[Termes IGN] organisme cartographique nationalRésumé : (auteur) Digital Twins are realistic digital representation of physical objects and are differentiated from traditional models by the live connection between the digital and the physical worlds, often enabled by sensors. They provide insights into the physical world for decision makers, for example via simulation, and can be used to directly alter the physical world without manual intervention. While they have their origins in manufacturing, they are increasingly being used within the built environment, by both public and private sectors. Increasingly city-wide and National Digital Twins are also being considered, to underpin local, municipal and central government decision making. For these emerging Digital Twins, location data such as that provided by National Mapping and Cadastral Agencies (NMCAs) has the potential to underpin Digital Twin modelling. It thus becomes important for NMCAs to better understand Digital Twins in order to determine whether current data offerings can meet this new demand and how best to support the various activities. As a first stage investigation under the auspices of EuroSDR, this paper explores challenges and opportunities for NMCAs and others working in the location sector, presenting the result of an international survey and workshop on these topics. We conclude that there is significant overlap with existing challenges within the geospatial community and those required to better support Digital Twins - e.g. interoperability and data management and governance. Additionally, the opportunity for a broader understanding and uptake of location data offered by Digital Twins should not be ignored. [Termes IGN] visualisationRésumé : (auteur) Reading traffic signs while driving a car for visually impaired people and people with visual problems is a very difficult task for them. This task is encountered every day, sometimes incorrect reading of traffic signs can lead to very serious results. In particular, the Arabic language is very difficult, making recognizing and viewing Arabic text a difficult task. In this context, we are looking for an effective solution to remove errors and results that can sometimes end someone's life. This article aims to correctly read traffic signs with Arabic text using augmented reality technology. Our system is composed of three modules. The first is text detection and recognition. The second is Text visualization. The third is Text to speech methods conversion. With this system, the user can have two different results. The first result is visual with much-improved text and enhancement. The second result is sound, he can hear the text aloud. This system is very applicable and effective for daily life. To assess the effectiveness of our work, we offer a survey to a group of visually impaired people to give their opinion on the use of our application. The results have been good for most people. One reason for this is that wide expanses of the Arctic and Antarctic have not been explored and are therefore still viewed as frontier regions. Another is that they both have very diverse histories with regard to their origins and ice formation. Their numerous aspects still pose many puzzles for science today. The regions of the Earth designated as polar are those areas located between the North or South Pole and the Arctic or Antarctic Circles, respectively. The northern polar region, called the Arctic, encompasses the Arctic Ocean and a portion of some surrounding land masses. The southern polar region, called the Antarctic, contains the continent of Antarctica and areas of the surrounding Southern Ocean. In this paper three tests (2000, 2010 and 2021) of continuous GNSS data recorded by 8 permanent International GPS Service (IGS) stations in both Polar Regions have been processed by using CSRS-PPP Software for geodetic networks. The results also show that all GNSS provide good visibility with low elevation angles, whereas with high elevation angles, which might be needed due to natural barriers, the GLONASS and other satellites provides the highest number of visible satellites. Consequently, the mean motion of the study area was found approximately 7–15 cm for horizontal components (X–Y) and 6 cm for vertical components (Ellipsoidal Height) on the eight IGS points in the both poles. [Termes IGN] société savanteRésumé : (auteur) This article examines a cartographic encounter that took place in 1850 between Kallihirua, a member of Inughuit community of Northern Greenland, and members of the British Admiralty. Drawing on recent literatures that critically assess histories of indigenous mapping, the article explores the troubling circumstances that surrounded this encounter and analyses two maps which were produced as a result. Informed by ongoing debates pertaining to the decolonization of geographical knowledge, the article also reflects critically upon the extent to which historical indigenous cosmologies were commensurate with non-indigenous cartographic traditions and thus reassesses the motivations that lay behind the production and circulation of these maps. The article thus concludes by arguing that while Kallihirua certainly did contribute various types of geographical knowledge during this encounter, to label him as the sole author of these maps would be a problematic act of "cartographic ventriloquism". [Termes IGN] visualisation 3DRésumé : (auteur) The adoption of technology in urban participatory planning with tools such as Virtual Geographic Environments (VGE) promises a broader engagement of urban dwellers, which should ultimately lead to the creation of better cities. However, the authorities and urban experts show hesitancy in endorsing these tools in their practices. Indeed, several parameters must be wisely considered in the design of VGE; if misjudged, their impact could be damaging for the participatory approach and the related urban project. The objective of this study is to engage participants (N = 107) with common tasks conducted in participatory sessions, in order to evaluate the users’ performance when manipulating a VGE. We aimed at assessing three crucial parameters: (1) the VGE representation, (2) the participants’ idiosyncrasies, and (3) the nature of the VGE format. The results demonstrate that the parameters did not affect the same aspect of users’ performance in terms of time, inputs, and correctness. The VGE representation impacts only the time needed to fulfill a task. The participants’ idiosyncrasies, namely age, gender and frequency of 3D use also induce an alteration in time, but spatial abilities seem to impact all characteristics of users’ performance, including correctness. Lastly, the nature of the VGE format significantly alters the time and correctness of users interactions. The results of this study highlight concerns about the inadequacies of the current VGE practices in participatory sessions. Moreover, we suggest guidelines to improve the design of VGE, which could enhance urban participatory planning processes, in order to create better cities.
