This paper outlines a national geodetic and cartographic resources in Poland. The national geodetic and cartographic resources are an important part of the spatial information infrastructure in the European Community. They also provide reference data for other resources of Spatial Data Infrastructure (SDI), including: main and detailed geodetic control networks, base maps, land and buildings registries, geodetic registries of utilities and topographic maps. This paper presents methods of producing digital map data and technical standards for field surveys, and in addition paper also presents some aspects of building Global and Regional SDI. [Termes IGN] utilisation du solRésumé : (auteur) In this paper, the possibilities of developing the national information infrastructure by applying the Land Administration Domain Model (LADM) are discussed. Confirmation of the legitimacy of using the LADM within the (Spatial) Information Infrastructure (SII) context is illustrated with the case of Poland. Creating the information infrastructure is an immense challenge because its components are usually dispersed among various institutions responsible for their maintenance and dissemination. Co-existing spatial and non-spatial components of the information infrastructure require their proper integration. Moreover, the interdisciplinary nature of the SII results in combining objects from physical and legal world in one computer environment. The process of standardisation is the first step to refine land administration system and to make it more understandable and transparent for involved parties. The LADM, being officially adopted as an international standard ISO 19152, gives a basis for building national profiles and supports creating the European information infrastructure, enabling communication based on common terminology. This paper provides a brief overview of the current land information system in Poland emphasising the main issues in creating the national information infrastructure. Then, the general concept of the country profile for Poland with the adaptation of the LADM is described. With respect to the users’ expectations and requirements, the conceptual model is extended to information being outside the scope of LADM. As a final point, several technical aspects of implementing the complemented LADM country profile are explored. The results indicate that effective functioning of the information infrastructure requires proper integration of data, proceeded by analysing the contents of existing data sets, indicating key registers and defining a linkage system between them. [Termes IGN] système d'information foncièreRésumé : (auteur) The cadastral system provides land ownership information by registering and representing land boundaries on a map. The current cadastral system in Korea, however, focuses mainly on the management of 2D land-surface boundaries. It is not yet possible to provide efficient or reliable land administration, as this 2D system cannot support or manage land information on 3D properties (including architectures and civil infrastructures) for both above-ground and underground facilities. A geometrical model of the 3D parcel, therefore, is required for registration of 3D properties. This paper, considering the role of the cadastral system, proposes a framework for a 3D underground cadastral system that can register various types of 3D underground properties using indoor mapping for as-built Building Information Modeling (BIM). The implementation consists of four phases: (1) geometric modeling of a real underground infrastructure using terrestrial laser scanning data; (2) implementation of as-built BIM based on geometric modeling results; (3) accuracy assessment for created as-built BIM using reference points acquired by total station; and (4) creation of three types of 3D underground cadastral map to represent underground properties. The experimental results, based on indoor mapping for as-built BIM, show that the proposed framework for a 3D underground cadastral system is able to register the rights, responsibilities, and restrictions corresponding to the 3D underground properties. In this way, clearly identifying the underground physical situation enables more reliable and effective decision-making in all aspects of the national land administration system. Application in the process of modernization of the sources of information from the land surveying, gives fully satisfactory results. On the other hand the use of photogrammetric measurements is the solution more economical in terms of financial and time. However, there is a danger of obtaining the results which do not meet the standards of accuracy of the border points position. The paper presents an example of the results of the influence of the process of modernizing the land and buildings cadastre for the areas where the source material are cadastral maps in the scale 1: 2000, created on the basis of photomaps or cadastral maps in the scale 1: 2880. An assessment of the suitability of these materials in the process of modernization and their impact on the current form of the land and building cadastre as a public register was made. However, because of the global economic and social challenges, there is an urgent need for those countries to develop similar systems in a fast and efficient way for their economic survival. Building such a framework should be always based on each country's resources and capacities. In systematic cadastral registrations, the participation of owners has always been crucial for the success of the project. Within this concept, the authors investigate the potential of new tools to increase the participation of land right holders and local volunteers (non-professionals) and to enhance the cadastral surveying procedure. A hybrid “crowdsourcing” approach is proposed, mainly based on the direct participation of property rights holders in which the role of the cadastral surveyor is crucial. A commercial application for smartphones is tested. The smartphone's GPS is used only for the general positioning on the basemap to avoid gross errors when owners are not accustomed in using aerial photos. A recent orthoimage of 20 cm pixel size in urban areas and an orthoimage basemap of 50 cm pixel size in rural areas is used as the basemap. Once roughly positioned, owners may then digitise the boundary coordinates on the basemap off-line, with little training support; they may also work from a distance. In areas where the property boundaries are easily recognised on the basemap, boundary coordinates have the expected geometric accuracy that can be achieved on the basemap while no gross errors are detected. Attachment of photos is also possible (e.g. photos of the property or of the deeds). Restricted access to personal data may also be achieved. The method is also useful for cadastre updating purposes (e.g. the periodic updating of buildings database).
