benefits, green infrastructures and biophysical parameters in urban and territorial planning. We show that in this particular case the decision-strategy space can be divided into four clusters. Each of them is associated with a map summarizing the average spatial suitability distribution used to identify potential areas for urban development. We also demonstrate the pertinence of a spatial variance within-cluster analysis to disentangle the relationship between risk and trade-off values. At the end, we perform a site suitability ranking analysis to assess the relationship between the four detected clusters. Remote sensing shows potential for monitoring peatlands, but most off-the-shelf data products are developed for unsaturated environments and it is unclear how well they can perform in peatland ecosystems. Sphagnum moss is an important peatland genus with specific characteristics which can affect spectral reflectance, and we hypothesized that the prevalence of Sphagnum in a peatland could affect the spectral signature of the area. This article combines results from both laboratory and field experiments to assess the relationship between spectral indices and the moisture content and gross primary productivity (GPP) of peatland (blanket bog) vegetation species. The aim was to consider how well the selected indices perform under a range of conditions, and whether Sphagnum has a significant impact on the relationships tested. We found that both water indices tested [normalized difference water index (NDWI) and floating water band index (fWBI)] were sensitive to the water content changes in Sphagnum moss in the laboratory, and there was little difference between them. Most of the vegetation indices tested [the normalized difference vegetation index (NDVI), enhanced vegetation index (EVI), structure insensitive pigment index (SIPI), and chlorophyll index (CIm)] were found to have a strong relationship with GPP both in the laboratory and in the field. The NDVI and EVI are useful for large-scale estimation of GPP, but are sensitive to the proportion of Sphagnum present. The CIm is less affected by different species proportions and might therefore be the best to use in areas where vegetation species cover is unknown. The photochemical reflectance index (PRI) is shown to be best suited to small-scale studies of single species.
