[Vedettes matières IGN] GéovisualisationRésumé : (auteur) Lorsqu’une intervention de secours est nécessaire, localiser précisément et rapidement le site sur lequel envoyer les équipes est primordial. La littérature montre que des outils de géovisualisation constituent des solutions pertinentes pour supporter des processus d’analyse d’informations dans des contextes variés. Nous nous intéressons ici au raisonnement du secouriste réceptionnant un appel à l’aide et visons des solutions conceptuelles et logicielles dédiées à la tâche de détermination de la localisation de la victime, plus particulièrement dans le contexte du secours en montagne. Nous avons formalisé le raisonnement du secouriste et les informations sur lesquelles il ou elle s’appuie à l’aide d’une ontologie. L’Ontologie d’Alerte Choucas structure les concepts exploités par le secouriste qui élabore des hypothèses de localisation probable de la victime à partir d’informations (telles qu’une position relative, un temps de marche, une direction) fournies lors d’un échange verbal. Dans notre approche, l’ontologie est en outre exploitée pour dériver les composants d’interface d’un prototype de géovisualisation facilitant le raisonnement du secouriste. Ces composants sont une aide à la saisie des informations, en fournissant une restitution cartographique adaptée, et contribuent à construire et à affiner la zone de localisation. Notre approche présente une chaine de traitements originale, menant de la représentation des connaissances à la génération automatisée d’une interface fonctionnelle d’aide au raisonnement visant à localiser des victimes en montagne. Prior research describes the location of EMS needs with low accuracy and has not integrated a temporal analysis of the road network, which accounts for varying mobility in a dynamic transportation network. In this study, we formulated a network-based location-allocation model (NLAM) and analyzed the spatial characteristics of emergency medical facilities within the fifth ring road in Beijing by considering time, traffic, and population characteristics. The conclusions are as follows: (1) The high demand area for EMS is concentrated in the areas in middle, north, and east during the daytime (8:00–20:00) and in the middle and north during the nighttime (20:00–8:00). From day to night, the centroid of the potential demand distribution shifts in the Western and Southern areas. (2) The road traffic data is sampled 20 times throughout the week, and variations in the average driving speed affect a higher mean driving speed on the weekend. This primarily impacts the main roads, due to these roads experiencing the greatest fluctuation in speed throughout the week of any roadway in the study area. (3) Finally, the 15-min coverage of emergency medical facilities are sampled 20 times in one week and analyzed. Fortunately, there is 100% coverage at night; however, due to traffic congestion, there were a few blind coverage areas in the daytime. [Termes IGN] trafic routierRésumé : (auteur) To equally distribute the workload and minimize the travel distance for fire departments, we developed a new dynamic floating stations model (DFSM) to target traffic-related emergency medical services (EMS) during peak hours. This study revealed that traffic-related EMS incidents have different characteristics to other EMS incidents. The number of floating stations was determined by the number of available ambulances at a given time. The optimum floating station location was identified by using the given capacity to establish the smallest service radius. In DFSM simulations using floating stations with a capacity of 100 and 150 EMS incidents, the result shows significant improvements in comparison to the current situation. The specific experimental scenario used is oriented towards emergency route-planning during flood response. The experiment compared six common abstract and metaphorical graphical symbolizations of risk. The results indicate a pattern of less-preferred graphical symbolizations associated with slower responses and lower-risk route choices. One mechanism that might explain these observed relationships would be that more complex and effortful maps promote closer attention paid by participants and lower levels of risk taking. Such user considerations have important implications for the design of maps and mapping interfaces for emergency planning and response. The data also highlights the importance of the ‘right decision, wrong outcome problem’ inherent in decision-making under uncertainty: in individual instances, more risky decisions do not always lead to worse outcomes.
