Cadastral parcel mapping, however, has special update requirements that set it apart from other geospatial data. Mapped boundaries change continuously to fit with new survey plans. Additionally, new parcels have to be fitted and aligned with adjoining parcels to merge them into existing cadastral mapping. This is preferably performed by a spatial adjustment approach to systematically improve its accuracy over time. This paper adapts methods for analysis and adjustment of survey networks to improve the accuracy of cadastral mapping with better coordinate positioning and survey plan dimensions. Case studies for both hypothetical and real cadastral mapping are used to illustrate the issues and spatially resolve errors. Adjustment results achieve an accuracy consistent with other GIS layers and boundary features visible in high-resolution orthoimagery. Graphical charts based on stress–strain relationships provide a simplified means to interpret post-adjustment results to identify and fix potential errors. This paper, also, includes an investigation of the progress in introducing volunteerism and citizen participation to the Hellenic Cadastre. [Termes IGN] système d'information foncièreRésumé : (auteur) In many western countries, publicly led mapping activities and recording information of land parcels and buildings and the related rights, restrictions, and responsibilities have established their roles as important pillars of a functioning society. National mapping, cadastral, and land registry authorities as public agencies responsible for conducting these tasks are in a key position in shaping the development of the whole land administration sector. Most of these authorities have formulated their purposes, directions, and goals in the form of strategies. There is, however, a lack of understanding of the type of goals these authorities pursue through their strategies and why. Using an online questionnaire as a method, this study explores the strategy goals as well as the strategy drivers of national mapping, cadastral, and land registry authorities. We find that the strategy goals converge to a great extent and relate particularly to digitalization, data properties, customers and needs of society, and organizational development. Further, we observe that the strategy work of these authorities is most often driven by changes in the customer needs and by changes in the government’s policies. The contribution of the study lies in providing an overview of how national mapping, cadastral, and land registry authorities frame their near-future development and in highlighting that albeit the goals, for the most part, align with the qualities of a good, neutral land administration system, the authorities show low tendency to pursue transformative or paradigmatic changes through their strategies. A review of the relevant research shows that a common concept in the 3D cadastre domain is using the legal building unit, i.e. real property unit, as the core modelling unit. Alternatively, this study proposes using indoor space as a core modelling unit. The main reason is to enable the efficient integration of cadastral data with the data from other domains. On the conceptual level, the model is linked to the Land Administration Domain Model (LADM). The integration options are studied for three international standards: IFC, CityGML and IndoorGML. Within the scope of these studies, international standards and definitions have been realised. In Turkey, there are some academic studies available. However, there are not many studies conducted on an institutional basis. Turkey cadastre carried out by the General Directorate of Land Registry, and Cadastre (GDLRC) are kept. In this context, a 3D RRR (Right, Restriction and Responsibility) for Turkey-based cadastral data model design and development is essential in terms of not constitute a base for the study. The fact that these studies are in the context of LADM and ISO standards and OGC is very important in terms of the fact that the cadastral system is related to international standards.
